This seminar held on november 4 ‘09 in Bern, Switzerland, hosted international specialists in managing energy demand, mainly electric energy. Presentations concentrated on best cases in demand side management and regulation easing the way for DSM programs. The event was organised by noe21, a Geneva based NGO.
1. VISION: INNOVATION. Ungeheure eleganz des ökol. steuerungseffekts liegt in relation: besteuerung ganz weniger stoffe (für laien: unter 10) und ganz weniger steuerzahler (ca. 3000) (zugleich steuer mit geringster administrationsquote, unter 1%) und dennoch ausstrahlen auf ganze volkswirtschaft und alle prozeßstufen von der rohstoffgewinnung/import bishin zur entsorgung/abfallverwertung spricht für quellennahe besteuerung. nur beim konsumenten wäre der alte fehler end-of-pipe! das beliebte argument, in der industrie gäbe es nichts mehr zu sparen, ist ökonomischer und technischer unsinn. richtig ist, das industrie Sparpotentiale bei bestehenden Preisen weitgehend ausgeschöpft hat, Haushalte nicht einmal das (z.B. Problem für Mieter/Wohnungseigentümergemeinschaften) mit beginning of pipe verbunden: innovations- und investanstöße quer durch alle sektoren/Prozeßstufen der volkswirtschaft. ZUKUNFTSBRANCHEN SIND ENERGIEEFFIZIENT! (SB?)

Von 1998 bis 2004 haben die USA ihre Rohölimporte um 23 Prozent gesteigert (von 9,8 auf 11,9 Millionen Barrel am Tag). Wir Deutschen konnten sie im gleichen Zeitraum um 11 Prozent senken (von 2,9 auf 2,5 Millionen Barrel)!
As a general rule, the effects of the ETR will be positive on economic activity, depending on how the revenues from the environmental taxes are recycled. However, it is likely that there will be transition costs, so the gains may not be immediate. All six of the ETR countries have an increase in GDP as a result of the ETR (see Chart ). In Sweden, the effects take slightly longer to come through, as the very large increase in household electricity taxes depresses real incomes in the short run. Finland has a short-term boost to GDP from the effects of the taxes on fuel demand, because a reduction in the demand for imported fuel improves the country’s trade balance. However, when there is revenue recycling, ETR, as modelled within E3ME, produces a small ‘double dividend’ effect in every country, with GDP increasing by up to 0.5% compared to the Reference case.
It’s easy to blame politicians for not being more bold, sitting on a nice desk and writing papers it’s something else when you have to sell it to the voters and get reelected! but we must find a better balance of “Fordern and fördern”, of Fostering and Demanding a Change in behavior
