What is Affordable Housing?
• Housing whose total housing costs are
considered "affordable" to those that have a
median income
• affordability = the cost of adequate shelter
that should not exceed 30% of household
income
• adequate = cost + size + general condition

• Shelter costs increased faster than the
rate of inflation between 2001 and 2006
• In 2006
– 1 in 4 household spent 30% or more of
their income on shelter
– 13 % of all households live in ‘core housing
need’

– Population is aging
– Increase in the 65+
population
– Increase in lone parent
households

• 7,555 households (27% of all households) were
spending 30% or more of their income on shelter cost
in 2006
– 16% increase from 2001
• 5,000 are rental units
– 13% increase from 2001
• Owned households have increased 24% from 2001

• Acknowledges challenges with an aging population
and smaller household and increasing cost of
housing
• Encourages partnership with different levels of
government and community organization
• Explore alternative development standards
• Public education and understanding/acceptance

• The Plan proposes to form an advisory
group…to:
• Support and oversee the completion of a city-wide housing needs
assessment study;
• Support the development of federal, provincial and community based
services and programs that address housing needs;
• Enhance community awareness of housing issues and opportunities;
• Provide leadership in strengthening diverse community relationships
and partnerships; and
• Participate in ongoing research, monitoring and evaluation of
community issues related to housing choice and affordability.
• Integrating affordable housing strategies
into broader community goals and plans
will greatly rely on partnerships through
various community actors such as non-
profit groups, private developers,
municipalities, financial institutions and
other concerned stakeholders

  • 2. What is Affordable Housing? • Housing whose total housing costs are considered "affordable" to those that have a median income • affordability = the cost of adequate shelter that should not exceed 30% of household income • adequate = cost + size + general condition X Core Housing Need
  • 3. The Need for Affordable Housing In Canada • Shelter costs increased faster than the rate of inflation between 2001 and 2006 • In 2006 – 1 in 4 household spent 30% or more of their income on shelter – 13 % of all households live in ‘core housing need’
  • 4. The Need for Affordable Housing In Moncton • Changing demographics – Population is aging – Increase in the 65+ population – Increase in lone parent households Statistics – 2006  65+ pop. increased 30%  18% lone parent households  13% low-income families  19 % of households had a income of 20 000 or less  15% seniors living bellow poverty line  46% of seniors reported an income less that 20 000 (2008)

PlanMoncton Housing Choice & Affordability • Acknowledges challenges with an aging population and smaller household and increasing cost of housing • Encourages partnership with different levels of government and community organization • Explore alternative development standards • Public education and understanding/acceptance

PlanMoncton • The Plan proposes to form an advisory group…to: • Support and oversee the completion of a city-wide housing needs assessment study; • Support the development of federal, provincial and community based services and programs that address housing needs; • Enhance community awareness of housing issues and opportunities; • Provide leadership in strengthening diverse community relationships and partnerships; and • Participate in ongoing research, monitoring and evaluation of community issues related to housing choice and affordability.
  • 12. • Integrating affordable housing strategies into broader community goals and plans will greatly rely on partnerships through various community actors such as non- profit groups, private developers, municipalities, financial institutions and other concerned stakeholders
