ภายใน 1 ปี ตั้งเป้าหมาย มีหน่วยงานกลาง ในการจัดทําธุรกรรมการ
เบิกจ่ายระดับชาติ (National clearing house) เกิดขึ้น โดยมี
คณะกรรมการดูแลระบบที่มีส่วนร่วมของผู้เกี่ยวข้องทุกภาคส่วน หน่วย
