  Both sides greatly increased government
   power during war
  Raising an army
    90 day volunteers to 3 year enlistment
    Many Confederate soldiers left to go home to help
     family
  Military draft
     Age 18 to 35
     South changed age limit to 50 later in war
  Incomplete laws
     Hire a substitute
     Pay $300
     “Rich man’s war and a poor man’s fight”

     Shortages for almost everything for South
         Civilians   ate most of their livestock
      North had corruption with contractors
         Shoddy   clothing, rotten meat, defective shoes
