COPS:COMMUNITY ORIENTED  POLICINGCOPS PROGRAM DEFINED *Collaborative partnerships between the law enforcement agency and the individuals and organizations they serve to develop solutions to problems and increase trust in police. COPS program is needed because of: FBI and local Police high crime statistics Police killing another officer in Yabucoa Officer kills an innocent citizen in Humacao while other Officers watched Proper training prevents corruption in any organization 4
Cops: COMMUNITY ORIENTED  POLICING Why me? As a US citizen, police instructor, victims’ advocate , I refuse to sit back and do nothing.  I offer my experience, knowledge, skills and abilities to assist the COPS PROGRAM  in starting a Continuing Education Program (CEP) that will enhance the training and proficiency of the Police. Defensive Tactics Course Description This 40 hour Defensive Tactics course is a subject of police officers control. It was developed through , legal, and medical research. The purpose of this training program is designed to provide the officer with knowledge and skills to utilize that force, which is REASONABLE, NECESSARY AND PROPER under existing conditions.  Total time will be allotted for classroom instruction, physical  fitness and exercise, practice defensive tactics training. This training cover physical resistance, weapon retention, use of force, and escalation of force. Redman Suit, Shock Knife 7
Defensive Tactics Course Description Objective - At the end of the course the officer will be able to: Use a subject control system that is compatible to the effects of daily work survival stress use of force and escalation of force and weapon retention.  Method of Instruction - Lecture, Graphics, Demo, Practical Applications, Evaluation – Perform the Skill, Questions? Reward – Course completion certificate 8
Victims of CrimeCourse Description This 16 hour Victims’ of Crime course teaches police officers the need to understand crime victims. The purpose of this training is to increase understanding of the psychological, social, and economic impact of crime on the victims.  Office for Victims of Crime 9
Victims of CrimeCourse Description Objective - At the end of the course the officer will develop self-awareness, awareness of effective and ineffective crisis intervention approaches, and sensitivity to people in crisis. Method of Instruction - Lecture, video, sharing of stories helping victims of crime.  Questions? Reward – Course completion certificate 10
Physical FitnessCourse Description This 16 hour Physical Fitness course teaches officers to improve on their individual health. One of the important issues addressed is police physical fitness standards and qualification should be a requirement for “Sworn Police Officers” to meet a level of fitness to qualify for certification. Physical FitnessCourse Description(continued) Objective – At the end of the course the officers will be able to  insure the safe and effective performance of the essential job functions of sworn officers. Officers will develop confidence in their physical abilities that will enable them to  provide backup support for their fellow officers and the community.  Method of Instruction - Lecture, Graphics, Demo, Practical Applications, Evaluation – Perform the fitness test, Questions? Reward – Course completion Certificate 13
Building Entry Course Description This 8 hour basic Building Entry course is used to familiarize police officers with basic skills most commonly used for building entry and clearance of unauthorized persons. This training is applicable for every  type of patrol officers’ situations.  14
Building Entry Course Description Objective – At the end of this course, the officer will within 80% accuracy be familiar with basic building entry and clearance procedures.  Method of Instruction - Lecture, Graphics, Evaluation –  Questions?  Reward – Course completion certificate *Quote - Good judgment rather than impulsive response is critical to the success and safe outcome of any officer action, whether on or off-duty. Officers must always consider the safety risks involved with intervention to themselves and to others in all situations. ….. Classroom  Firearms Instructions Course Description This 8 hour classroom only Firearms’ course is used to train police officers and cadets for first time firearms usage, and to re-qualify in-service police officers with the proper weapons’ handling and safety procedures, use of force and deadly force. This training can help to reduce accidental deaths . 16
Classroom  Firearms Instructions Course Description Objective – At the end of the course, the student will fully understand firearms safety rules, characteristics of their service weapon, use of force  and deadly force.  Recommend every 6 months update training. Method of Instruction - Lecture, Demo, Practical Defense. Applications, Evaluation Perform the Skill, Questions? Reward – Course completion certificate 17
Communities of Practice A member-driven activity *Our Train the Trainer program will assist the officers    agency with activities that connect other members …. * Agency Trainers share ideas by assisting others agencies     and sharing information  *All information sharing will be approved by management      at local and state levels * All training taught will reflect real life on the job        activities , this is another reason to join US!  * All proposed training will assist officers in being     accountable for their actions and the Laws. 18
  Value to Members Updated training course – Enhances the Officers : * Knowledge – of General work aptitude * Skills – Daily on the job performance * Ability – Officers know how and want    perform their jobs better * Confidence – Officers will be sure    of themselves when enforcing the Law 19
Value to your Organization Educated minds: Work together more efficiently and experience a sense of pride in what they do and earns respect from the community Become role models for the community at large 20
Guides and Standards Determine what the industry needs * Not enough continuing education being taught  Support the development of standards and guidelines *Management must agree and support ongoing training Maintain “living documents” * One instructor per agency trained to maintain all officers training records. Interpretation  * No interpretation will be left to management or officers, all training will be precise and documented.  Revision * All revised or update training will be done by the instructors and training officers.  21
WHY US? The International Institute of Knowledge and Defense (IIKD): Have the ideas, knowledge, and skilled trainers Have the qualified personnel to Train-the-trainers Have the ability and education to further the training proposed for the State and Municipal Police Officers of the Puerto Rico 22
WHY US? The International Institute of Knowledge and Defense (IIKD): Will provide the citizens with qualified, professionally trained, ethical and competent police officers and criminal justice professionals.  The IIKD Trainers administer the current training need to match on-the-job needs  of Police and Law Enforcement community.  23
WHY US? The International Institute of Knowledge and Defense (IIKD): We will strive to provide the highest degree of training excellence for police officers.  We will facilitate the establishment of training standards for police officers. We will set higher standards and render better trained police officers for safer communities. 24
WHY NOW? Because: There is an increase of the misuse of force and power by police officers. Police officers are being killed by fellow officers. Drug dealers are killing children. We think it is time to make a difference in the training of  all police officers by implementing a continuing education program. 25

COPS:COMMUNITY ORIENTED POLICINGCOPS PROGRAM DEFINED *Collaborative partnerships between the law enforcement agency and the individuals and organizations they serve to develop solutions to problems and increase trust in police. I offer my experience, knowledge, skills and abilities to assist the COPS PROGRAM in starting a Continuing Education Program (CEP) that will enhance the training and proficiency of the Police.   • 7. Defensive Tactics Course Description This 40 hour Defensive Tactics course is a subject of police officers control. It was developed through , legal, and medical research. The purpose of this training program is designed to provide the officer with knowledge and skills to utilize that force, which is REASONABLE, NECESSARY AND PROPER under existing conditions. Total time will be allotted for classroom instruction, physical fitness and exercise, practice defensive tactics training. Defensive Tactics Course Description Objective - At the end of the course the officer will be able to: Use a subject control system that is compatible to the effects of daily work survival stress use of force and escalation of force and weapon retention.   • 9. Victims of CrimeCourse Description This 16 hour Victims’ of Crime course teaches police officers the need to understand crime victims. The purpose of this training is to increase understanding of the psychological, social, and economic impact of crime on the victims. Office for Victims of Crime 9

Victims of CrimeCourse Description Objective - At the end of the course the officer will develop self-awareness, awareness of effective and ineffective crisis intervention approaches, and sensitivity to people in crisis. Method of Instruction - Lecture, video, sharing of stories helping victims of crime. Questions? Reward – Course completion certificate 10
  • 11. Physical FitnessCourse Description This 16 hour Physical Fitness course teaches officers to improve on their individual health. One of the important issues addressed is police physical fitness standards and qualification should be a requirement for “Sworn Police Officers” to meet a level of fitness to qualify for certification. Physical FitnessCourse Description(continued) Objective – At the end of the course the officers will be able to insure the safe and effective performance of the essential job functions of sworn officers. Officers will develop confidence in their physical abilities that will enable them to provide backup support for their fellow officers and the community.   • 14. Building Entry Course Description This 8 hour basic Building Entry course is used to familiarize police officers with basic skills most commonly used for building entry and clearance of unauthorized persons. This training is applicable for every type of patrol officers’ situations.  14
  • 15. Building Entry Course Description Objective – At the end of this course, the officer will within 80% accuracy be familiar with basic building entry and clearance procedures. Method of Instruction - Lecture, Graphics, Evaluation – Questions? Reward – Course completion certificate *Quote - Good judgment rather than impulsive response is critical to the success and safe outcome of any officer action, whether on or off-duty. Officers must always consider the safety risks involved with intervention to themselves and to others in all situations. ….. Classroom Firearms Instructions Course Description This 8 hour classroom only Firearms’ course is used to train police officers and cadets for first time firearms usage, and to re-qualify in-service police officers with the proper weapons’ handling and safety procedures, use of force and deadly force. This training can help to reduce accidental deaths . 16

Classroom Firearms Instructions Course Description Objective – At the end of the course, the student will fully understand firearms safety rules, characteristics of their service weapon, use of force and deadly force. Recommend every 6 months update training. Method of Instruction - Lecture, Demo, Practical Defense. Applications, Evaluation Perform the Skill, Questions? Reward – Course completion certificate 17

Communities of Practice A member-driven activity *Our Train the Trainer program will assist the officers agency with activities that connect other members …. * Agency Trainers share ideas by assisting others agencies and sharing information *All information sharing will be approved by management at local and state levels * All training taught will reflect real life on the job activities , this is another reason to join US! * All proposed training will assist officers in being accountable for their actions and the Laws. 18

Guides and Standards Determine what the industry needs * Not enough continuing education being taught Support the development of standards and guidelines *Management must agree and support ongoing training Maintain “living documents” * One instructor per agency trained to maintain all officers training records. Interpretation * No interpretation will be left to management or officers, all training will be precise and documented. Revision * All revised or update training will be done by the instructors and training officers. 21

The IIKD Trainers administer the current training need to match on-the-job needs of Police and Law Enforcement community. 23

We will facilitate the establishment of training standards for police officers. We will set higher standards and render better trained police officers for safer communities. 24
  • 25. WHY NOW? Because: There is an increase of the misuse of force and power by police officers. Police officers are being killed by fellow officers. Drug dealers are killing children. We think it is time to make a difference in the training of all police officers by implementing a continuing education program. 25
