2. Aim of the Seminar
The aim of the workshop is to make the participants familiar with the legal situation on
social protection and social inclusion. This workshop will also cover the programming
process of projects financed by the Operational Programme ,,Human Capital’’.
During the event the following EU legislation will be addressed:
1. Decision No 1672/226/EC of the European Parliament and of the Council of 24
October 2006 establishing a Community Programme for Employment and Social
Solidarity- PROGRESS (Official Journal L 315 of 15.11.2006),
2. Communication from the Commission of 22 December 2005 ,,A new framework for
the open coordination of social protection and inclusion policies’’ (COM(2005) 706,
3. Communication from the Commission, of 20 April 2004, modernizing social
protection or the development of high- quality, accessible and sustainable health care and
long- term care: support for the national strategies using the ,,open method of
coordination’’ (COM (2004) 304 final,
4. Communication from the Commission to the Council, the European Parliament, the
European Economic and Social Committee and the Committee of the Regions:
Strengthening and social dimension of the Lisbon: Streamlining open coordination in the
field of social protection (COM (2003) 261 final.
The aim of the seminar/workshop is to show the appropriate ways to improve the quality
of life through employment promotion, social protection and social inclusion. The
participants of the event will be familiar with the good practices in the area of the social
inclusion, problems of social exclusion and poverty. The subject of my seminar is very
new one and interesting for participants of the event.
The workshop will be an opportunity for the participants to gain practical skills in
preparing and managing Operational Programme ,,Human Capital’’ projects.
The polish expert of European Social Fund will conduct the workshops concerning the
process of construction and management of ESF projects. Besides, ‘Old’ Member States
experts will share with the participants their experience in such projects.
This workshop will be a two days training combining lectures, open discussions and work
in groups. The results of the work in groups will be discussed by the participants and the
speakers.
The audience is expected to be approximately 45 people of representatives of the
regional, local authorities as well as other stakeholders including representatives of the
business community (small and medium enterprises) and non- governmental
organizations. The participants will come from three voivodships: Warmińsko-
Mazurskie, Kujawsko-Pomorskie and Podlaskie.
