The high percentage of women not receiving the healthcare they need is the reason behind many avoidable deaths and the lack of progress to achieve MDG5. Planning for a national sustainable transport system is a complex task and with a conflict potential since it involves taking into account a wide range of criteria. In assessment of public policies, multi-criteria decision analysis (MCDA) seems adequate, since it facilitates the use of both qualitative as well as quantitative measurement scales, which makes it possible to address multidisciplinary problems. MCDA has seen a widespread decision-support function in public decision making in sectors such as energy and environment. Over the last decade transport planning, similar to other sector planning, has undergone a change from traditional planning to governance. This together with an increasing emphasis on sustainable development calls for new procedures, institutions and planning tools. Unlike cost-benefit analysis and environmental impact analysis, MCDA is rarely required by national laws or directives. Nonetheless, examples of public support of MCDA can be found: An EU guide points out that MCDA facilitates the participation of all actors and helps reaching a compromise or defining a coalition of views. UK has put a focus on MCDA by publishing a general MCDA guide for official use. Italian law states that MCDA is required as regards project selection for public works. Several examples of use of MCDA in the public domain exist for e.g. Sweden, Portugal and France. This paper evaluates the use of MCDA in national transport planning by its strengths and weaknesses in assessing the impacts of public policy options up for examination within sustainable national transport planning. The evaluation is based on a review of identified relevant literature. The overall key issue of this paper is to highlight the application potential of MCDA in national transport planning and its utility to policymakers engaged in such planning for a sustainable development of the transport system.

Guest presentation to the Institute for Transport Studies by Keith Buchan, Policy Director of the Transport Planning Society (TPS), 12th November 2014 Keith Buchan outlines what the Transport Planning Society would like to see included in a transport manifesto for the new Government which will be elected in 2015. Keith Buchan, is the Policy Director of the Transport Planning Society. He has been an Executive Director of Metropolitan Transport Research Unit (MTRU), an independent transport planning consultancy, since 1989. Prior to that he worked for local authorities, including the Greater London Council where he was responsible for implementing the Night and Weekend Lorry Ban. His work has included objectives led assessment, traffic restraint, ‘new generation’ bus priority, demand responsive transport and heavy vehicle studies. Keith recently completed a draft UK strategy to reduce carbon emissions from transport including aviation and shipping. He was a Government adviser for the 1997 national road traffic forecasts (NRTF) that were part of the original NATA in 1998, and is a member of the advisory group now working on the NATA Refresh.

The American Planning Association New Jersey Chapter’s Community Planning Assistance Program (CPAP) created a strategic plan for the City of Hackensack focused on the Essex Street Train Station on NJ TRANSIT’s Pascack Valley Line. The work was done in partnership with NJTPA’s Transit Hub Pilot Program. The Station is in southern Hackensack, blocks from the Hackensack University Medical Center and a large residential area along Summit Avenue and Prospect Street with high-rise apartment buildings and historic single-family homes. East of the station, less than ½ mile away, is the Bergen County Administration buildings and NJ TRANSIT’s bus terminal. North of the station is an older neighborhood of single-family houses and apartment buildings, with mixed manufacturing and light industrial uses, and the city’s high school. The bustling Main Street redevelopment area is within ¾ of a mile.
