I NTRODUCTION
H ISTORY
About fifteen years ago, a boutique consulting firm called Co-design Training Services
Inc. in Canada became aware of an Egyptian Consulting firm that seemed to share its
philosophy, objectives and quality standards. After several very positive and
successful collaborative experiences on development projects in the Middle East, a
joint firm was established called ‘Co-design International Consulting Services
Inc.’. This firm reflected the joint resources of both Co-design Training Services and
Co-design Egypt.
In early, 2006, the founders of Co-Design agreed to begin more active business
development in Doha, Qatar. At that point, it was decided to create a new entity that
better reflected this relationship. As a result we established MICA Qatar to serve
the Qatari as well as the gulf region.
A BOUT MICA T RAINING

East Petroleum Industry.

P ETROBEL
P REVIOUS EXPERIENCE WITH P ETROBEL IN
T OTAL Q UALITY M ANAGEMENT I MPLEMENTATION
Co-design for Consulting Services had designed and established Total Quality
Management System (TQMS) at Petrobel during the period from 1997-1999 on
two phases covering the following activities:
1. A C T I V I T Y 1 - P E T R O B E L P R E P A R A T I O N F O R TQM I M P L E M E N T A TI O N
1.1. CREATE PETROBEL TQM STEERING COMMITTEE
The Total Quality Management (TQM) steering committee was formed of:
The organization's Top Managers
Two Managing Directors
The General Managers
Staff with specialized talent at the TQM
The steering committee fully understood the organization’s strengths,
weaknesses, attitudes and concerns. Co-Design worked closely with the
steering committee, coaching its team in order to reach the set goals.
1.2. DEVELOP PETROBEL VISION STATEMENT, GUIDING PRINCIPLES AND SET BROAD
OBJECTIVES
Co-Design Experts, in cooperation with the Steering Committee, defined and
set Petrobel’s:
Vision statement
Guiding principles
Objectives
1.3. PETROBEL ORGANIZATION DEFINITIONS
Co-Design experts; with the cooperation of Line General Managers,
Assistance-General managers, Sector Managers, Dept. Managers and Section
Heads; defined the functions, responsibilities, and authorities for the whole
organization.
The organization definitions issued in two levels:
Level 1: for Petrobel as an organization down to General Departments
Level 2: for each General Department down to their relevant Section
Heads
1.4. DEFINE PETROBEL MANAGEMENT SYSTEM FRAMEWORK
Co-Design experts and the cooperation of Steering Committee, all in
alignment with the defined vision and set goals for Petrobel, designed
Petrobel’s Management System Framework which consisted of three main
parts:
Management Main criteria
Detailed Actions
These three main parts existed in two levels of manuals.

2. A C T I V I T Y 2 - T A I L O R TQM I M P L E M E N T A T I O N
It is well understood that no two organizations can implement the TQM in the
same way. Hence, Co-Design Experts- cooperating with the Steering Committee
and Departmental / Cross Functional Teams- tailored TQM implementation
procedures for the special business nature of Petrobel.
2.1 FORMING TQM DEPARTMENT AND TEAMS
Co-Design experts, the Steering Committee and General Department Managers
collaborated to establish the TQM department and form its teams.
Co-Design experts, General Department Managers and Steering Committee
considered the following characteristics while choosing the team members:
Total quality advocate - Possessing desired technical skills - Unbiased in outlook - Got
suitable Interpersonal Skills - Possessing desired experience - Team player - capable
of bringing unique view point - Open minded - Posses good communication skills
2.2 DEPARTMENTAL TOP - LEVEL PROCESSES UNDERSTANDING
Co-Design experts in cooperation with Steering Committee and General Department
Managers defined the top - level processes, which are essential to the improvement
methodology. This has been clarified and clearly defined by drawing the top - level
processes diagram the picture of the entire processes.
Top-Level processes diagram showed the input, the operation, and the output of the
process, and then the process was measured to validate that it was achieving results.
2.3 DEPARTMENTAL - BUSINESS PROCESSES IDENTIFICATION
Hand-in-hand, Co-Design experts, Steering Committee and General Department
Managers determined the performance of Petrobel by the basic business processes,
which described how Petrobel was working across all of its locations and departments.
A joint teams of Petrobel and Co-Design Egypt identified Petrobel business processes
through different channels; i.e. job descriptions, organization definition, in-depth
interviews with employees in different levels (General Managers, Sector Managers,
Department Managers, and Section Heads) covering all Petrobel departments and
locations.
2.4 IDENTIFYING DEPARTMENTAL CRITICAL PROCESS
For each General Department, Co-Design Experts in cooperation with the
departmental team identified the departmental critical process. The General
Departmental Manager reviewed these processes before launching the improvement
activities.
2.5 PLANNING THE IMPLEMENTATION
The departmental team with Co-Design experts proposed a schedule for the critical
process improvement, in terms of its beginning, end, and content, so that all
concerned parties (Steering Committee, Departmental General Managers) could
understand what is expected.

3.1 ISSUING DEPARTMENTAL POLICY
Each General Department Manager with the department teams in cooperation with
Co-Design Experts defined the departmental policy related to its relevant activities,
tied to Petrobel overall business and supports Petrobel vision statement and guiding
principles. The departmental policy included the following clauses:
Policy statement
Policy objective
Applicability
Laws, regulations and other legal obligations
3.2 MAKING AND USING FLOWCHARTS
It’s essential to construct the departmental business process in flowcharts as these
flowcharts show the flow of the process as it moves through the various steps. The
flowchart makes it easy to visualize the entire system, whereby once the process can
be seen objectively in the flowchart, improvements can be easily identified.
So, the department teams in cooperation with Co-Design Experts went through the
following five steps to construct the flowcharts for all business processes:
Agreed upon the flowchart symbols
Defined the boundaries of the process
Identified the process steps
Constructed the flowchart
Reviewed & approved the flowchart
3.3 ISSUING DEPARTMENTAL - OPERATIONAL PROCEDURES
The operational procedure is a series of related tasks which describes- in details- all
steps required to perform certain process.
So, The General Department Managers in cooperation with Co-Design Experts defined
the critical processes and issued Departmental - Operational Procedures (in the
procedure format) indicating the following:
Procedures number
Procedures title
Activity description
Responsible (job title)
Prepared by, approved by, date and issue
3.4 ISSUING PETROBEL - BUSINESS PROCESSES SUMMERY
The Departmental teams in cooperation with Co-Design Experts summarized all
Petrobel business processes in spread sheets, indicating: the process number, issue,
name, process owner (job title), process objective, short description, process initiation
