The goal of any merge/purge system is to merge one or more input files, compare the records, eliminate duplicates, and
purge unwanted records. In theory, this process is fairly simple; you look at a pair of records and if they appear to be
duplicates, you mark them as such. Of course you would need to keep track of the number of duplicates identified, which
ones you decide to keep, etc. You would also want to keep track of such statistics based on the key codes of the records.
A person can do the job described above much more accurately than any computer system, as long as the number of
records being compared is relatively small. A file of 10 records would involve 45 record-to-record comparisons. As the
number grows, an individual cannot keep up with the task. For example, a file of 100 records requires 4,950 comparisons,
and a file of 1000 records requires 499,500 comparisons. This is where a computerized system comes into play.

The Merge/Purge algorithms may be tightened or loosened to meet
specific needs. Tightening the algorithms will require duplicates to be
fairly similar; loosening the algorithms will allow duplicates to be a bit
more different.
The accuracy and standardization of addresses significantly affects the
ability of the Merge/Purge process to compare like records and identify
