and for welfare schemes.
Now, extended to all bank customers, as KYC
and KYC+
Extended to passports. Large majority of
passport applicants are not poor. Only Gulf
labour could be poor

law for implementing such a progam. Hence,
they brought a Bill – NIAI Bill 2010. It was

  2. What is an ID? Ask someone in audience to read his / her ID details? How does one obtain an ID? Why do poor lack IDs? Who is to give them IDs? Why have not those who are to give them IDs not done so? Why is UID required for giving the poor IDs? How did UIDAI & Government conclude / accept that lack of ID denies the poor access to welfare? What has been done for those who do not have IDs to vote? How did UIDAI and Government conclude that the leakages in welfare schemes can be prevented by biometric IDs?
  3. NIA Bill Committee had 31 members. Sinha was chairperson. Near unanimous. Had 16 UPA members. Such scathing comments are rare. Committees report came on 6 Dec 2011. Why has it not been discussed in Parliament? Why is the opposition party silent about the report? Why has no Bill brought again in Parliament? We could see these questions again in the context of illegal implementation of the scheme.
  4. ----- Meeting Notes (11/01/13 09:50) ----- How did UIDAI and Government conclude that quantum of savings in welfare schemes through UID? If meant for poor, why ask all residents to enroll? If meant to give ID to those who do not have ID, why ask for ID proof? Why was "Introducer" method of enrolment given up? IGSS and Delhi shelters. What are “Application developments” ? Why have a brand name for a welfare or anti-corruption program? Voluntary and service-provider asking for UID, is deception. How can one office of government set up a “ voluntary ” program and say that another office of the same government could ask for it to give you something that is rightfully yours? How can something government does be “Ubiquitous”. It means being everywhere at the same time. I wonder if Nilekani understood the meaning of the word when he used it. He might have thought that it means common. It actually means being present everywhere at the same time, “Omnipresent”. Applications like, linkage of UID to bank accounts are not a pro-poor initiative. Why does your banker ask you to link your account with a UID number. I shall not use the word, “Aadhaar” in this presentation, since, I do not like to promote a brand name for a non-commercial government / public product. Aadhaar is the brand name of a Trust of Nilekani. Having started off as ostensibly a pro-poor / anti-corruption initiative, and perhaps, finding it impossible to implement it, and also finding the resistance mounting, along with the fear of the present government not coming back to power in 2014, they seem to be in hurry to find new “uses” and areas of “application” for UID. Thus, make it applicable for passports, bank customers, train tickets, schools and wherever or whatever one can think off. This is a mindless and hence, purposeless way in which to expand applications for a scheme that cannot be applied anywhere. ----- Meeting Notes (11/01/13 22:46) ----- ----- Meeting Notes (11/01/13 23:16) ----- The structure of UID as given in the UIDAI website is deceptive. It does not show the role of foreign companies involved in the UID scheme. Even in the report on cash transfers which Nilekani chaired the diagram explaining the process stops at the UIDAI database. Actually, for every authentication of ID, the biometric data has to be sent to the private foreign company providing the biometric technology.
  7. UIDAI website does not give information on the role of foreign private companies in authentication. Actually, UIDAI has no control over authentication. The foreign company – biometric technology provider is the real authenticator. This is L 1 ID Solutions. Give history of the company. Give reasons for refusal to provide RTI info.   8. UIDAI contended before the Standing Committee that under Art 73 of the Constitution the Executive power is co-extensive with the legislature. UIDAI had submitted the opinion of the Attorney General to this effect to the Committee. The Committee did not accept this view.   9. This is the main purpose of this meeting – to tell bank customers how UID cash transfers would affect them. The rush to find new applications for UID could be charitably be explained as due to ignorance. It is difficult to believe that these proponents od UID cannot be ignorant. Hence, the title of this slide does not apply to them, but to the applications, were it done by one persons who do not know. For example, why should a bank or RBI agree / accept UID numbers for KYC norms? Is it because they do not know how it will help or imagine it would have some use or simply to keep UIDAI and the PM etc humoured?
