3. ABOUT VRILISSIA-ATHENS
Ò Vrilissia (Greek: Βριλήσσια) is a suburban municipality of
the North Athens regional unit, in the Attica region, located in
the southwestern foot of the Penteli Mountain.
Ò At the 2011 census, the municipality had 30,741 residents.
Ò The area of the municipality is 3.856 sq. km (1.489 sq. miles).
Ò The maximum building height in the center is equivalent to four
floors, while particularly high is also the number of private
gardens.
Ò The area is connected with the Athenian public transport
system with two commuter railway stations, a metro station &
several (relatively frequent) buses to neighboring suburbs as
well as the centre of Athens.

THE PASSING OF THE LOCAL WASTE

Ò 5 different garbage trucks routes - Collection of
mixed waste (1200 bins)
Ò 2 different recycle trucks routes - Collection of
mixed recycle materials (500 bins)
Ò 5 bins for glass recycling placed near restaurants.
Ò A few itineraries during Sat/Sun & holidays
Ò Users are charged a rate based on surface size
(m2), and based on the type of use of space.
Houses/1,30€ - Stores under 200m2/2,80 € -
Stores - Super Markets e.t.c. over 200m2/4,35 € &
over 1000m2/6,52 €

Mixed waste fall 18% (Because of the recession)
- Recycle fall 17% for the period 2011-2014
- Recycle increase 7.4% in 2015
- Garbage in the recycle 46% (Bad performance)

Ò Short, Middle & Long Term Goals
- Separate collection of different kinds of waste in
short term (already implementing)
- Use Pay As You Throw approach in middle term
- Construct a central “green point” and 4 small “gp”
to elaborate different sort of waste / recyclables in
the long term (3-5 years)
Ò Strategic cooperation with Attica Regional
Government, with (public) Regional Association in
Waste Management (EDSNA) & with NTUA for
implement “LIFE – PAYT”

- separate collection of green waste (branches-
pruning) dumpster compost
Ò Action 4.
- Increase to 650 of the recycle bins (+150) and
withdrawal of about 100 mixed waste bins
Ò Action 5.
- Increase from 5 to 40 bins (bells) only for glass
waste near every store & home.

18. ACTION PLAN IN COOPERATION WITH
STRATEGIC PARTNERS (SHORT TERM) III
Ò Action 6.
Ò Introduction of separate collection of organic
waste with (300 + 50) new (brown) bins for organic
waste (gradually) for every waste producer (homes
and stores). An ongoing process, in which an
amount of 150 bins for organics, has already been
placed at the half of the area of the municipality.
Ò The action is being supported by promotion
programs.

(SHORT TERM) IV
Ò Action 7.
- Paper & cardboard recycle in schools & other ΅key΅
areas – places of interest in the main area of the
Municipality, with an easy access for everyone who
wants to deposit recyclables (work in progress)
Ò Action 8.
- Contract approval by the local council setting specific
points-places for electric and electronic (materials)
recycle
Ò Action 9.
- Contract approval by the local council for free disposal
of tires (vehicle tires) to the central recycle system.
22. ACTION PLAN – LIFE “PAYT” IN COOPERATION WITH NTUA &
MUNICIPALITIES-UNIVERSITIES OF 3 EU COUNTRIES
Ò Action 10 – Life PAYT
- Reduce residual waste from household and
commerce
- Increase recycling rates for packaging materials
- Transit to models of fairer tariffs not based on
surface charges (m2) but on PAYT policies
- Demonstrate that PAYT is feasible - Change the
local & state view in this approach
- Give inspiration to wider regions with the same
problems (mainly in south European countries)
23. ACTION PLAN – LIFE “PAYT” IN COOPERATION WITH NTUA &
MUNICIPALITIES-UNIVERSITIES OF 3 EU COUNTRIES
- Waste tariffs to lead to a reduction in unsorted
waste and to an increase in material recovery
from source segregated recyclables
- Contributing to a resource efficient Europe and
to the implementation of the European
environmental strategies and policies.
