programs to encourage language use outside of school

•The Basque Service is the body of Department of Education of the Basque
Government that promotes and supports Basque Education. Within this body there
is a specific section (NOLEGA) created in 1984 for the development for the Law of
Normalisation of the Language within the educational system.

•NOLEGA offers every year plenty of calls to promote the use of the language
(sung verse, theatre, cinema, boarding camps,….) to supplement the mainstream
courses within the school context.

•Since 1996, NOLEGA has created an overarching programme for the
normalisation of the use of Basque in school by the name of Ulibarri which
individual schools can opt into.

•To help the schools in the development of all these calls and this Ulibarri
programme, the Department of Education has got a team of 18 area coordinators
or advisory teams spread all over 18 geographical areas of the Basque
Autonomous Community. I am one of those 18 coordinators for an area in Biscay
that lies between Bilbao and Vitoria-Gasteiz.
1996-97- 23 experimental projects. 1997-98 open call: 246 schools. 1998-99 - open call ALLTOGETHER, nowadays 450 schools. ULIBARRI PROGRAM

Ulibarri Program born in 1996


          For Basque to become within the teaching system:
                        the natural language,

                          the school language,

                    the language of communication,

             both as the common language of teaching,
and also when activities are not specifically to do with teaching, so that
 our pupils get enough quantitative and qualitative input in Basque

Mixture of top-down & bottom-up
                 planning
•   It is necessary a procedure sensitive enough to enable adaptation
    to different sociolinguistic realities.

•   Government , Depart of Culture + Dept. of Education
     – Status Planning
     – Resources: provides tools, training, consultancy…

•   A school takes part voluntarily in this programme when the whole
    school community is willing to participate, full control of the project.
    The engine of the Ulibarri project is within the school itself.

•   Schools and environment should feed each other.

General Information

 Where the school community chooses to participate in this
programme, a specific teacher (HNAT) is made responsible for
the overall coordination and promotion of the use of Basque

 A team of area coordinators based in the BAC’s teacher support
centres (Berritzegunes), provide support and guidelines to that
teacher, together with the personnel of NOLEGA and the
University of the Basque Country.

 In compensation his/her class-load is reduced (3, 6 or 9 hours per
week) depending on the size of the school and the evaluation of
the project itself.

Yes. Figures of the last 25 years show their confidence in the Basque
teaching streams. Quality of education has been the hallmark

Questions for regional and authority staff

5 Who writes the strategy/policy? Parliament + Dept. of Education, Universities
and Research. Do schools contribute to the strategy and if so how does this
happen? It is necessarily a top down & bottom up process.

6 Has any specific international research informed your strategy and if so what?
We have looked for different research & experiences: Switzeland, Quebec,
Findland, Wales,…

7 How long has the present strategy/policy for immersion education been
implemented? More than 25 years. 3 years ago a deep process of reflection
about our policy/strategy.

8 Has it changed little / radically over the years and if so how? Yes it has
evolved, as shown in slide 22. Apart from number of students, their
sociolinguistic background has changed and all this has asked for operative
changes within the Dept. of Education (teachers, training, materials,
evaluations,…)
9 How many schools in each sector? Sizes etc – geographic spread?
There is a school map of the BAC, and considering demands and sociolinguistic
context, there are the appropriate offers.
However, numbers and tendencies shift in Secondary education and Vocational
education.

Not right now, but we have been in contact with schools in Glasgow.


CAER association in Wales invited us to a conference in Glasgow.


We invited some Scottish speakers to our conference on Minority
languages in year 2004:
        Catherine Johnston.
        Murdo Maciver. Head of Educational Provision. North
        Lanarkshire.


At the moment, we are looking for a school which has already developed a
project and would accept us as members.

Language use in the wider school community – existing policies and programs to encourage language use outside of school •The Basque Service is the body of Department of Education of the Basque Government that promotes and supports Basque Education. Within this body there is a specific section (NOLEGA) created in 1984 for the development for the Law of Normalisation of the Language within the educational system. •NOLEGA offers every year plenty of calls to promote the use of the language (sung verse, theatre, cinema, boarding camps,….) to supplement the mainstream courses within the school context. •Since 1996, NOLEGA has created an overarching programme for the normalisation of the use of Basque in school by the name of Ulibarri which individual schools can opt into. •To help the schools in the development of all these calls and this Ulibarri programme, the Department of Education has got a team of 18 area coordinators or advisory teams spread all over 18 geographical areas of the Basque Autonomous Community. I am one of those 18 coordinators for an area in Biscay that lies between Bilbao and Vitoria-Gasteiz.

Ulibarri Program born in 1996 For Basque to become within the teaching system: the natural language, the school language, the language of communication, both as the common language of teaching, and also when activities are not specifically to do with teaching, so that our pupils get enough quantitative and qualitative input in Basque (1/1993 Law)

Mixture of top-down & bottom-up planning • It is necessary a procedure sensitive enough to enable adaptation to different sociolinguistic realities. • Government , Depart of Culture + Dept. of Education – Status Planning – Resources: provides tools, training, consultancy… • A school takes part voluntarily in this programme when the whole school community is willing to participate, full control of the project. The engine of the Ulibarri project is within the school itself. • Schools and environment should feed each other. • BAC 1000 schools 30.000 teachers • Ulibarri Program 450 schools 12.000 teachers

General Information Where the school community chooses to participate in this programme, a specific teacher (HNAT) is made responsible for the overall coordination and promotion of the use of Basque A team of area coordinators based in the BAC’s teacher support centres (Berritzegunes), provide support and guidelines to that teacher, together with the personnel of NOLEGA and the University of the Basque Country. In compensation his/her class-load is reduced (3, 6 or 9 hours per week) depending on the size of the school and the evaluation of the project itself. Web site: Documentation centre, forum... Do schools contribute to the strategy and if so how does this happen? It is necessarily a top down & bottom up process. 6 Has any specific international research informed your strategy and if so what? We have looked for different research & experiences: Switzeland, Quebec, Findland, Wales,… 7 How long has the present strategy/policy for immersion education been implemented? More than 25 years. 3 years ago a deep process of reflection about our policy/strategy. 8 Has it changed little / radically over the years and if so how? Yes it has evolved, as shown in slide 22. Apart from number of students, their sociolinguistic background has changed and all this has asked for operative changes within the Dept. of Education (teachers, training, materials, evaluations,…)
  • 24. 9 How many schools in each sector? Sizes etc – geographic spread? There is a school map of the BAC, and considering demands and sociolinguistic context, there are the appropriate offers.   • 26. 11 Have you existing links with Scottish Schools? Would you like to develop further and in what way? Not right now, but we have been in contact with schools in Glasgow. CAER association in Wales invited us to a conference in Glasgow. We invited some Scottish speakers to our conference on Minority languages in year 2004: Catherine Johnston. Murdo Maciver. Head of Educational Provision. North Lanarkshire. At the moment, we are looking for a school which has already developed a project and would accept us as members.
