2. The Perpetual Council of High Wizard Lore
It has been a year since the momentous events since the fall of Voldemort... momentous events such as
these are not resolved easily nor quickly. His rapid rise and eventual crushing defeat has exposed some of
the great rifts and divisions in the magical society.
A year after this events, summoned by the voice of the much-missed Albus Dumbledore (via the portrait in
his office) and the noble Professor Minerva McGonagall; the representatives of the various Wizarding
races, institutions, factions have been invited to a session of the Perpetual Council of High Wizard Lore.
The Perpetual Council of High Wizard Lore has been in existence since the Second Fall of Atlantis. Since
then it has met in times of great need. It has great importance because of the wide range of powers it
enjoys and its role in deciding the path that magical society takes. Crucially it now has a well established
tradition of involving those from all sections of Magical society, regardless of faith, creed, species or length
of wand. Its first principle is its commitment to the benefit of Magical Society as a whole. Its powers come
from the Grand Treaty of. The Grand Settlement was an agreement after the Great Wizarding Wars
throughout AD 455 (the Sack of Rome) to the Treaty of Paris 1783. In a secret 11th Article of the Treaty
there was to be ‘a grant of legislative powers to the Perpetual Council of High Wizard Lore, to pursue the objective of
protection of the peaceful relationship between the Wizarding and Muggle Society, a commitment to a minimum of interference
with Muggle Society, and above all the pursuit of actions for the progress and benefit of the Two Great Societies.’
The period between the Sack of Rome and the Treaty of Paris had been a dark and shameful part of
Wizarding history where various magic factions and clans, under various leaders had blatantly manipulated
Muggle society for their own ends, in pursuit of conquest. This had triggered many of the great events
throughout the period such as the Dark Ages, the Black Plague, the fall of the Holy Roman Empire and
the rise of Napoleon. Throughout the period the Perpetual Council of High Wizard Lore had been
powerless due to the Grand Lords of Wizarding Lore which composed it. They were a group of old viziers,
constantly re-electing each other and reinvigorating themselves with Self-Perpetuation Rites. They had
stood by idly and done little to use the Perpetual Council to unite and settle the disputes throughout
Wizarding Society. They were of the out-dated opinion that Muggle Society was subservient to Wizarding
Society, and hence whatever happened to Muggles was of no concern to them. However, when one Grand
Lords eventually died, his seat passed in succession to the Magnanimus Rex Dumbledore (Grandfather of
Albus Dumbledore). He used the Council to enable the settlement in the Treaty of Paris and settle the
Great Wizarding Wars. This final settlement ended the use of Muggle armies and leaders as puppets of the
various clans and factions that made up Wizarding Society.
In recognition of its achievements the Council was awarded full legislative powers within the wizarding
world.
Nowadays the Council has reinvented itself as a global forum for finding solutions to great problems in the
wizarding world. It now meets in the wake of Voldemort’s demise to discuss the problems left unresolved
in wizarding society.

3. Issues in The Post Voldemort World
 Immediate Resolution: the issues affecting a resolution after the Fall of Voldemort. Amnesty,
Rehabilitation, Justice for victims (Magic and Muggle)
 Extremism and Future Stability: remaining extremism and anti-Muggle sentiment amongst magical
human and non-human groups; reforms to ensure the protection of institutions from coups such
as Voldemort’s, reform of educational institutions to promote future peace and understanding,
ensuring that no particular magical races are scapegoated nor are able to take advantage of the
instability after Voldemort’s fall.
 The Relationship between the Muggle and Wizarding World: the changing relationship between
Muggles and the Magical Community.
Throughout the past decade, as dramatised in the excellent accounts provided by the Muggle-born author J
K Rowling, Voldemort has exposed great flaws and rifts within Wizarding Society. Firstly there was the
disturbing ease with which wizards flocked to his side, to pursue the aim of abolishing all Muggles from
existence. Then there was the relative powerlessness of the Magical Authorities to protect people from
Voldemort. They were hindered both by the need to keep the conflict secret from the Muggle World, and
by lack of cooperation between the various magical races who have always been resentful of the executive
power held by the centralised Ministry of Magic. This left the conflict to independent guerrilla fighters,
notably the last stand of student vigilantes led by Harry Potter and other Hogwarts students.
The role of non-human races throughout the conflict is often overlooked. For example, Dementors were
essential to the consolidation and enforcement of Voldemort’s ‘new order’ after the fall of the Ministry of
Magic. They were notable in their almost universal alliance with him. Individuals of other races were more
mixed in their alliances. The non-human races have often resented the human domination of magical
society and culture. Some feel that they should be given more independence, others feel that the horrific
results of Voldemort’s campaign of terror was purely the fault of humans and resent the collateral effects it
had upon them. Others see the instability of the post-Voldemort situation as a chance to settle old scores,
or even re-claim old territories or boundaries.
Purely within wizarding society there are still many wounds to heal. There are many of have lost family and
friends to the Death Eaters. There are others who have taken their own action against Death Eaters and
still feel that further justice needs to be done. The Ministry of Magic has suffered greatly for its quick fall
and ineffectiveness in combating the rise of Voldemort. There are those who now live in hiding, fearing
that they will be recognised for what they did under the orders of Deatheaters. There also remains a
dangerous fringe who benefitted financially and politically from the ‘new order’ and would still like to
continue doing so.
The effect of the Muggle world with the wizard world steadily increases. The relationship between the
Muggle world and the Wizarding world must be reconsidered. Should there be increased recruitment from
the Muggle world? Should magic start to play a concealed, guiding role in the affairs of Muggles? Would
this lead to increased protection of Muggles from over-powerful wizards such as Voldemort in the future?
Or should the wizarding world, take the controversial step, of open negotiations and settlement with the
Muggle World? In light of the ever-increasing encroachment of the Muggle world upon the magic realm
such as environmental issues, resource allocation, and increasing populations perhaps wizards must
increasingly work with Muggles to protect and conceal the wizarding human and non-human minorities.
Or is it possible one day, that the magic world may openly present itself to Muggle society? The
consequences of this would be entirely unpredictable.
