The assessment of English as a Second Language students involves evaluating their listening, speaking, reading, and writing skills. Once enrolled, the school conducts a home language survey within four weeks to determine the primary language spoken at home. The results are then presented to the Language Proficiency Committee for evaluation and to determine an educational plan for the student. All educational personnel must ensure appropriate instruction for limited English proficient students. Bilingual or ESL certified instructors may develop supplementary programs, and lesson plans must accommodate students' language and academic abilities. Additionally, the State of Texas requires ESL certification for teachers to modify subject material and ensure a quality education for non-English speaking students.

4. Teacher Specific Requirements . To ensure a quality education to students that do not speak English, the State of Texas requires teachers to become ESL certified. ESL certified does not involve being able to speak a second language, but it does involve knowing how to modify subject material to accommodate all learners.
