3. How Will the Planning Grant Work Be Conducted?
The Kellogg Foundation has awarded the ELC with a planning grant to tie together evidence-based programs that work in schools,
families and communities to enhance student achievement. We will work at the ground level with local school districts and their
community partners in at least three demonstration sites to create a concrete action plan of activities, including timelines and
benchmarks to progress.
The planning grant has three phases:
Phase 1. Provide districts with information and requirements regarding the program, then recruit and select three demonstration
sites. Within the University, meet with various schools, colleges and academic departments to explore involvement in the
program, and then formalize partner relationships and responsibilities with deans of participating schools and colleges.
Phase 2. Develop an action plan with core partners for community-based school improvement which is grounded in the nine
pathways to ready schools outlined in the SPARK initiative. Establish timelines and benchmarks of success for the
initiative.
Phase 3. Write a grant application for the initial phase of demonstration work, providing opportunity for input from the team as a
whole. Propose a scope of work that can be implemented in three-year funding cycles, renewable only if established and
measurable benchmarks of progress have been achieved to the Foundation’s satisfaction.
What is the Long-term Goal of the Project?
Ultimately, our goal is to improve the educational outcomes of vulnerable
children by transforming both formal and informal social structures in Michigan
communities and statewide.
