Nel cuore della città storica di Innsbruck una committenza ibrida – la città di Innsbruck (committenza pubblica) ed un gruppo di investitori e proprietari locali (committenza privata) – ha concepito
un programma simbolico e complesso: costruire
un municipio preservando l’edificio preesistente;
creare una piazza pubblica piantumata con area
giochi; realizzare un hotel affacciato su questa
piazza pubblica; collegare l’intero complesso ad
una rete di passaggi pubblici e gallerie coperte;
aggiungere un piano terra con esercizi commerciali, che a boutique e grandi magazzini affiancasse fast-food e ristoranti tradizionali. L’inserimento
di un programma così complesso in un contesto
storico interno alla città si basa su una strategia di
costruzione modulare. L’organismo modulare, attraverso l’aggregazione delle sue parti costituisce
un unico grande blocco, un organismo urbano,
composto dall’addizione di molteplici elementi
che, uniti e coerenti tra loro, riescono a definire

un vero e proprio paesaggio urbano: un nuovo
skyline all’interno della città. Il campanile interamente rivestito in vetro dialoga con le altre torri
campanarie storiche della città di Innsbruck.
Il cuore dell’edificio, ovvero gli spazi comunitari del municipio, si collocano all’interno del suo
campanile, ed anche sulla copertura del corpo
di fabbrica dove è collocata la sala del Consiglio
Comunale: “Una casa sul tetto”. Il passaggio pedonale coperto da un lucernario disegnato da
Daniel Buren, diventa una galleria commerciale
e costituisce la spina dorsale del progetto.
L’intervento del 2003 sulla Anichstrasse prevede
l’ampliamento del municipio. Il nuovo edificio
accoglie residenze, i nuovi uffici amministrativi
del municipio e costituisce l’accesso alla galleria
commerciale.
Nel 2004 è stato completato il “Lichtblick Café”
arroccato sulla sommità del Municipio dal quale si può scoprire una vista magnifica sulla città

e sulle montagne che circondano Innsbruck. Di
notte il café si trasforma in uno strano e luminoso
oggetto, uno scrigno prezioso che illumina il cielo
della città. Per la sua costruzione sono state adottate le tecnologie più innovative: le pareti in vetro
strutturale consentono di realizzare un involucro
completamente trasparente e quasi invisibile. La
copertura estremamente sottile è costituita da
una membrana traslucida che lascia penetrare
la luce naturale all’interno del locale. L’impostazione dell’intervento è in continuità con la realizzazione della Rathaus-Galerien e del municipio.
Come una stratificazione di tracce, a testimonianza di ogni epoca, il progetto coniuga ed integra diverse architetture.
La forte identità è data dalla scelta dei materiali
e dal linguaggio architettonico adottati. In questo
intervento il vetro è il materiale di riferimento,
che sia esso trasparente o bianco, traslucido o
smaltato. Gli infissi neri della facciata, in versione
apribile o fissa, sono sottili o larghi. Il riferimento del linguaggio architettonico riconduce a Piet
Mondrian, geometrico e assoluto. Ci stiamo tuttavia muovendo su un piano architettonico dove,
a differenza della pittura, non esiste il concetto di
“puro”. Così gli edifici sono parzialmente avvolti
da tessuto metallico, una schermatura parasole
o visiva. Questo materiale conferisce all’edificio
un altro splendore, con molteplici tipi di luce, che
diventa un’ulteriore complessità.
Questa complessità scaturisce da un’architettura
ibrida moderna che rispecchia quella dei committenti, la storia del posto e la nostra cultura
europea: una mescolanza di astrazione e forma,
commercio e politica, cultura e tempo libero.

In the heart of the historic city of Innsbruck,
a hybrid client – the city of Innsbruck (public) and a group of investors and local property owners (private) – conceived a complex,
symbolic plan that involved: building a city
hall, preserving the existing building; creating
a landscaped public square with a play area;
building a hotel overlooking this public square;
connecting the entire complex to a network of
public walkways and covered galleries; and
adding a ground floor with commercial businesses, including boutiques and department
stores alongside fast-food and traditional restaurants.
The inclusion of such a complex plan in a
historic context within the city is based on a
modular construction strategy. The modular
structure, through the aggregation of its parts,
forms a single large block, an urban structure,
composed by adding multiple elements, joined
cohesively together to define a full-fledged urban landscape: a new skyline within the city.

The building’s center, the public spaces of the
city hall are located inside its bell tower, as well
as on the top of the main structure where the
City Council hall is situated: “A roof house”.
The pedestrian pathway is covered by a skylight designed by Daniel Buren, becoming
a shopping gallery and forming the project’s
backbone. The 2003 project on the street of
Anichstrasse expanded the city hall. The new
building holds apartments and new administrative offices for the city government, serving
as an entrance to the shopping gallery.
In 2004, the Lichtblick Café was completed, set
on the top of the city hall, from which guests
can enjoy a splendid view of the city and the
mountains that surround Innsbruck. At night,
the café becomes a strange, luminous object,
a beautiful jewel box that lights the city’s skyline. Highly innovative technologies were employed for its construction. Its structural glass
walls made it possible to build a completely
transparent, almost invisible, envelope. The
extremely thin roof consists of a translucent
membrane that lets natural light into the café.

The project’s plan is part of the building of the
Rathaus-Galerien and city hall.
Like a layering of the remains of every era, the
project links and integrates different architectures. Its strong identity comes from the choice
of materials and its architectural language.
Glass, whether clear or white, translucent or
glazed, is the project’s defining material. The
façade’s black windows and doors in openable
and fixed versions are thin or wide. The architectural language references Piet Mondrian’s
absolute, geometric style. Yet we are working
on an architectural level in which the concept
of “pure” does not exist, unlike in painting. As
such, the buildings are partially wrapped in
a metallic material, a sun-breaking or visual
screen. This material gives the building another level of brilliance with different types of light
offering further complexity. This complexity
arises from a modern hybrid architecture that
reflects the complexity of the clients, the local
history and our European history: a mixture of
abstraction and form, commerce and politics,
culture and leisure time.
