CALL TO ORDER
The meeting of the Planning Commission of the City of Santa Clarita was called to
order by Chairperson Ostrom at 7:02 p.m. in the City Council Chambers, 23920
Valencia Boulevard, Santa Clarita, California.

Commissioner Burkhart led the flag salute.
ROLL CALL
Chairperson Ostrom, and Commissioners Berger, Burkhart, Kennedy and Trautman
were all present.

A motion was made by Commissioner Trautman and seconded by Commissioner

A motion was made by Commissioner Trautman and seconded by Commissioner

PUBLIC HEARING
ITEM 2 MASTER CASE NO. 05253, MINOR USE PERMIT NO. 05039
Fred Follstad, AICP, Senior Planner, gave the staff report and computer slide
presentation in the absence of the project planner, Jessica Humphries, Assistant
Planner II.
The public hearing was opened at 7:27 p.m.
Charles Merser and John Vezirian, representing the applicant, addressed the
Commission on behalf of Chipotle Mexican Grill with regards to the permit application
and address any public comments and or concerns.
Speaking in opposition to the item were Alicia Barlow, Tammy Noltemeyer, and Cam
Noltemeyer.
The public hearing was closed at 7:42 p.m.
A motion was made by Commissioner Trautman and seconded by Commissioner
Burkhart to adopt Resolution P0544 approving Master Case No. 05253, Minor Use

Permit No. 05039, To allow for alcohol sales at Chipotle Mexican Grill located within
the High Ridge Shopping Center at 28102 Newhall Ranch Road, Suite B1,subject to
the associated conditions of approval (Exhibit A). A roll call vote was taken. Said
motion was passed by a vote of 50.

A regular meeting of the Pittsburg Planning Commission was called to order by
Chairperson Ramirez at 7:00 P.M. on Tuesday, February 14, 2006 in the City Council

a. Minutes – January 24, 2006.
Commissioner Ohlson requested a clarification to the third bullet under the comments
he had made as identified on Page 15 of the minutes. He wanted to make certain
that his comments did not imply that Pittsburg High School was located on Leland
Road. Planning Director Melissa Ayres recommended that the bullet be modified as
follows: • Page 297, top paragraph, third sentence, referenced Pittsburg High School
as being near the intersection of Railroad Avenue at Leland Road. He
[Commissioner Ohlson] asked that the sentence be modified in that the
school was closer to the intersection of Harbor and School Streets.
MOTION:
Motion by Commissioner Garcia to approve the minutes of the January 24, 2006
meeting, as amended. The motion was seconded by Commissioner Dolojan and
carried by the following vote:

PUBLIC HEARINGS:
Item 3: Chipotle Full Alcohol Service. AP-06-303 (UP)
Application by John Vezirian of Rauschenbach Marvelli Becker Architects on behalf
of Chipotle Mexican Grill requesting a use permit to allow full alcohol sales in
conjunction with a planned self-service restaurant within a new 9,100 square foot
multi-tenant building (currently under construction) located at 4400 Century
Boulevard, CC (Community Commercial) District; APN 074-460-025 and 026.
Associate Planner Christopher Barton presented the staff report dated February 14,
2006 and recommended the adoption of Resolution No.9622 approving Use Permit
Application No. AP-06-303
PUBLIC HEARING OPENED
PROPONENTS:
JOHN VEZIRIAN, Rauschenbach Marvelli Becker Architects, 2277 Watt Avenue,
Second Floor, Sacramento, stated that he had read the conditions of approval, had
reviewed them with his client, and was in agreement with those conditions. As to the
sale of alcohol, beer and wine in response to Commissioner Dolojan, he stated that
those drinks would be sold in bottles, with margaritas to be sold in cups. Employees
would be trained in the sale of alcohol, which would be monitored, particularly in
terms of the outdoor patio area to ensure that alcohol was not being passed outside
of the seating area. He added that Chipotle Mexican Grill had other sites throughout
the Bay Area, the State and the east and west coasts.
DOUGLAS W. MESSNER, Sierra Pacific Properties, advised that Sierra Pacific
Properties supported the tenant which would be a nice use in between the existing
fast food uses closer to Somersville Road and the adjacent sit down restaurant sites.

Description: 29,000 S.F. Cultural learning in the heart of downtown Sacramento. The center will
consist of a 3 story structure, housing a restaurant, Learning centers and conference facilities.
The center was designed by Studio Southwest Architects and was a joint venture project with
Paul Menard and Associates of Sacramento. RMB Architects was hired to provide design and
construction document production which included many of the key design elements. Project is
also a LEED Silver Design.

Description: 8200 S.F. Public Library constructed for the City of Arvin and Kern County as part of
the Kern county Library System. The facility was constructed in the mid 90’s for the city and the
county as a facility for the residents of the city of Arvin and also for the use of the local schools.
The building is of wood framed construction with a tile roof and cement plaster finish.

follow through of the project was by RMB Architects, including all consultant coordination,
coordination with the City of Davis Downtown Redevelopment Department, production of

Description: 14,000 Walgreens Pharmacy to be constructed at the corner of Portola Blvd and
Fowler Avenue in the city of San Francisco. The project will be constructed on the site of a
currently existing Shell Gas Station (to be removed). This is a non prototype facility and
incorporates design feature to tie into the existing neighborhood. The project is also a LEED Gold
Certified project and will incorporate features such as a Green Roof, Solar Power Generation,
Green Grid Wall Systems, Sol-A-Tube Natural Lighting system and more to meet the Gold
Rating.

along the 5 Freeway corridor. The project consisted of 22 Two Story tilt-up structures in a campus

Description: Planned in conjunction with the existing John Ham Park, this new 158,000-sq.-ft.
high school facility, housing approximately 1,600 students on the former 14.8-acre John Ham City
Park site. Joint-use for City of Lynwood and school district functions was the primary
development guide for the campus site plan. Public joint-use facilities, such as the new
performing arts center, gymnasium, play fields, and community multi-purpose room.
Educationally, the program is clustered in to four distinct academic villages. Included within each
village are classrooms, computer labs, teacher work areas, and conference rooms. Linking the
campus elements together are a central student quad, and the Walk of Achievement The walk

links the main public functions and is provided with information markers to highlight the
achievements of significant individuals in the community. The High School was one of my final
projects with LPA and I consider it one of my most challenging and rewarding projects with the
firm.

Description: Approximately 8500 S.F. Two Story office building to be constructed on the existing
site of the current pet hospital. This facility will combine general vet services and a state of the art
surgical center including CT and MRI facilities for the clients pets. The ground floor houses the
general vet services and the second floor is to house the surgical services facility. Construction is
of CMU, Stucco, Extensive glass and stone features. The facility has parking partially under the
second floor which required roll down fire doors, as a unique challenge. Also a challenge was to
design and coordinate the construction of the new facility between an existing facility and a cell
phone tower and service yard. The goal was in keeping the existing facility open during
construction and then demo the old upon completion of the new facility.

Description: During my term at RMB I had completed approximately 10 dialysis clinics for DaVita,
these included facilities in Sacramento, Yuba City, Red Bluff, West Sacramento, Natomas, Citrus
Heights, Vacaville and others. These are OSHPD 3 facilities, and although OSHPD does not
normally review the plans. They must meet OSHPD guidelines and codes. The facilities generally
are interior tenant improvements. There are occasions where DaVita has built ground up facilities,
as shown on the following page. This is the facility for Red Bluff. This project posed a unique
challenge, as the site lay beneath the flight path of the emergency heliport. And thus provided
many unique height restrictions and design challenges.

Description: 4500 S.F. expansion to existing hanger facility to provide for new parts department
and aviation administration services offices, including sales and charter services offices. The
addition was constructed to the front of the hanger facing the runways of the airport, as shown in
the photo below; it also included an observation deck across the front for access to upper offices.
Notable feature included the use of gas filled window systems to reduce air traffic sound.

facilities. My work consisted of a site survey of the existing facility to prepare a site plan for the
development drawings. This work consisted of 4 weeks of field measurement of all buildings, and
other structures, site features and utilities, coordination with aerial photographs and historical
documents to prepare a concise composite site plan for the existing development and the future
expansion.
