1. What does the Philippine Constitution say about the use of Egnlish and Filipino
as a means of communication in the country?

Article XIV
       Language

       Section 6. The national language of the Philippines is Filipino. As it
evolves, it shall be further developed and enriched on the basis of existing
Philippine and other languages.

      Subject to provisions of law and as the Congress may deem appropriate,
the Government shall take steps to initiate and sustain the use    of Filipino as
a medium of official communication and as language of instruction in the
educational system.

      Section 7. For purposes of communication and instruction, the official
languages of the Philippines are Filipino and, until otherwise provided by law,
English.

      The regional languages are the auxiliary official languages in the regions
and shall serve as auxiliary media of instruction therein.

      Spanish and Arabic shall be promoted on a voluntary and optional basis.

      Section 8. This Constitution shall be promulgated in Filipino and English
and shall be translated   into major regional languages, Arabic, and Spanish.

       Section 9. The Congress shall establish a national language commission
composed of         representatives of various regions and disciplines  which
shall undertake, coordinate, and promote researches for the development,
propagation, and preservation of Filipino and other   languages.


2. Research on the laterst pronouncement of the Department of Education
regarding the use of English as a medium of instruction.

               Attached to this page is the Deped Order No. 36 series of 2006,
Implementing Rules and Regulations of Executive Order no. 210 (Establishing
the Policy to Strengthen the Use of English     Language as a Medium of
Instruction in the Education System).
3. I heard a Filipino teacher say, that students' performane in Araling Panlipunan
and Filipino has gone down in the past year. she traces this declineing
performance to the multidisciplinary integration in Filipino. Is this thinking
common to Language teachers? Interview language teachers.

               The use of multidisciplinary integration should be in passing. By
using this, the teacher will not eat time by aligning other concepts to the lesson.
But the teacher should see to it that when he/she that the concept integrated to
the subject should be aligned to the subject       and he/she should go back to the
subject after passing out to other concepts. Going back to the main subject will
guide the studenst and       will not confuse the.

              I do not believe that it cause the decline of the students'
performance unless the students are not yet ready to cope with the higher
       learning. In Bloom's Taxonomy, if the child is still in the knowledge and
comprehension level, the student will not understand and obsorb the
knowledge in analysis, application, eveluation and synthesis. the concepts used
should be aligned with the mental readiness of the       student. in Erik Erikson's
theory, the student's learning is not productive and is frustrating when he/she is
not ready to learn.


4. One language-related problem in schools today is the huge number of non-
readers. What are some cause? What renemdial measures are undertaken by
the schools? Propose some solutions. Interview language teachers.

             The cause of non-readers is due to the absence of a literate
environment, which should be the home and the school. This cause                 the
late encounter of the child to print. therefore, the child has less interaction to
words and reading is also slow.

              It is recommended that teachers should apply intervention non-
readers. one intervention is would be the use of books that is          appropriate
to the comprehension level of the child. If the material is not appropriate to the
child's capacities and needs learning can be frustrating because he/she lask
readiness. In Bloom's Taxonomy, a child will not be able to move to another level
if he/she has not yet       acquired the skills needed for the first level.
Intervention programs should be in the context of the environment of the
students. Aside from        the intervention program, the teacher should monitor
the student's performance and progress. The lack of administrative component
        would make the program useless.
