4. Présentation Introduction
Au 1er janvier 2013, 65,6 millions de personnes résident en France hors
Mayotte, dont 1,9 million dans les départements d’outre-mer. Mayotte,
département français depuis mars 2011, compte 0,2 million d’habitants. La
population résidant en France (hors Mayotte) a augmenté de 0,47%entre
le 01/01/2012 et le 01/01/2013. C’est la plus faible croissance des dix
dernières années. En 2012, le solde naturel est parmi les plus bas de la
décennie car les naissances stagnent et les décès sont particulièrement
nombreux. L’espérance de vie à la naissance atteint 84,8 années pour les
femmes et 78,4 années pour les hommes.
En 2012, le parc de logements s’élève en France métropolitaine à
33,2 millions de logements. Les résidences principales représentent
83,4 %du parc, les résidences secondaires 9,5%et les logements vacants
7,1 %. Le parc locatif social compte 4,7 millions de logements en France.
Avec le retournement conjoncturel lié à l’aggravation de la crise des dettes
souveraines durant l’été 2011, les créations modérées d’emplois salariés
marchands non agricoles observées entre 2010 et début 2011 ont laissé
place à de nouvelles pertes d’emplois. Cette nouvelle dégradation de
l’emploi intervient alors que la population active poursuit une croissance
soutenue, en particulier sous l’effet des réformes des retraites. En
conséquence, le taux de chômage progresse sensiblement depuis le
deuxième trimestre 2011. Il s’établit à 9,8 % de la population active en
2012.
En 2012, la croissance économique française est nulle : en euros constants,
le Produit Intérieur Brut (PIB) stagne. Les entreprises réduisent leurs
investissements et leurs stocks. La consommation des ménages diminue,
une première depuis 1993. Les exportations continuent de progresser, si
bien que les échanges extérieurs contribuent positivement à la croissance.
Le pouvoir d’achat du revenu disponible brut des ménages recule en 2012,
en raison essentiellement du ralentissement des revenus d’activité et du
patrimoine et de l’accélération des impôts courants. Le taux d’épargne des
ménages se replie. En 2012, le déficit public notifié à la Commission
européenne s’établit à 98,2 milliards d’euros, soit 4,8%du PIB. Le taux de
prélèvements obligatoires s’établit à 45,0 % du PIB. Le poids de la dette
publique dans le PIB progresse et atteint 90,2 %.
En 2010, 65%des ménages français disposent d’une connexion à Internet,
70%d’un micro-ordinateur et 85%d’un téléphone portable. Ces chiffres
suivent une progression très soutenue depuis la fin des années 1990,
indépendamment des cycles de l’activité économique et quel que soit le
rythme de croissance du pouvoir d’achat des ménages.
Les adultes vivant en France métropolitaine déclarent en 2011 un niveau
moyen de satisfaction dans la vie de 6,8 sur une échelle allant de 0 à 10. Si
13%d’entre eux estiment leur bien-être à 9 ou 10, ils sont seulement 7%
à attribuer à leur satisfaction dans la vie une note inférieure à 5.
Avec 81,4 millions d’arrivées de touristes étrangers aux frontières, la
France reste la première destination touristique mondiale en 2011. Elle se
classe troisième pour les recettes liées au tourisme, derrière l’Espagne et
les États-Unis. Ces recettes s’établissent à 54,5 milliards d’euros.
On 1st January 2013 there were 65.6 million residents in France excluding
Mayotte, including 1.9 million in the overseas départements (French
administrative divisions). Mayotte has been a French département since
March 2011 and has 0.2 million inhabitants. The resident population of
France (excluding Mayotte) rose by 0.47 % between 2012/1/1 and
2013/1/1. This is the lowest growth rate of the last ten years. In 2012 the
rate of natural increase was one of the lowest of the decade, as births
stagnated and a particularly large number of deaths were registered. Life
expectancy at birth stood at 84.8 years for women and 78.4 years for men.
In 2012, the housing stock in Metropolitan France came to 33.2 million
dwellings. Main residences accounted for 83.4 % of stock, second homes
9.5 % and vacant residences 7.1 %. Social rental housing accounted for
4.7 million dwellings in France.
With the economic downturn linked to the aggravation of the sovereign
debt crisis in summer 2011, the moderate job creations observed between
2010 and early 2011 in the non-agricultural market sector gave way to new
job losses. This new deterioration in unemployment occurred at a time
when the active population was growing at a sustained pace, mainly under
the effect of the pension reforms. As a result, the unemployment rate
increased sharply from Q2 2011. It stood at 9.8%of the active population
in 2012.
In 2012 French economic growth was nil: Gross Domestic Product (GDP)
in constant euros stagnated. Businesses scaled back both their investment
and their inventory. Household consumption fell for the first time since
1993. Exports continued to grow, so much so that foreign trade
contributed positively to growth. The purchasing power of household
disposable income declined in 2012, mainly due to the slowdown in earned
income and capital income and the sharp rise in current taxes. The
household savings ratio slipped back. In 2012, the public deficit reported to
the European Commission stood at €98.2 billion, i.e. 4.8 % of GDP. The
tax burden came to 45.0%of GDP. The weight of public debt in GDP rose
to 90.2 %.
In 2010, 65 % of French households had an internet connection, 70 % a
personal computer and 85 % a mobile telephone. These figures have
progressed very sharply since the end of the 1990s, independently of
economic business cycles and irrespective of the growth rate of household
purchasing power.
In 2011 adults living in France indicated an average level of satisfaction in life
of 6.8 on a scale of 0 to 10. While 13%of them put their level of well-being
at 9 or 10, only 7%awarded a score of under 5 to their level of satisfaction
in life.
With 81.4 million foreign tourist arrivals at the borders, France remained
the world’s leading tourist destination in 2011. The country was ranked
third for tourism-related revenue, behind Spain and the United States. This
revenue came to €54.5 billion.

La France métropolitaine comprend les 96 départements d’Europe. La France comprend en plus
les cinq départements d’outre-mer : Guadeloupe, Martinique, Guyane, La Réunion, Mayotte.
Cet ensemble géographique est celui qui fait partie de l’Union européenne et que les publications
statistiques emploient sous l’expression « France ». Le département de la Guadeloupe ne
comprend plus les communes de Saint-Barthélemy et de Saint-Martin qui sont devenues des
collectivités d’outre-mer en 2007. Les données statistiques présentées dans cette publication
n’intègrent pas encore systématiquement le 5e département d’outre-mer de Mayotte, créé au
31 mars 2011.

Studies (INSEE) with the assistance of the Foreign Affairs Ministry. Many data shown are
available and updated on INSEE’s website : www.insee.fr. The site also provides definitions of
the concepts most often used in the official statistical system. Metropolitan France comprises the
96 départements (administrative divisions) of the mainland and Corsica. There are also five
overseas départements: Guadeloupe, Martinique, French Guiana, Reunion Island and Mayotte.
The total set of these départements forms the entity that is a Member State of the European
Union and is referred to as "France" in statistical publications. The Guadeloupe département no
longer includes the municipalities of Saint-Barthélemy and Saint-Martin, which became "overseas
collectivities" in 2007. The statistical data presented in this publication do not always include the
5th French overseas département of Mayotte, created on March 31st, 2011.
