The first step was to try to clearly define the vision. “Territorial Living Lab” would be the general concept and what we were doing in Sicily would be the first instance of that concept. Our objective would be to “ integrally apply the Living Lab approach to the territory and citizens” of the Sicilian Region, “its model of governance and its strategic plans for the future” – and here you can see how the Strategic Territorial Plan which our department is responsible for, becomes an important part of the concept. “In essence, it can be conceived of as a new model for regional development.” This is an important statement, because it opens the road for an integration of the territorial perspective of planning into the normally more economic perspective of programming territorial development.
As we developed this concept, a range of people and institutions began to show interest in collaboration, and the multi-level and multi-sector nature of the partnership that was coming together began to emerge. In this slide, which synthesizes different features of the TLL-Sicily Living Lab, the different viewpoints of different partners are represented. “ User involvement” to the upper left shows a group of school children participating in an environmental awareness campaign of small municipalities on the slopes of Mount Etna. “Service creation” shows a scheme for analysing actor relationships in what is called “Integrated Relational Tourism” in an important regional project called MOTRIS. “Infrastructure” shows the antenna of a wireless access infrastucture developed by Teleinform, a CRES spin-off. “ Governance” shows our contribution, with a map of the territorial domains identified in the Regional Strategic Plan. “Innovation outcomes” shows the work of a regionally-funded project on integrated coastal zone management with fishing communities. Finally “Methods and tools” shows the GIS map of the natural reserve managed by the Val d’Anapo Local Action Group.
Gaining recognition of our idea provided an important stimulus for us to make a formal agreement or Memorandum of Understanding. The MoU we developed defines the objectives, role and responsibilities of the different categories of people and institutions participating in TLL-Sicily. The main commitment taken on in the MoU is to recognize the importance of the network and the interest in pursuing common objectives. Each partner assures their willingness to participate in a joint initiative if and when called on by another partner. From the financial standpoint, the MoU clarifies that – at least in the first stages – there is no money directly managed by the partnership. Each partner already has access to specific sources of finance, and the idea is that the TLL partnership improves everyone’s possibilities of getting funding through their own channels. For example, our Planning Department participates in INTERREG projects on behalf of the TLL Sicily partnership; this is what gained us our role in MedLab and is in part the reason for MedLab’s success. For the pilot projects, we know we can count on the collaboration of the other partners in TLL Sicily for implementation.
