- Foundation Kadaster formally started in 1832. Initially, its primary objective was a fiscal one: supplying reliable data for the levying of a uniform land tax. This is the reason why Kadaster came under the Ministry of Financial Affairs. Since 1832, Kadaster has been systematically collecting data on the ownership and location of parcels (later also on ships and aircraft), recording this data in registries and maps, and making it available to interested parties, including private citizens, businesses, government en social organisations. In doing so, Kadaster enables these parties to execute legal actions and offers legal security for society as a whole.
- Role in society For the benefit of judicial matters in real estate, Kadaster provides up-to-date information to Dutch society as a whole. Real estate data is also essential for the Dutch economy, for example when it comes to available space in the Netherlands, land reorganisation, or data on the purchase price of houses and apartments. Kadaster accurately records real estate data in public registries, in the cadastral registration and on cadastral maps, in order to guarantee legal security in the Netherlands. Innovation and change Society justifiably sets great demands on our services . The information must be reliable and offer legal security. Increasingly, the information must also be available fast, independent of place and time. The nature and volume of the demand for legal security and geographic data is changing. Information and communication technology are developing rapidly, as we can see in our daily lives. Unprecedented opportunities arise for the registration, processing, storage and accessibility of geographic and topographic information. Kadaster wishes to formulate its own unique answers to these changes and thus shape its future. We want to do so in a way that leads to the best possible results for society and added value for customers, co-operating partners and employees. Development of the organisation During the next five years, Kadaster will develop its organisation in order to become an efficient and effective supplier of geographic and topographic data. Kadaster is innovating and is a ‘knowledge’ partner for other organisations in the real estate chain. Compared to the current situation, Kadaster will be present at a smaller number of physical locations across the country. On the other hand, Kadaster will be more accessible through the Internet, offering more and better products.
- Ordnance Survey Kadaster Ordnance Survey supplies uniform small- and medium-scale topographic data on all of the Netherlands. An increasing number of municipalities, provinces, water boards, ministries, public utility companies, but also consultancy agencies, producers of geo products and military institutions are making use of this digital topographic information. The files can be used by national and local authorities for town and country planning, allocation, administration and development. Kadaster Ordnance Survey’s activities Kadaster Ordnance Survey creates both digital and analogous products and is also responsible for their updating and management. Topographic maps can be downloaded from the Internet.
- IT developments Electronic conveyance has been implemented. Deeds, seizures and cancellations are provided digitally to Kadaster. National registration of personal data concerns the uniform registration of persons. This is an update compared to the present system per district in order to enhance the quality of registration. The supply of information on persons at national level has been regulated since the end of 2005. National registration by person in Kadaster-on-line is now available. The download service for mass provision of information and maps in the browser is available online. It is also possible to make area selections online in the cadastral map and to have them delivered online. EULIS: Efforts are currently being made to link Kadaster-on-line and a portal at European level. Through this portal, customers in connected countries will be able to have information from Kadaster on-line delivered to them and customers in the Netherlands will be able to use Kadaster on-line to retrieve information from the other connected countries (in English). Automated data delivery: In the next few years, additional applications of automated data delivery will be developed. The retrieval model means that Kadaster retrieves information on municipal public law restrictions from a central database of the municipalities at the moment when a customer uses KOL to request cadastral information. (Public law restriction : a restriction imposed by government, e.g. a listed building). Using GPS increases the efficiency of the measuring process, provided that the processing software is efficient.
