1. Engineering Inspection and Expediting
The Engineering Inspection and Expediting Section oversees the Quality Assurance,
Inspection and Expediting activities of the Company. We serve the Oil & Gas, Shipbuilding
and Marine Engineering related industries.
Our services cover Process Specification, Design, Implementation, Review and Product
Specification, Design, Fabrication, Review. They are further described below

Our Clients are both Owners as well as Contractors who are committed to ensure Quality
e
Assurance, Inspection and Expediting of equipment and material, which are purchased and
v
manufacture in different countries and delivered directly from supplier to site.
o
For this reason, AIM Control is engaged to carry out pre-contract visits to our Client's
suppliers premises to ensure that they provide adequate resources to manufacture their
r
products in accordance to the contract conditions and the Client specifications. This is
generally followed up with inspection or quality surveillance visits to ensure that the product is
p
produced in accordance with the requirements and specifications.
p
When the product to be manufactured and the specification involved are complex, AIM
Control conducts a Pre-Inspection meeting attended by all interested parties to establish a
A
common understanding to the process of inspection and expediting to achieve the highest
quality product with minimum downtime.
We have a team of highly qualified inspection Engineers and Expediters who are experience
in Mechanical, Electrical and Quality engineering to operate from office and home bases.
Personnel with different and unique expertise are available to travel to any location to serve
our Clients in assignments whenever necessary. Our personnel are under our direct
employment and hence capable of executing short or long term assignments and provide
flexible arrangement to assist our Client to achieve their goals.
Inspectors/Expeditors can be provided either on a daily basis or for extended periods as
required. The rates are highly competitive and available upon request. Time and travel costs
are minimised by using suitably qualified local personnel.
The type of equipment/products AIM Control usually inspect and conduct expediting include
the following:
Mechanical equipment: steel construction, rotating equipment (turbines, engines, pumps,
compressors etc.)
Pressure Vessels: Heat exchangers, boilers, reactors, storage tanks, tubular products,
valves etc.
5. Electrical equipment: generators, motors, transformers, switchgear, circuit breakers,
power capacitors and reactors, instrumentation etc.
Miscellaneous industrial products: various steel mill products, pipe, fitting, casting,
flanges, skids automobile and railway products (wheels, axles etc.), electrical and electronic
appliances, spare parts etc.

2. Inspection Services

According to the client requirements, AIM Control can provide the following inspection services:

Shop Survey
This service ensures that the Client’s suppliers or sub-suppliers are able to meet the Client’s

requirements in terms of technical capability and quality assurance/quality control.

Checking of Design and Drawings

Checking of the designs, drawings and associated calculations of products independently
before it is manufactured is carried out for equipment like boilers or pressure vessels.

In-process inspection
This type of inspection is performed during the manufacturing process in order to ensure that

the suppliers fully meet the client’s specification during design and manufacturing.
Witnessed and/or performance test
The witnessing of the tests performed on completed products is realised in order to ensure
that the test equipment and the testing methods fully comply with the client’s requirements, as
well as the applicable standards and procedures when performing the tests.
Packing and Marking Inspection
This inspection ensures that packing is in accordance with requirements for transportation
and storage in places of the destination. We also ensure that shipping documents are in
accordance with prescribed requirements and shipping is completed against
specification/packing list.
3. Expediting services
Expediting is fully independent from the inspection activities, it is applied when there are
indication that a timely delivery may not be achievable or the project does not meet the
contractual delivery requirements. Expediting services can be applied at different stages of a
project such as: fabrication and assembly, rectification work, material deficit, failure on test or
inspection, shipment and packing.
When commissioned by our Client carry out Expediting, our office coordinates and plans for
this service. We provide experience personnel with specific technical and production
processes knowledge to ensure actions is taken to maintain or return to schedules. This
service ensures that our Clients are duly informed of possible delays and the step by step
action taken in our expediting process to address the delays.
6. 4. Quality Assurance Auditing

Quality Assurance Auditing occurs before the signing of the contract between the Client and
e
the potential supplier/manufacturer. We assist our Client in choosing the most suitable and
efficient supplier who can deliver. The Client can be more assured that the supplier have
v
adequate manpower, material and organisation resources to provide the quality required for
the contract.

Our auditors visit to the supplier shop to ensure that materials/equipment and personnel
comply to our Client’s specifications. We also ensure that the supplier’s Quality system is
p
aligned to our Client's Quality Assurance requirements. A Quality Assurance Auditing report is
submitted to our Client to provide a professional assessment of the supplier capacity and
resources to provide the quality requested by the client.

5. Inspection Report
A
All inspection reports are submitted in English. Other languages reports are available upon
request by our Client. Reports are prepared either in our Client’s preferred format or AIM
Control standard format.
For long term contracts, a summary report (flash report) is usually provided to our Client within
24 hours of the inspection. This is then followed by a weekly report consolidating the activities
and details. A full detail report is finally submitted when the order is completed. Reports for all
spot inspection orders will be submitted within 24 hours.
All reports are submitted to our Client by fax, e-mail and by post
Release/Rejection notes if needed are issued to the customer in real time.
7. 6. Staffing
AIM Control invest heavily in developing systems, processes and people to identify highly
qualified individuals and assemble teams Regionally and globally to serve our Clients. Our
Professional Staffing Section provides professionals or assemble teams in respective fields

8. GEOGRAPHICAL COVERAGE
AIM Control provides quality personnel throughout Asia and Worldwide who are physically
close to the place where the Client needs them. This translates into high quality at a low cost.
AIM Control Field Inspection Personnel are present in many Asian countries and across the

Far East. They include Vietnam, Malaysia, Indonesia, Thailand, Korea, Japan, Taiwan, and
China etc. Our inspection personnel are employed under contractual agreements, they meet

the minimum requirements of qualification and experience in the respective fields they are
employed. In another model, AIM Control establishes technical and commercial agreements
v
with Associate Companies who are capable to offer competent inspection/expediting services
in USA, Canada, Western Europe and all of South America. We have an effective network of

50 Companies responding immediately to our Client’s need for qualified inspection/expediting

in those area..

Depending on the assignment, we will use an inspector from a country other than the one
where the equipment/product is produced if it is more suitable, economical and acceptable for
p
our Client. When an Associated Company Inspector is assigned to an order, he is supervised
by a AIM Control Inspection Supervisor. This Supervisor maintains a close working
relationship with Vendors and Associated Company Inspectors to serve as a point of contact
A
and source for technical advice. The Supervisor provides direction for the Associated
Company Inspector by maintaining close communications and by spot visits to the Vendor’s
shop with this Inspector. An important part of this supervision involves cost control and good
business practice requires cost monitoring. The supervisor assures that degree of the
inspection effort and the cost is consistent with the order requirements and the cost estimate.
12. 1-0 Definitions
In these General Terms and Conditions (“Conditions”):
“Company” means AIM Control.
“Client” means the company, firm or person who agrees with the company for the Services and/or Equipment and “Contract’ shall mean such agreement.
“Services” means the services and any Equipment to be provided by the Company.
“Equipment” means any item or items, which the Company provides to the Client.
“Price” shall mean the purchase price as stated in the Company’s quotation.
2-0 Formation of the Contract:

2-1 These Conditions form the whole agreement between the Company and the Client and no other express terms, written or oral, shall be incorporated into the Contract.
2-2 These Conditions of Sale override any other terms, which the Client may subsequently seek to impose.

2-3 Any statement by an employee, agent or representative (other than a director) of the Company to:

2-3-1 vary any of these terms or introduce any other terms, written or oral, into the Contract
2-3-2 give any advice, make any representation, agree any condition precedent or enter into any collateral contract
o
2-3-3 give any guarantee of delivery or performance dates shall not be binding on the Company unless confirmed by the Company in writing and signed by a director.

2-4 The Client’s order constitutes an offer by the Client for the Services from the Company on these Conditions and the contract between the Company and Client is made by
the Company’s acceptance of the Client’s offer.
p
3-0 Prices
3-1 Any quotation given by the Company is valid for 30 days unless otherwise stated therein.
p
3-2 The Price is exclusive of any VAT or other local taxes or levies, which shall be paid in addition at the rate prevailing at the tax point.
3-3 Where at any time before delivery of the Services there is an increase in the cost of raw materials, transport, components or labour or there are any currency fluctuations
increasing these costs the Company may adjust the price accordingly subject to giving to the Client notice of increase and the right to cancel the Contract without liability if
the increase is in excess of ten per cent of the price.

3-4 Unless stated to the contrary, the Price excludes all costs of re-inspection, abortive visits and the appraisal of drawing revisions. Such costs will be notified to the Client
as and when they occur and will be added to the Price.
3-5 The Price is based on weekday working and normal daytime working hours and if the Company is required for any reason to provide the Services outside these hours,
additional charges will be applicable.
3-6 If any cost or expense is caused to the Company by any delays, cancellations, postponements or suspension resulting from the Client’s instructions or lack of instructions,
Client’s mistakes, or the Client’s requirements not provided for in the Company’s quotation, such extra costs will be added in the Price.
4-0 Availability
All orders are accepted by the Company subject to labour and/or materials being available to the Company from its suppliers and by accepting an order the Company does not
give a warranty as to availability.
5-0 Responsibilities of the Client
5-1 The Client shall use its best endeavours to ensure that its suppliers, sub-contractors, agents and employees afford full co-operation to the Company to enable the
Company to perform the Services.
5-2 The Client shall supply an inspection specification to the Company not less than three working days before the time of inspection.
5-3 The Client shall send to the Company copies of all correspondence covering any special matters in connection with the inspection e.g. changes in manufacturing
programme, repairs, amendments and changes in specification.
5-4 The Client shall be responsible for obtaining visas, work permits and site access permits for the Company’s agents or employees, if required by government, local
authorities and/or private owners.
6-0 Payment
6-1 The Company will invoice the Client monthly and the invoice will be payable within 30 days unless a contrary arrangement is agreed in writing by the Company.
6-2 If the Client fails to pay the invoice by the due date the Company may:
6-2-1 Charge interest on overdue invoices at the rate of 3% per month calculated on a daily basis from the due date.
6-2-2 Withhold further services.
6-2-3 Terminate any or all contracts between the Company and the Client.
6-3 The Client may not withhold payment of any invoice or other amount due to the Company by reason of any right of set off or counterclaim for any reason whatever.
6-4 The Company shall have the right of set off for amounts owed to the Client against amounts owed by the Client.
7-0 Delivery
Statements as to the time(s) and dates(s) for delivery of the Services shall be treated as estimates only. Time shall not be of the essence of the Contract nor may be made so.
The Company does not guarantee to meet any quoted delivery dates and the Client shall not be entitled to compensation because of any delay.
8-0 Force Majeure
The Company shall not be liable for breach of contract attributable directly or indirectly to circumstances beyond the Company’s reasonable control, including but not limited
to war, rebellion, strikes, lockouts, breakdown of plant or government.
9-0 Warranties and liability
9-1 The Company warrants to the Client that the Services will be provided using reasonable care and skill. Where the Company supplies Equipment, the Company does not
give any warranty, guarantee or other terms as to their quality, fitness for purpose or otherwise.
9-2 Except in respect of death or personal injury caused by the Company’s negligence, or as expressly provided in these Conditions, the Company shall not be liable to the
13. 9-3 The Services are provided on the condition that they do not in any way relieve the manufacturer from his responsibility for ensuring full compliance with the
requirements of any of the manufacturer’s obligations, contractual or otherwise, to the Company or third parties. Furthermore the Company does not assume any
responsibility for decisions made or not made as the result of any report which the Company may provide to the Client.
9-4 Where the Company undertakes work on site, the Client shall take all reasonable precautions to protect the Company’s employees, visitors and property, and the property
of third parties whilst on the site and shall indemnify the Company against all the consequences of any defect or unsuitability of tackle, plant or apparatus as well as any
danger or hazard of whatever description on the site and against any claims by the parties or any of them or any claims or proceedings under any legislation for the time being
in force.
10-0 Termination
d
10-1 The Client shall be entitled to terminate the contract at any time before the completion date by giving not less than 14 days’ written notice to the Company. In such event
the Company’s charges shall be calculated pro rata and payable by the Client in addition to any expenses directly attributable to the early termination.
e
10-2 Either party may (without limiting any other remedy) at any time terminate the Contract by giving written notice to the offer if the other commits any breach of these
Conditions and (if capable of remedy) fails to remedy the breach within 30 days after being required by written notice to do so, or if the other goes into liquidation, or (in the
case of an individual or firm) becomes bankrupt, makes a voluntary arrangement with his or its creditors or has a receiver or administrator appointed.

11-0 Waiver
The rights of the Company and the Client shall not be prejudiced or restricted by any indulgences or forbearance extended by either party to the other and no waiver by either
o
party in respect of any breach shall operate as a waiver in respect of any subsequent breach.

12-0 Assignment and Subcontracting
12-1 The Contract shall not be assigned by the Client to any third party without the prior written consent of the Company.

12-2 The Company shall be at liberty, at its absolute discretion, to subcontract the provision of the services to third parties.
p
13-0 Intellectual Property
The Client shall indemnify the Company against all actions, proceedings, claims, costs and expenses which may be brought against or incurred by the Company by reason of
its supplying the Services in accordance with any such drawings, specifications or other information whether or not it alleged in such actions, proceedings and claims that any

patent trade mark design copyright or other intellectual property or other exclusive right of any third party has been infringed.
14-0 Confidentiality
The Company agrees and will ensure that any personnel provided by the Company hereunder agrees to keep confidential and not to use, nor disclose to any third party, any
technical information or operating data derived from the Client in connection with the services. Such obligation shall continue in full force and effect during the term of and
after the termination of the Contract provided however, that any technical information or operating data which was in the possession of the Company prior to its disclosure to
the Company by the Client, or which is or shall lawfully become part of the public domain, or which shall otherwise lawfully become available to the Company from a source
independent of the Client shall not be subject to such restrictions.
15-0 General
15-1 If any provision of these Conditions is held by any competent authority to be invalid or unenforceable in whole or in part, the validity of the other provisions of these
Conditions and the remainder of the provision in question shall not be affected.
15-2 Any dispute arising under or in connection with these Conditions or the provision of the Services shall be referred to arbitration in London by a single arbitrator
appointed by agreement or (in default) nominated on the application of either party by the President for the time being of the Chartered Institute of Arbitrators.
15-3 Vietnam law shall apply to the contract, and the parties agree to submit to the non-exclusive jurisdiction of the Vietnam courts.
