YOUTHS EMPLOYMENT (CSWYE) PROJECT
OF SURE-P
1.0 Introduction
 A quick-win employment generation
intervention by the federal government.
 Initiated to cushion the impact of partial
removal of subsidy, from petroleum and
related products, on the masses.
 Targets unskilled and unemployed women
(18 to 50 years old); youths and other
vulnerable persons (18 to 35 years old);
 Annual target of 185,000 beneficiaries.
 Community-based
 Demand driven
 Home grown

3. 2.0 Guiding Principles
 Pro-poor : Majority found in rural communities
 Sensitive to socio-cultural environment
 Beneficiary value reorientation prior to deployment
 Participatory: Community ownership encouraged
 Equity in spread: Across States, LGAs, communities, gender
(30%) and vulnerability (20%),
 Environment Friendly: 90% service types are pro-environment
 Integrated identification, Communication and payment system
 Transparency and probity: Proper documentation and
Information sharing through appropriate media,
 Seamless Payment system: No cash payment (e-transfer)
 Result-oriented : Time-sheet based, No work no pay
 Phased roll – out: Pilot and Ramp-up phases
 Coordinated institutional structure: Federal, State, LGAs, and Wards
 Regular M&E: State, Federal, independent bodies
 Regular reporting and record keeping
 Integrated beneficiary exit strategy

4. 3.0 Key RESULTS
 35 states and the FCT are benefitting (97%)
Bayelsa state about to deploy,
 106 out of 111 Senatorial districts are
participating (95.5%),
 764 out of 774 LGAs are participating
(98.7%)
 8174 out of 9322 Wards are participating
(87.7%),
 10,707 communities are benefitting,
 5,761 services being delivered,
 116,170 beneficiaries (62.8%) (74,145
males, and
42,025 females) with 5,432 disabled
