  1. Primary school students in part of Ky Thuong could not go to school for four days. These children are living in the north part of the commune, and are made up of 300 families living on the right bank of the Rao Tro River. There is no road or bridge connecting the two parts of the commune, and connection is made by boat. This is a very dangerous waterway, especially in the rainy season or during inclimate weather like the typhoon. Because the waterway is often impassable, parents have to bring their children to the school by motorcycle or bicycle everyday through a 20km roundabout road.
