5. Impact of ICT on other sectors
‘ICT has revolutionized the global economy in recent
decades, leading to increased productivity and higher
standards of living. The economies that accrue the
greatest benefits will be those that continue to
aggressively support ICT R&D to keep their firms and
industries at the cutting edge of innovation and
application’

38. Four Scenarios
• Scenario 1 - “Status quo” : this is basically an extrapolation of the current
(2011) financial situation, with government funding increasing only by a yearly
inflation rate of 3% and thus constant in real terms.
• Scenario 2 - “Low growth” : in this scenario we foresee a yearly growth rate of
government funding of 8%, as set forward by VRWI in their minimal
guidelines for R&D-expenditure in Flanders towards 2020.
• Scenario 3 - “Moderate growth” : government funding increases at a rate of
15% per year, which would result in doubling the government funding amount
by 2016, but would only bring IBBT at that point at the same funding-level of
other Strategic Research Centers in Flanders today.
• Scenario 4 - “Ambitious growth” : this scenario would accelerate the
alignment of IBBT‟s government funding with that of other SRC‟s in Flanders
faster, i.e. doubling the total government funding by 2013. After the first 2
years, a yearly growth rate of 10% would then be applicable until 2016.
