New Products in the Changing Legal Landscape
and How to Best Prepare for What is Next
Prepaid legislation is rapidly evolving, resulting in new, amended and
evolving obligations for card issuers, program managers, retailer sellers,
distributors, fulfillment companies, incentive companies, etc. Regulated
aspects of prepaid cards touch and concern at a minimum, the legal
department, accounting and finance department, compliance department,
IT department, marketing team, sales personal and tax department
of any company that operates a prepaid program. It is essential for
program managers to stay informed and up to date on the latest policies,
developments and legal requirements. It is equally important to establish
an internal policy or process by which this information is shared within the
company and to establish a process for engaging the necessary department
response or action in a timely manner. Being prepared, knowledgeable
and proactive is the best defense to costly litigation, fines, penalties and
publicized complaints. By understanding why these laws are put into place,
companies can better grasp what is in store for the future, and how to start
preparing for such potential changes. Session topics include:

Chuck is a Founder and Managing Member of the law firm Douthit, Frets,
Rouse, Gentile & Rhodes, LLC and has practiced extensively in the area
of regulatory compliance for stored value card products. He has served
as General Counsel for StoreFinancial Services, LLC, implementing,
managing and addressing compliance issues for over 400+ card
programs. He is the co-organizer of the Canadian Multi-Store Stored
Value Card Coalition and has been actively involved in the legislative
process pertaining to the card industry in Canada and the U.S. He is the
inventor of the pending patent: Methods and Systems for Optimizing
Escheat and Derecognizing of Prepaid Cards, Stored Value Cards, Credit
Memos, and Electronic Payment Instruments. Chuck is also the Founder
and Chairman of Card Compliant, LLC, a compliance specialty company
serving the prepaid and stored value card industry. Card Complaint
provides technology supported and processed solutions to regulatory
compliance challenges encountered in administering card programs.

Research Group’s liability is limited to refund of the conference registration fee only. World
