Welcome to The 2nd Prepaid Card Congress! The for-you/
by-you agenda is designed to help your company leverage
mobile technology innovation, digitize the prepaid process,
navigate the evolving legislative landscape, and stay abreast
of the game changing advances of prepaid innovation that are
changing the industry.
The Reality
With the exponential advancement of mobile use and
technology in the last decade, gifting, stored value, and
loyalty programs are all coming together. The usability of
mobile applications has created a seamless, virtual economy
in which products and services are at consumer’s fingertips,
literally. The US prepaid industry is rapidly catching up with
Europe, and both retailers and consumers alike are moving
toward new technology and innovation, from plastic and
paychecks to SMS and email. Only by grasping the evolving
industry landscape, and offering the right prepaid services
to consumers will retailers maximize the leverage that
innovation now offers.
Keynote Addresses
Tim Sloane, VP Client Services / Director, Prepaid Advisory
Service, Mercator Advisory Group, brings his expertise and
viewpoints to the stage, forecasting the growth of closed loop
retailers with market research trends and 1, 3, and 5 year

Workshop A: 9:00 AM – 11:00 AM
Essential Training in Compliance Control: Adopting
New Products in the Changing Legal Landscape
and How to Best Prepare for What is Next
Prepaid legislation is rapidly evolving, resulting in new, amended and
evolving obligations for card issuers, program managers, retailer sellers,
distributors, fulfillment companies, incentive companies, etc. Regulated
aspects of prepaid cards touch and concern at a minimum, the legal
department, accounting and finance department, compliance department,
IT department, marketing team, sales personal and tax department
of any company that operates a prepaid program. It is essential for
program managers to stay informed and up to date on the latest policies,
developments and legal requirements. It is equally important to establish
an internal policy or process by which this information is shared within the
company and to establish a process for engaging the necessary department
response or action in a timely manner. Being prepared, knowledgeable
and proactive is the best defense to costly litigation, fines, penalties and
publicized complaints. By understanding why these laws are put into place,
companies can better grasp what is in store for the future, and how to start
preparing for such potential changes. Session topics include:
• Providing industry feedback on the latest legislation and a discussion
on the regulators rationale for laws and proposed laws
• New products and regulatory compliance—Phone Apps, Mobile
Commerce, E-cards, etc.
• Insight on how the regulatory system works and the ways in which
prepaid departments can best interface with the process to protect
their interests
• Discussion on sample internal policies for information sharing and why
the other departments do or should care
• Exploring alternative options and programs for program managers and
issuers to comply with card regulations and keep up with the changes
without having to substantially change their programs

programs. He is the co-organizer of the Canadian Multi-Store Stored
Value Card Coalition and has been actively involved in the legislative
process pertaining to the card industry in Canada and the U.S. He is the
inventor of the pending patent: Methods and Systems for Optimizing
Escheat and Derecognizing of Prepaid Cards, Stored Value Cards, Credit
Memos, and Electronic Payment Instruments. Chuck is also the Founder
and Chairman of Card Compliant, LLC, a compliance specialty company
serving the prepaid and stored value card industry. Card Complaint
provides technology supported and processed solutions to regulatory
compliance challenges encountered in administering card programs.
Workshop B: 11:30 AM – 1:30 PM
Integrating Stored Value and Prepaid Gifts into
Marketing Campaigns: Exploring “Big Win” Case
Studies that Led to Tangible Results with the
World’s Leading Brands
Today’s consumer is more intelligent and technologically savvy than
every before, and it is up to retail brands to recognize this behavior
and adopt. Instead of reviewing what hasn’t worked in the past,
this workshop will focus on what has, evaluating past campaigns
that have changed industries and established house hold names
by producing tangible results. By integrating prepaid solutions into
value added advertising and promotional programs, companies
can leverage the consumer using their very addiction to innovation.
Session topics include:
• Learning from successful strategies and how to apply it to your
own brand
• Turning products around to make it a leading name, while laying
the grounds for long term adoption rates
• Finding the ideal marketing strategy that is the right fit for
your customers, expanding market share and increasing profit
margins along the way
• Evaluating the selection process, and determining which type of
pre-paid card (open-loop, closed-loop) and brand best fit your
demographic audience, thus driving the behavior of the target
audience more effectively
• Investigating case studies of both successful and unsuccessful
reward programs, and what team managers can learn from their
customers
