Part A – General Lighting Specification
LED Lighting Requirements
1 As part of the overall Sustainable Lighting Strategy for Abu Dhabi, the DMA/DoT requires quality
energy efficient technologies and solutions which are LED or equivalent to be put forward where
ever possible. Where specific tasks may indeed be proved better performed by an energy-efficient
lighting technology other than LED then either the relevant Municipality or DoT will accept their
inclusion as an option in the design proposals and view the technical details before making a final
decision.
Where the total lighting installation needs to meet tight project budgetary constraints, then both
LED options and traditional energy-efficient technology fixture options shall be tabled to either the
relevant Municipality or DoT with full comparison costings and technical data in order for the final
decision to be made.
The additional technical specification requirements for LED fixtures necessary to ensure quality
solutions are proposed is detailed within this specification alongside the basic lighting specification
and design requirements.
Solar Lighting Requirements
2 The DMA/DoT strives to be a leader in sustainability and as part of this aim it is required that for
every park and public realm lighting project the Consultant shall explore the current viability and
options for solar lighting solutions in the marketplace and propose where best it can be offered for
incorporation into the project.
Particular attention should be paid to areas of the project which might provide specific advantages
for having some solar lighting technology and/or their cost of implementation can be mitigated by
other factors. These include, but are not limited to, interactive/awareness zones, integrated with
local structures, isolated areas without current electrical infrastructure, dedicated sports areas,
children’s play areas, sculptures/arts or specific paths.
Either the relevant Municipality or DoT may require detailed cost/payback analysis to develop any
approved options through to Detailed Design and Tender Issue.

General Lighting Requirements
3 The design, specification, calculation, manufacturing, testing, shipment, installation and
performance of lighting system shall be in accordance with the applicable requirements of all either
the relevant Municipality’s or DoT’s general electrical standards for electrical distribution works,
except as specified herein. Copies should be requested from either the relevant Municipality or DoT
if not already held. The luminaires shall be designed to operate continuously at the specified
ambient temperature and humidity with special attention given to the occasional sand storms and
dusty weather in specifying/designing the luminaire body. The manufacturers shall guarantee
adherence to this Specification and the performance of their luminaires under all the required
design conditions.
The Consultant shall be responsible to ensure that the project and product specifications are fully in
compliance, without any deviation from this Specification prior to forwarding to either the relevant
Municipality or DoT for approval. Any deviation should be brought to the notice of the
Municipality/DoT. The Consultant shall ensure in his design the following: integration, coordination,
functionality and accessibility of these services. It shall be the Consultant’s responsibility to bring
the system to the design & operating and maintenance conditions.
The Consultant shall as requested by the relevant Municipality or DoT provide full cost analysis
including payback assessments as required for the project and in accordance with the instructions
given by the Municipality/DoT.
4 The luminaires shall be provided with suitable optical assemblies for their locations and tasks as
indicated on the drawings and shall provide efficient even glare-free illumination with correct cut-off
angles as set out in CIE 126-1997 (Guidelines for Minimizing Sky Glow. Commission Internationale
de L 'Eclairage / 01-Jan-1997) and the overall requirements for Estidama Communities projects as
applicable for the area and zone of the project.
The luminaire housings shall be of either extruded aluminium or die cast aluminium with very low
copper-content and high corrosive resistance. The finish coating for housing shall be with an anti-
corrosive anodized/painting process or equivalent, providing excellent UV and environmental
exposure resistance to fading, peeling cracking or corrosion. The control gear/driver(s) shall be
integral or remote as applicable, encapsulated/potted or non-potted as applicable for the fixture and
protected in a waterproof(IP) environment, enabling access to the gear for easy maintenance
requirements. The fixtures shall be CE or UL certified, or comply with equivalent international
standards with all certification made available if requested.

Construction
6 LED Luminaires
Within the Luminaire:
The light source shall be high brightness white light emitting Diodes (LEDs) with individual
minimum efficacy of at least 75lm/W arranged modularly to provide the required lighting output. All
lumen figures shall be Deliver (Hot) Lumens and all fixtures must have certification provided to
show compliance with the listed relevant standards and technical requirements of this specification.
The LEDs shall be from a reputed manufacturer of LEDs with proven past performance in
accordance with ANSI/NEMA/ANSLG C78.377-2008 – (American National Standard for
Chromaticity of Solid State Lighting Products) or similar approved International Standard.
They shall only be from MacAdam Ellipse Step-2, Step-3 or Step-4 Bins. Step-7 Binning is not
acceptable.
The CRI ≥80
The LEDs shall be removable/replaceable on site by modular means without any possible risk to
maintaining luminaire photometry and without the need to demount the fixtures for sake of future
upgrading/maintenance requirements.

Whole Luminaire Efficacy:
The optimum efficiency of the luminaire shall be confirmed as follows:
Minimum luminaire efficacy shall be:
≥ 50llm/cctW (@min50-degC, min95%RH
Which is given as Total Luminaire Design(Deliver) Lumen Output (llm) over Total Luminaire Circuit
Watts(cctW) at minimum 50-degrees Centigrade Operating Outside Ambient Temperature and
minimum 95% Relative Humidity.
Luminaire Maximum % Direct Uplight shall be as CIE 126-1997 and as required/allowed for the
project for the Estidama application as applicable.
Please note the importance of providing the correct lumen output figures for minimum 50degreeC
ambient temperature operation of the luminaire. The above figure must not be based on using
lumen output given for the standard 25degreeC or 35degreeC ambient lab test results unless
stated that they are the same.
7 Conventional (non-LED) Luminaires
Within the Luminaire:
The light source shall be of a standard proven lamp-type, energy-efficient with minimum lamp
efficacy of 60lm/lampW.
The lamps shall be from a reputed manufacturer with standard lamp-base type configuration and
shall have Class A1, A2 or A3 high-efficiency (hf) electronic control gear specified/provided. Class
B1 or B2 Conventional/wire-wound control gear is acceptable only for lamp-wattages above 150W
or for any application which is liable to extreme high temperatures; in excess of 50degreeC ambient
operation.
Allowed lamp types include Compact and Linear Tri-phosphor Fluorescent, Metal Halide, Induction,
Plasma and efficient electro-luminescent technologies.
Tungsten(GLS), mains or low-voltage Tungsten-Halogen and Xenon lamp technologies are not
acceptable for use on either DMA or DoT Projects
The CRI ≥80
All lamps and gear shall be removable/replaceable on site without any possible risk to maintaining
luminaire photometry, the IP rating, causing any degradation and without the need to demount the
fixtures for sake of future upgrading/maintenance requirements.

8 Optical Control
The luminaire shall be fitted with optical refractors, diffusers and/or reflectors. Different optics shall
be proposed to exactly suit the specific applications. Independent laboratory photometric test
reports shall be submitted for the luminaire photometric files used in the lighting calculations. For
LED fixtures, or for LED components used within conventional fixtures, the testing should conform
to IESNA LM-79-08 standards.
9 LED Fixture Thermal Management
The LED modules shall be mounted on heavy duty heat sinks to ensure excellent head dissipation.
The design of the heat sinks shall be such that there is a direct thermal path from the led junctions
to the atmosphere thus providing a thermal transfer effect throughout the life of the luminaire. The
heat sinks shall be proprietary and designed by the lighting manufacturer to enable the luminaires
to work efficiently in Abu Dhabi climatic conditions. The luminaire shall be provided with a
demonstrated ventilation arrangement allowing heat to be dissipated to the atmosphere. The
luminaire shall be designed to prevent collection of debris on the heat sinks by proven and stated
means. The design shall be such that the luminaire shall be self cleaning in normal operation. The
luminaire shall be provided with a heavy-duty rugged cast aluminium adjustable slip fitter
mountable to suit the proposed pole. The Contractor shall coordinate with the LED fitting
manufacturer and pole/component manufacturer to make sure complete compatibility of the
products.

10 Ingress Protection
The luminaire gear and lamp or LED optical-unit components shall be externally fully rated to the
minimum IP(ingress Protection)-rating and IK(Mechanical Strength)-rating as set out below for each
specific fixture-type and have proven means of negating internal condensation build-up for their
application. All synthetic materials shall be 100% UV Stable, scratch resistant and fixings to be
non-standard, vandal resistant requiring special tools.

All low-level lighting fixtures must have elements/components and glass suitably temperature rated
for touch at <75-degrees in a minimum 50-degree ambient operating environment.
Any fixtures proposed to be operated pointed upwards and/or have optical components on the top
of fixtures, the fixture design must be suitably IP rated for their installed orientation and allow water
and debris not to collect on the glass/synthetic cover.
11 Copper Content
All Aluminium Die-cast components shall have a very low copper content of less than 0.1% for
corrosion resistance or similar proven methodology of protection. Please note the Municipalities’
and DoT’s Warranty requirements for the luminaire body as set in clause 51. Where different
materials are used in isolation, or together with aluminum alloy components, and where these
fixtures have specific corrosion resistant properties, suitable information must be provided to either
the relevant Municipality or DoT for assessment.
12 Brightness & Glare
For avoidance of discomfort and disability glare on projects the requirements of Estidama regarding
Communities section LC-R6: Light Pollution Reduction shall be adhered to for the project and
location. This includes providing the following information:
a) Ensuring the individual fixture source intensities are within Estidama allowances.
b) Ensuring the project surface brightness are within Estidama allowances
c) Ensuring project threshold and beyond-threshold illuminances are within Estidama allowances.

d) Ensuring scheme upward lighting component is within Estidama allowances
e) Ensuring Light Trespass vertical illuminances to surrounding properties are within Estidama
allowances.
f) Ensuring both curfew and non-curfew allowances are checked for all the above within
Estidama. Use of a well chosen control philosophy will ensure compliance with both levels.
Refer also to clause 13 below.
13 Controls
Suitable controls shall be proposed for the scheme to maximize the possibilities for energy saving,
reduction in maintenance and increased lamp-life. Daylight linking to ensure no lighting circuits can
remain on in daylight hours is statutory for the whole project whilst additional layers of control shall
be applied for sports lighting areas, to split essential and non-essential lighting and to meet
Estidama curfew and non-curfew allowances.
Consideration can be given for control-separation of pathway/transitional lighting circuits from
accent/landscaping lighting circuits on different time settings and specific to the area and project
requirements.
14 Coloured/RGB Lighting fixtures
All proposed fixtures designed for coloured or colour-changing(RGB) lighting applications shall be
LED fixtures and utilize LED sources and components where ever possible. In addition pure
coloured LEDs shall be utilized where ever possible over rather than white LEDs and coloured
filters/diffusers due to the higher losses and thus higher wattage requirements associated with
using coloured filters. (refer to clause 42 for more information)
Fixture Technical Data - For each type of lighting fixture, data on features, accessories,
finishes and the following shall be included:

15 Provide physical description of lighting fixture including dimensions.
16 Provide details of the control gear/driver(s) including, manufacturer, gear efficiency, catalogue
code, fixture imagery, certifications and input watts.
17 Provide luminaire photometric reports; including, luminaire catalogue numbers, luminaire, and full
light source (lamp or LED) specification information. Useful life lamp life data and all verification of
site lighting performance at that life.
18 Provide documentation of all calculations applied in deriving the proposed LLD and useful life.

19 Provide safety certification and file number as required for the luminaire family which shall be listed,
labelled, or identified per the National electric code (NEC). Applicable testing bodies are
determined by the US Occupational Safety Health Administration (OSHA) as Nationally
Recognized Testing Laboratories (NRTL) and include CSA (Canadian Standards Association), ETL
(Edison Testing Laboratory), UL (Underwriters Laboratory) and CE Conformance European
(Communaut Europ enne / Conformit Europ enne). Japanese electrical standard JET (Japan
Electrical Safety & Environment Technology Laboratories). Whole fixture with all components
including lamps/LEDs and gear shall be Certified as RoHS Compliant
Light Sources Technical Requirements - Within the fixture the light sources shall
meet the following requirements:

20 Operating temperature rating shall be between – 40
o
C and minimum +50
o
C at a minimum 95%
Relative Humidity (RH).
21 Storage (i.e. non-operating/daytime) temperature : all LED components to be designed to tolerate
between – 40
o
C and minimum +80
o
C at a minimum 95% Relative Humidity (RH).
22 Correlated colour temperature (CCT) : 2700-4200K (white light sources only, not applicable for
coloured or RGB sources)
23 Colour rendering index (CRI) : ≥ Ra80 (white light sources only)
LED Sources - Specific Technical Requirements - Within the fixture the LED
sources shall meet the following requirements:

24 Confirm the actual/final Correlated Colour Temperature (CCT) of light source for White LEDs as
part of the luminaire optical package. For RGB or coloured LEDs provide wavelength. Confirm the
actual/final Colour-Rendering Index (CRI/Ra) of light source for White LEDs as part of the luminaire
optical package.
25 Luminaire manufacturer shall submit reliability reports indicating that the manufacturer of the LED
(chip, diode, or package) has performed Joint Electron Devices Engineering Council (JEDEC), or
similar International approved equivalent; reliability tests on the LEDs as follows. Factory pre-
release test reports shall be provided from the LED manufacturer duly complying to JEDEC
JESD22-A108C, or equivalent, for operating life tests at 85
o
C Ambient temperature and also for
humidity and salt atmosphere corrosion tests. Standards and tests used must be stated.

Control Gear Technical Requirements - Within the fixture the control gear:
ballasts/drivers shall meet the following requirements:
26 Control gear shall be high-frequency (hf) electronic version and be switchable, dimmable as
required and fully compatible with the proposed control philosophy and equipment. Control gear
shall have a minimum efficiency of 85%.High-loss wire-wound ballasts and inefficient control gear

27 All Control gear shall be integral to the fixture wherever possible. If integral gear is not possible due

finishes and locations shall be detailed and presented to either the relevant Municipality or DoT for
Approval prior to ordering.
28 Input voltage; capable of 120-277 volt, single phase or as required by the site.
29 Power supplies can be UL Class 1 or II output or similar European CE or International equivalent.
30 Surge protection: Must be tested in accordance to the requirements of IEEE/ASNI C62.41.2-2002,
Scenario I Location Category C or International equivalent.
31 Gear shall have a Power Factor (PF) of L: ≥ 0.90.
Gear shall comply with FCC 47 cfr part 18 non-consumer RFI.EMI standards or equivalent.
Gear shall be RoHS Compliant.
LED Drivers – Specific Technical Requirements - Within the fixture the LED
driver(s) shall meet the following requirements:
32 Drivers shall have a Total individual luminaire Harmonic Distortion (THD) of: ≤ 20% in accordance
with ANSI C82.77 (2002). However the Contractor shall measure the harmonic at the supply point
(LV side of the distribution substation) after the installation of all the LED fixtures/circuits and adopt
if required, harmonic compensation methods to limit the total harmonics distortion in the supply
voltage to maximum 5% as per IEEE 519 Regulations.
33 Driver Case (Tc

Humidity (RH). Driver/Fixture to have some means of built-in overheat thermal protection in the
form of automatic dimming or stepping/holding down of the driver where temperature exceeds
operational limits. Thermal cut-out devices which turn the fixture LEDs completely off are not
acceptable.
The Driver and driver output current must be shown to be fully tested and compatible with the exact
LED chips/engine of the luminaire. All information provided and the cost analysis/payback
calculations shall be calculated with the exact drive current including the calculation for the life
cycle, life and resultant increase or decrease of the energy consumption if applicable.

Wiring, Connections & Junction Boxes – In addition to the requirements of either
the relevant Municipality’s or DoT’s Electrical Specifications, the following requirements must be
met:
34 All Junction boxes, cables, connections or control devices shall be integrated into the landscaping
through suitable concealed means in a logical and designed manner by the Consultant. The
proposed installation method(s), protection, maintenance methodology, accessibility, finishes and
locations shall be detailed and presented to either the relevant Municipality or DoT for Approval
prior to ordering.
LED Luminaire Requirements - The dedicated luminaire expected useful life (light
output) and Depreciation requirements for LED luminaires shall be as follows:
35 LED Useful Life Requirements
The useful life of the luminaire in terms of lumen output must be as specified by one of the following
two methods.
a/ As per LM-79-08 or approved International equivalent. Simplified B20-L70 threshold. A minimum
of 50,000 operating hours before reaching the B20-L70 lumen output degradation point with no
catastrophic failures. The B20-L70 lumen output must be capable of providing the luminance level
and uniformity.
b/ Site performance method. A life time of number of hours specified by the site based on
expected site lighting useful life must be capable of providing the luminance levels of uniformity.
36 LED Useful life testing and verification procedure
Simplified B20-L70 threshold. Perform LM-79-08 (or approved International equivalent) testing on
the luminaire at both time intervals of 0 hours and 6,000 hours. The luminaire shall be operated
continuously in the appropriate UL 1598/153 environment or equivalent except when it is removed
to perform the LM-79 light output tests. If the light output determined at 6,000 hours is ≥ 96% of the
light output determined at 0 hours, the luminaire meets the simplified B20-L70 threshold for useful
life.
37 LED Site Performance method
a/ Perform lumen depreciation testing per LM-80-08 (or approved International equivalent) on the
light sources (s) (module/array) for a minimum of 6000 hours (longer testing period is encouraged).
Identify the installed (in luminaire) operating temperature of the LED using the Ts point under
operating ambient temperature of 50-degreesC. From this interpolated curve, determine the lamp
lumen depreciation (LLD) value and useful life that meets the needs of the site defined hours of
operation to end of useful life as well as the luminance level and uniformity required.

Project Performance Requirement - The following factors shall be applied to
determine the performance requirements for all luminaire types:
38 Light Loss Factors (LLF)
LLF = LLD x LDD (Lamp Lumen Depreciation x Luminaire Dirt Depreciation)
a/ Assume Lamp Lumen Depreciation (LLD) 0.70 for dedicated luminaires except where
recommended otherwise by the luminaire manufacturer. Assume the appropriate effects from
life/temperature on the lumen output of the luminaire. Note: For LED fixtures the figure used should
only match the stated Lumen Depreciation value given by the manufacturer for 50,000-hour
operation at minimum 50degreeC ambient temperature. Manufacturer shall provide data to
demonstrate the 50,000-hour lumen depreciation factor at the minimum 50degC temperature as
required by either the relevant Municipality or DoT. The method of calculation of lumen depreciation
for 50,000 hrs shall be reviewed and declared consistent with their data by the LED chip
manufacturer.
b/ Assume Luminaire Dirt Depreciation (LDD) using appropriate and stated depreciation factors to
suit actual environment and resistance properties of the specific fixture.
Photobiological Safety The Manufacturer/Supplier shall provide a written undertaking to
the satisfaction of either the relevant Municipality or DoT of testing to the following standards:
39 Ensure luminaire complies with Photobiological Safety of lamps and lamp systems in accordance
with the requirements of BS EN 62471:2008 or A N S I / I E S N A R P - 2 7 . 3 - 0 . Provide proof of
testing and compliance with the standards with certification provided to prove the fixture is classed
as “Exempt”.

Schedule of Lighting Design Levels The Consultant and Contractor shall follow the
following lighting design guidelines for all Parks, Public Realm and Architectural Lighting Schemes
40 Undertake all lighting design and lighting calculations to the
following DMA/DoT Design Standards:
The Contractor shall conduct a Field Performance test of the lighting installations immediately after
energisation of the system in the presence of the Engineer. The test results shall meet the lighting

efficiency and long-term (minimum 15-year) full life cycle cost analysis comparison undertaken to
PAS 55 or similar and which fully meets the requirements of this specification.
Note Pole/mounting heights and spacing arrangements shall be selected for the project so they are
designed for the maximum possible overall effect and efficiency with all the fixtures proposed and to
suit the overall landscaping, finishes and aesthetic of the project.
41 Architectural Floodlighting
The illuminance requirements for open public realm spaces such as public squares and parks are
given in the above tables. Precise requirements for the architectural illuminance of buildings,
facades and structures cannot be given so specifically because the values are affected by many
more variables. However, the general recommendations of the below table are a useful starting
point and are DMA/DoT maximum average illuminance limits for design. Better design criteria
should be obtained and provided to either the relevant Municipality or DoT on the reflectance of the
surface material, its state of cleanliness and the district brightness; it is assumed that the building
surface is reasonably matt; specular finishes will require additional special consideration.

Successful building floodlighting depends on much more than achieving the recommended
maximum average illuminance and there is only an indirect relationship between illuminance,
luminance and the visual effect produced.
The simplified procedure comprises of 5 steps:
 Determination of required illuminance;
 Choice of lamps and floodlights best suited to the project;
 Calculation of the number and wattage of floodlights and/or architectural feature lights
needed to give the required illuminance;
 Determination of best mounting positions for floodlights;
 Specification of aiming directions for the floodlights.
*Based on reflectance for a white light. Values will need to be adapted for light sources with a
defined colour, illuminance shall then be defined in accordance with clause 40 and be decided with
site trials/mock-ups.
**Typical districts are: Low Brightness – Rural, Medium Brightness – Suburban, High Brightness –
Town and City Centres. Refer also to the requirements of Estidama.

42 Coloured Light Conversion Factors when using Filters
It is important to remember that the colour of surface material is accentuated if light of the same
colour is used. Also attractive effects are sometimes achieved by using light of different colours at
different times and/or in specific locations. The following table gives the factors by which the
calculated illuminance based upon white light, has to be increased in order to achieve the same
apparent value visually where coloured filters are proposed. These factors take into account the
fact that coloured light is more conspicuous but also the transmission losses of different filter
colours.
Where ever colour is proposed these are only general guidelines and it is always suggested to use
actual filter transmission values, physically test and if necessary mock-up the proposal before
finalizing the design and fixture specifications.

43 Coloured Light when using Coloured and RGB LEDs
Coloured LEDs, emit coloured light directly from the chip without additional filtering required. As
such the values obtained within lighting design software from luminaire photometry can accurately
compared against white light fixtures and the resultant illuminance and luminance figures a good
guide to effectiveness.
Conversion factors do not need to be applied as the outputs in all colours is achieved at 100% of
the rated outputs. However it is always suggested to physically test and if necessary mock-up any
coloured lighting solutions within the proposal before finalizing the design and fixture specifications.
Project Lighting Calculations - The following performance reports of the lighting
installation shall be submitted for approval along with the material submittal:
44 Computer Generated Photometric Analysis of Proposed DAY 1 (Defined as the initial illuminance
values):
This calculation is useful to ascertain the expected measurable light levels on site during the project
commissioning period. It should be noted that this is not considered a design calculation for the
project. The design calculation is undertaken in accordance with section 45 below.

methodology set out in section 38 above): using variables 1.0 for both LLD and for LDD.
c/ The photometric data files shall be provided to either the relevant Municipality or DoT for
verification.
45 Computer Generated Photometric Analysis of Proposed FUTURE DATE (Defined as assuming
numerous thousands of hours of operation and using stated design/deliver illuminance values).
This calculation is considered the DESIGN calculation for the project.
a/ Provide average luminance/illuminance measurements and uniformity at grade. Spacing
between measurement points shall be as per CIBSE, CIE or IESNA standards or equivalent
European or International Standards and standard software settings.
b/ Computer calculation should use the LLF values (LLD x LDD). All as calculated under the
requirements set out in section 38 above.
c/ The photometric data files shall be provided to Consultant and either the relevant Municipality or
DoT for verification
Quality Assurance
46 Either the relevant Municipality or DoT may request standard production model luminaire samples,
identical (including lamp/LED light source and control gear/driver package) to the proposed
specified product, to be installed for inspection. The Municipality or DoT may also request
independent testing of sample luminaires to verify luminaire performance and compliance with the
specifications. Testing shall be conducted as per the applicable IESNA, ANSI or approved
International equivalent and international approved methods of products using Solid Stage Lighting
(SSL - LED) sources. The relevant Municipality or DoT shall be sole judge regarding acceptability
of optical system performance. All testing certificates shall be from a Laboratory certified/approved
by UKAS or UL or has ISO 17025 or equivalent certification.
According to the requirements of the Project’s Contract documents, if required the relevant
Municipality or DoT reserve the right to attend, or appoint a third party to attend, a factory
inspection.
Warranty
Luminaire Warranty - The Consultant/Contractor shall provide a written undertaking of the
Warranty from the Luminaire Supplier(s), accompanied with the written proof of the local
representative’s UAE Operating License and established UAE background, to the satisfaction of
either the relevant Municipality or DoT to warranty the materials and performance, as follows:
47 A written warranty for a minimum five (5) year on-site replacement material, fixture, finishes and
workmanship. On-site replacement includes transportation, removal and installation of new

product. Body and finish warranty shall include warranty against failure or substantial
deteriorations such as corrosion, blistering, cracking, peeling, chalking or fading with no cost to the
Municipality/DoT.
48 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for
defective or non-starting LED source assemblies with no cost to the Municipality/DoT.
49 A written warranty for a minimum five (5) year replacement material warranty on all supplied control
gear, ballasts, drivers, power supply units (PSUs) and in-built control components with no cost to
the Municipality/DoT.
50 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for
on-maintained luminance levels on all light sources (LED package, LED array, or LED module)
including, but not limited to the LED die, encapsulate, and phosphor. If the expected useful life of
the luminaire system is not maintained, then the manufacturer shall replace the light source(s) or
luminaire as needed with no cost to the Municipality/DoT.
51 A written warranty for a minimum ten (10) years against the deterioration of the housing, all
external components; such as lenses, gaskets & fastenings, and the fixture finishes including, but
not limited to, corrosion, yellowing, blistering, chalking, cracking, peeling or fading with no cost to
the Municipality/DoT.

Part B – Lighting for Sports Area Use
LED Lighting Requirements
1 As part of the overall Sustainable Lighting Strategy for Abu Dhabi, the DMA/DoT requires quality
energy efficient technologies and solutions which are LED or equivalent to be put forward where
ever possible. Where specific tasks may indeed be proved better performed by an energy-efficient
lighting technology other than LED then either the relevant Municipality or DoT will accept their
inclusion as an option in the design proposals and view the technical details before making a final
decision.
Where the total lighting installation needs to meet tight project budgetary constraints, then both
LED options and traditional energy-efficient technology fixture options shall be tabled to either the
relevant Municipality or DoT with full comparison costings and technical data in order for the final
decision to be made.
The additional technical specification requirements for LED fixtures necessary to ensure quality
solutions are proposed is detailed within this specification alongside the basic lighting specification
and design requirements.
General Lighting Requirements
2 The design, specification, calculation, manufacturing, testing, shipment, installation and
performance of lighting system shall be in accordance with the applicable requirements of all either
the relevant Municipality’s or DoT’s general electrical standards for electrical distribution works,
except as specified herein. Copies should be requested from either the relevant Municipality or DoT
if not already held. The luminaires shall be designed to operate continuously at the specified
ambient temperature and humidity with special attention given to the occasional sand storms and
dusty weather in specifying/designing the luminaire body. The manufacturers shall guarantee
adherence to this Specification and the performance of their luminaires under all the required
design conditions.
The consultant shall be responsible to ensure that the project and product specifications are fully in
compliance, without any deviation from this Specification prior to forwarding to either the relevant
Municipality or DoT for approval. Any deviation should be brought to the notice of the Municipality.
The Consultant shall ensure in his design the following: integration, coordination, functionality and
accessibility of these services. It shall be the Consultant’s responsibility to bring the system to the
design & operating and maintenance conditions.
The Consultant shall as requested by either the relevant Municipality or DoT provide full cost
analysis including payback assessments as required for the project and in accordance with the
instructions given by the Municipality/DoT.
3 The luminaires shall be provided with suitable optical assemblies for their locations and tasks as
indicated on the drawings and shall provide efficient even glare-free illumination with correct cut-off
angles as set out in CIE 126-1997 (Guidelines for Minimizing Sky Glow. Commission Internationale

de L 'Eclairage / 01-Jan-1997) and the overall requirements for Estidama Communities projects as
applicable for the area and zone of the project.
The luminaire housings shall be of either extruded aluminium or die cast aluminium with very low
copper-content and high corrosive resistance. The finish coating for housing shall be with an anti-
corrosive anodized/painting process or equivalent, providing excellent UV and environmental
exposure resistance to fading, peeling cracking or corrosion. The control gear/driver(s) shall be
integral or remote as applicable, encapsulated/potted or non-potted as applicable for the fixture and
protected in a waterproof(IP) environment, enabling access to the gear for easy maintenance
requirements. The fixtures shall be CE or UL certified, or comply with equivalent international
standards with all certification made available if requested.

Construction
5 LED Luminaires
Within the Luminaire:
The light source shall be high brightness white light emitting Diodes (LEDs) with individual
minimum efficacy of at least 100lm/W arranged modularly to provide the required lighting output.
All lumen figures shall be Deliver (Hot) Lumens and all fixtures must have certification provided to
show compliance with the listed relevant standards and technical requirements of this specification.
The LEDs shall be from a reputed manufacturer of LEDs with proven past performance in
accordance with ANSI/NEMA/ANSLG C78.377-2008 – (American National Standard for
Chromaticity of Solid State Lighting Products) or similar approved International Standard.

6 Conventional (non-LED) Luminaires
Within the Luminaire:
The light source shall be of a standard proven lamp-type, energy-efficient with minimum lamp
efficacy of 80lm/lampW.
The lamps shall be from a reputed manufacturer with standard lamp-base type configuration and
shall have Class A1, A2 or A3 high-efficiency (hf) electronic control gear specified/provided. Class
B1 or B2 Conventional/wire-wound control gear is acceptable only for lamp-wattages above 150W
or for any application which is liable to extreme high temperatures; in excess of 50degreeC ambient
operation.
Allowed lamp types include Compact and Linear Tri-phosphor Fluorescent, Metal Halide, Induction,
and Plasma technologies.
Tungsten(GLS), mains or low-voltage Tungsten-Halogen lamp technologies are not acceptable for
use on DMA or DoT Sports Projects

7 Optical Control
The luminaire shall be fitted with optical refractors, diffusers and/or reflectors. Different optics shall
be proposed to exactly suit the specific applications. Independent laboratory photometric test
reports shall be submitted for the luminaire photometric files used in the lighting calculations. For
LED fixtures, or for LED components used within conventional fixtures, the testing should conform
to IESNA LM-79-08 standards.
8 LED Fixture Thermal Management
The LED modules shall be mounted on heavy duty heat sinks to ensure excellent head dissipation.
The design of the heat sinks shall be such that there is a direct thermal path from the led junctions
to the atmosphere thus providing a thermal transfer effect throughout the life of the luminaire. The
heat sinks shall be proprietary and designed by the lighting manufacturer to enable the luminaires
to work efficiently in Abu Dhabi climatic conditions. The luminaire shall be provided with a
demonstrated ventilation arrangement allowing heat to be dissipated to the atmosphere. The
luminaire shall be designed to prevent collection of debris on the heat sinks by proven and stated
means. The design shall be such that the luminaire shall be self cleaning in normal operation. The
luminaire shall be provided with a heavy-duty rugged cast aluminium adjustable slip fitter
mountable to suit the proposed pole. The Contractor shall coordinate with the LED fitting
manufacturer and pole/component manufacturer to make sure complete compatibility of the
products.

9 Ingress Protection
The luminaire gear and lamp or LED optical-unit components shall be externally fully rated to the
minimum IP(ingress Protection)-rating and IK(Mechanical Strength)-rating as set out below for each
specific fixture-type and have proven means of negating internal condensation build-up for their
application. All synthetic materials shall be 100% UV Stable, scratch resistant and fixings to be
non-standard, vandal resistant requiring special tools.

All low-level lighting fixtures shall have elements/components and glass suitably temperature rated
for touch at <75-degrees in a 50-degree ambient operating environment.
Any fixtures proposed to be operated pointed upwards and/or have optical components on the top
of fixtures, the fixture design must be suitably IP rated for their installed orientation and allow water
and debris not to collect on the glass/synthetic cover.
10 Copper Content
All Aluminium Die-cast components shall have a very low copper content of less than 0.1% for
corrosion resistance or similar proven methodology of protection. Please note the Municipalities’
and DoT’s Warranty requirements for the luminaire body as set in clause 47. Where different
materials are used in isolation, or together with aluminum alloy components, and where these
fixtures have specific corrosion resistant properties, suitable information shall be provided to the
relevant Municipality for assessment.
11 Brightness & Glare
For avoidance of discomfort and disability glare on projects the requirements of Estidama regarding
Communities section LC-R6: Light Pollution Reduction shall be adhered to for the project and
location. This includes providing the following information:
a) Ensuring the individual fixture source intensities are within Estidama allowances.
b) Ensuring the project surface brightness are within Estidama allowances
c) Ensuring project threshold and beyond-threshold illuminances are within Estidama allowances.
d) Ensuring scheme upward lighting component is within Estidama allowances
e) Ensuring Light Trespass vertical illuminances to surrounding properties are within Estidama
allowances.
f) Ensuring both curfew and non-curfew allowances are checked for all the above within
Estidama. Use of a well chosen control philosophy will ensure compliance with both levels.

12 Controls
Suitable controls shall be proposed for the sports activity/area to maximize the possibilities for
energy saving, reduction in maintenance and increased lamp-life. Daylight linking to ensure no
lighting circuits can remain on in daylight hours is statutory, whilst, if applicable, additional layers of
automatic control shall be proposed to be applied for any sports lighting to tailor the lighting to only
when sports activities are taking place. Also thought shall be given and a solution shall be
proposed, to split essential and non-essential lighting and to meet Estidama curfew and non-curfew
allowances.
Fixture Technical Data - For each type of lighting fixture, data on features, accessories,
finishes and the following shall be included:

13 Provide physical description of lighting fixture including dimensions.
14 Provide details of the control gear/driver(s) including, manufacturer, gear efficiency, catalogue
code, fixture imagery, certifications and input watts.
15 Provide luminaire photometric reports; including, luminaire catalogue numbers, luminaire, and full
light source (lamp or LED) specification information. Useful life lamp life data and all verification of
site lighting performance at that life.
16 Provide documentation of all calculations applied in deriving the proposed LLD and useful life.
17 Provide safety certification and file number as required for the luminaire family which shall be listed,
labelled, or identified per the National electric code (NEC). Applicable testing bodies are
determined by the US Occupational Safety Health Administration (OSHA) as Nationally
Recognized Testing Laboratories (NRTL) and include CSA (Canadian Standards Association), ETL
(Edison Testing Laboratory), UL (Underwriters Laboratory) and CE Conformance European
(Communaut Europ enne / Conformit Europ enne). Japanese electrical standard JET (Japan
Electrical Safety & Environment Technology Laboratories). Whole fixture with all components
including lamps/LEDs and gear shall be Certified as RoHS Compliant
Light Sources Technical Requirements - Within the fixture the light sources shall
meet the following requirements:

23 Luminaire manufacturer shall submit reliability reports indicating that the manufacturer of the LED
(chip, diode, or package) has performed Joint Electron Devices Engineering Council (JEDEC), or
similar International approved equivalent; reliability tests on the LEDs as follows. Factory pre-
release test reports shall be provided from the LED manufacturer duly complying to JEDEC
JESD22-A108C, or equivalent, for operating life tests at 85

30 Drivers shall a Total individual luminaire Harmonic Distortion (THD) of: ≤ 20%. In accordance with
ANSI C82.77 (2002). However the Contractor shall measure the harmonic at the supply point (LV
side of the distribution substation) after the installation of all the LED fixtures/circuits and adopt, if
required, harmonic compensation methods to limit the total harmonics distortion in the supply
voltage to maximum 5% as per IEEE 519 Regulations.
31 Driver Case (Tc

Humidity (RH). Driver/Fixture to have some means of built-in overheat thermal protection in the
form of automatic dimming or stepping/holding down of the driver where temperature exceeds
operational limits. Thermal cut-out devices which turn the fixture LEDs completely off are not
acceptable.
The Driver and driver output current must be shown to be fully tested and compatible with the exact
LED chips/engine of the luminaire. All information provided and the cost analysis/payback
calculations shall be calculated with the exact drive current including the calculation for the life
cycle, life and resultant increase or decrease of the energy consumption if applicable.
Wiring, Connections & Junction Boxes – In addition to the requirements of the
relevant Municipality’s or DoT’s Electrical Specification, the following requirements must be met:
32 All Junction boxes, cables, connections or control devices shall be integrated into the landscaping
through suitable concealed means in a logical and designed manner by the Consultant. The
proposed installation method(s), protection, maintenance methodology, accessibility, finishes and
locations shall be detailed and presented to either the relevant Municipality or DoT for Approval
prior to ordering.

LED Luminaire Requirements - The dedicated luminaire expected useful life (light
output) and Depreciation requirements for LED luminaires shall be as follows:
33 LED Useful Life Requirements
The useful life of the luminaire in terms of lumen output must be as specified by one of the following
two methods.
a/ As per LM-79-08 or approved International equivalent. Simplified B20-L70 threshold. A minimum
of 50,000 operating hours before reaching the B20-L70 lumen output degradation point with no
catastrophic failures. The B20-L70 lumen output must be capable of providing the luminance level
and uniformity.
b/ Site performance method. A life time of number of hours specified by the site based on
expected site lighting useful life must be capable of providing the luminance levels of uniformity.
34 LED Useful life testing and verification procedure
Simplified B20-L70 threshold. Perform LM-79-08 (or approved International equivalent) testing on
the luminaire at both time intervals of 0 hours and 6,000 hours. The luminaire shall be operated
continuously in the appropriate UL 1598/153 environment or equivalent except when it is removed
to perform the LM-79 light output tests. If the light output determined at 6,000 hours is ≥ 96% of the
light output determined at 0 hours, the luminaire meets the simplified B20-L70 threshold for useful
life.
35 LED Site Performance method
a/ Perform lumen depreciation testing per LM-80-08 (or approved International equivalent) on the
light sources (s) (module/array) for a minimum of 6000 hours (longer testing period is encouraged).
Identify the installed (in luminaire) operating temperature of the LED using the Ts point under
operating ambient temperature of 50-degreesC. From this interpolated curve, determine the lamp
lumen depreciation (LLD) value and useful life that meets the needs of the site defined hours of
operation to end of useful life as well as the luminance level and uniformity required.
Project Performance Requirement - The following factors shall be applied to
determine the performance requirements for all luminaire types:
36 Light Loss Factors (LLF)
LLF = LLD x LDD (Lamp Lumen Depreciation x Luminaire Dirt Depreciation)
a/ Assume Lamp Lumen Depreciation (LLD) 0.70 for dedicated luminaires except where
recommended otherwise by the luminaire manufacturer. Assume the appropriate effects from

life/temperature on the lumen output of the luminaire. Note: For LED fixtures the figure used should
only match the stated Lumen Depreciation value given by the manufacturer for 50,000-hour
operation at minimum 50degreeC ambient temperature. Manufacturer shall provide data to
demonstrate the 50,000-hour lumen depreciation factor at the minimum 50degC temperature as
required by the client. The method of calculation of lumen depreciation for 50,000 hrs shall be
reviewed and declared consistent with their data by the LED chip manufacturer.
b/ Assume Luminaire Dirt Depreciation (LDD) using appropriate and stated depreciation factors to
suit actual environment and resistance properties of the specific fixture.
Photobiological Safety The Manufacturer/Supplier shall provide a written undertaking to
the satisfaction of either the relevant Municipality or DoT of testing to the following standards:
37 Ensure luminaire complies with Photobiological Safety of lamps and lamp systems in accordance
with the requirements of BS EN 62471:2008 or A N S I / I E S N A R P - 2 7 . 3 - 0 . Provide proof of
testing and compliance with the standards with certification provided to prove the fixture is classed
as “Exempt”.
Schedule of Sports Area Lighting Design Levels The Consultant and
Contractor shall follow the following lighting design guidelines for all External Sports areas for
Municipality or DoT Projects:
38 Undertake all lighting design and lighting calculations to the
following DMA/DoT Design Standards:
The Contractor shall conduct a Field Performance test of the lighting installation(s) immediately
after energisation of the system in the presence of the Engineer. The test results shall meet the
lighting requirements identified in the above specifications and below table. Either the relevant
Municipality or DoT will take appropriate actions if the specified lighting levels/design intent are not
achieved and the Contractor will have to undertake remedial action to address the problems at his
cost and without delay to the Contract.
All Lighting Levels to following standard International Class classifications as follows.
NOTE. Class III shall be followed unless specifically required otherwise by the Project Brief:
 Class I - Top Level Competition.

39 Sports Lighting Methodology
The Illuminance, Uniformity and Glare requirements for sports activities are given in the above
table. For detailed lighting design and calculation criteria for all sports lighting calculations,
International Sports lighting guidance as listed under Clause 4 shall be followed.
The simplified procedure comprises of 6steps:
 Determination of required illuminance, uniformity and Glare Rating from
the Table in Clause 37.
 International Sports Lighting Guidance for determination of specific
Design and Calculation criteria.
 Choice of lamps and luminaires best suited to the sport and the area.
 Calculation of the number and wattage of fixtures to give the required
illuminance and meet lighting criteria.
 Determination of best mounting positions for luminaires;
 Specification of aiming directions for the luminaires.
Project Lighting Calculations - The following performance reports of the lighting
installation shall be submitted for approval along with the material submittal:
40 Computer Generated Photometric Analysis of Proposed DAY 1 (Defined as the initial illuminance
values):
This calculation is useful to ascertain the expected measurable light levels on site during the project
commissioning period. It should be noted that this is not considered a design calculation for the
project. The design calculation is undertaken in accordance with section 41 below.
a/ Provide average luminance/illuminance measurements and uniformity at grade. Spacing
between measurement points shall be as per CIBSE, CIE or IESNA standards or equivalent
European or International Standards and standard software settings.
b/ Computer calculations should use of the following applicable LLF value (in accordance with the
methodology set out in section 36 above): using variables 1.0 for both LLD and for LDD.
c/ The photometric data files shall be provided to either the relevant Municipality or DoT for

41 Computer Generated Photometric Analysis of Proposed FUTURE DATE (Defined as assuming
numerous thousands of hours of operation and using stated design/deliver illuminance values).
This calculation is considered the DESIGN calculation for the project.
a/ Provide average luminance/illuminance measurements and uniformity at grade. Spacing
between measurement points shall be as per CIBSE, CIE or IESNA standards or equivalent
European or International Standards and standard software settings.
b/ Computer calculation should use the LLF values (LLD x LDD). All as calculated under the
requirements set out in section 36 above.
c/ The photometric data files shall be provided to Consultant and either the relevant Municipality or
DoT for verification.
Quality Assurance
42 Either the relevant Municipality or DoT may request standard production model luminaire samples,
identical (including lamp/LED light source and control gear/driver package) to the proposed
specified product, to be installed for inspection. The Municipality or DoT may also request
independent testing of sample luminaires to verify luminaire performance and compliance with the
specifications. Testing shall be conducted as per the applicable IESNA, ANSI or approved
International equivalent and international approved methods of products using Solid Stage Lighting
(SSL - LED) sources. The relevant Municipality or DoT shall be sole judge regarding acceptability
of optical system performance. All testing certificates shall be from a Laboratory certified/approved
by UKAS or UL or has ISO 17025 or equivalent certification.
According to the requirements of the Project’s Contract documents, if required either the relevant
Municipality or DoT reserves the right to attend, or appoint a third party to attend, a factory
inspection.
Warranty
Luminaire Warranty - The Consultant/Contractor shall provide a written undertaking of the
Warranty from the Luminaire Supplier(s), accompanied with the written proof of the local
representative’s UAE Operating License and established UAE background, to the satisfaction of
either the relevant Municipality or DoT to warranty the materials and performance, as follows:
43 A written warranty for a minimum five (5) year on-site replacement material, fixture, finishes and
workmanship. On-site replacement includes transportation, removal and installation of new
product. Body and finish warranty shall include warranty against failure or substantial
deteriorations such as corrosion, blistering, cracking, peeling, chalking or fading with no cost to the
Municipality/DoT.
44 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for
defective or non-starting LED source assemblies with no cost to the Municipality/DoT.

45 A written warranty for a minimum five (5) year replacement material warranty on all supplied control
gear, ballasts, drivers, power supply units (PSUs) and in-built control components with no cost to
the Municipality/DoT.
46 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for
on-maintained luminance levels on all light sources (LED package, LED array, or LED module)
including, but not limited to the LED die, encapsulate, and phosphor. If the expected useful life of
the luminaire system is not maintained, then the manufacturer shall replace the light source(s) or
luminaire as needed with no cost to the Municipality/DoT.
47 A written warranty for a minimum ten (10) years against the deterioration of the housing, all
external components; such as lenses, gaskets & fastenings, and the fixture finishes including, but
not limited to, corrosion, yellowing, blistering, chalking, cracking, peeling or fading with no cost to
the Municipality/DoT.

1 All lighting poles and mounting accessories shall be selected along with the luminaires to match the
overall landscaping and furniture Masterplan and finishes. Poles and accessories shall be made up
of cast aluminium, extruded aluminium, wood, steel or stainless-steel. The finishes colour and
designs of the poles/accessories shall be as agreed with either the relevant Municipality or DoT for
the project.
Where required by design conditions structural reinforcing steel cores shall be used to reduce
deflection of pole for accessories’ weight requirements. If the steel core is in contact with any
aluminium materials, the manufacturer shall ensure that bi-metallic corrosion is prevented by
means approved by either the relevant Municipality or DoT. All poles and accessories shall be
linked by standard components, function and design.
Pole & Mounting Accessory Materials
2 a) Foundations. Structural analysis shall be submitted to show that the foundation design meets
the load of the given pole type in its “Fully Loaded” state. Unless otherwise stated it is assumed
the pole will sit above ground on a 100mm bed on non shrink grout. A Special design detail shall
be submitted by the Contractor to install poles above any tunnel/underpass structures. The design
details shall be submitted for either the relevant Municipality’s or DoT’s review and approval.
b) Service Hatches, Each pole shall have a service hatch approximately, 200mm from ground
level where the connection of cables can be made between the outside network and the pole and
accessories. The service hatch shall be accessible without removing any cover plate or cladding
from the pole base. The cover shall be fixed by two screws. The service hatch or hand hole cover
shall fixed with hinges made of corrosion resistant materials such as stainless steel grade 316(A4),
brass, hot-dip galvanized steel, etc. as applicable based on the pole and cover plate material and
shall be lockable by means submitted for either the relevant Municipality’s or DoT’s review and
approval.
c) Foundation conduits. Electric conduits shall be installed through foundation and shall enter
the poles from base plate.
d) Steel work. All steel work that is non stainless-steel shall be manufactured out of BS grade
S355 steel. Hot dipped galvanizing (100 Microns minimum coating thickness) surface treatment
shall be applied to both internal and external surfaces. All additional fixtures/accessories shall be
on steel attachments of BS Grade S275 with hot dipped galvanizing (100 microns minimum). Base
plate shall be manufactured as specified on the Drawings. Where steelwork is in contact with
aluminium work, the manufacturer shall ensure that bi-metallic corrosion is prevented by means
approved by either the relevant Municipality or DoT.
e) Aluminium work. Poles’ and accessory’s aluminium shall be made up of extruded aluminum
alloy (6063/6082-T6) which shall have an anodized protective coating finish to 25 microns. The
colour of the anodized finish shall be as approved by either the relevant Municipality or DoT. Any

transition rim shall be of cast aluminum alloy of grade LM6 having coating of minimum 100 microns
of polyester powder coating, type PE-SDF matching the approved colour of the anodized extruded
aluminium.
f) Wood. Wooden poles and mounting accessories shall be from a proven sustainable source and
suitable for use in the UAE environment. All materials and finishes shall be guaranteed against
cracking and fading and be 100% UV-stable.
g) Fixing Bracketry and Base Plate Covers. Pole/mounting brackets and base plate covers
(where applicable) shall be manufactured out of BS grade S275 Steel. This shall have high
strength, be easily machinable able to handle an array of finishes. All steel components shall be
hot-dip galvanized to a minimum thickness of 100microns and painted by means to be submitted to
either the relevant Municipality or DoT for approval.
h) Fasteners. All fasteners supplied shall be made of corrosion resistant materials such as
stainless steel;- Grade 316, brass, hot-dip galvanized steel etc, based on the materials with which it
will be in contact. Bi-metallic contact shall be properly designed to avoid any galvanic or bi-metallic
corrosion.
i) Electric Equipment. M8 x30 mm long threaded stud carrying two nuts and two washers shall
be provided as an earth point. It shall be located within the service hatch. The electrical
termination cutouts shall be supplied in accordance with either the relevant Municipality’s or DoT’s
Standards and requirements and as shown on the Drawings.
j) Copper Content. All Aluminium Die-cast components shall have a very low copper content of
less than 0.1%.
Assembly
3. a) Assembly of Poles, Pole fixtures and Fixtures. All poles and fixtures shall be complete with
all accessories and all necessary component assembly undertaken at the factory. The final
assembly of pole fixtures, fixtures and components shall be ready for installation at site without any
works required other than using suitable fixing tools.
b) Additional Assembly. Provisions shall be made where necessary and stated for the project on
a pole for enabling the fixing of other accessories such as fabric or electric banners, signage or
CCTV cameras heads by others after the installation of poles. These provisions shall allow for
future additional accessories to be added without having to remove the existing installed
accessories, luminaire brackets or the like. The provisions shall be such as to ensure the clean,
aesthetic look is maintained and shall allow for complete dismantling, when not in use, without
leaving behind any clamps, lugs, etc..
c) Pole Base Cladding. Where a decorative elements shall be used for the cladding at the base
of a pole it shall be made from laser-cut, anodized or PE-SDF powder-coated aluminium sheeting
and UV-stabilized, scratch-resistant polycarbonate incorporating LED lighting as shown on the
drawings. LED strip shall be hidden behind the polycarbonate sheet. The number and type of LED
shall be as advised and approved by either the relevant Municipality or DoT and all lighting
equipment must meet LED standards . LED wattage shall be finalized on product testing and clear
adhesive 3M VHB or equivalent, 1mm thick film shall be applied to aluminum prior to laser cutting.
Pattern shall be laser cut through both. Otherwise, adhesive shall bond aluminum to 6mm satin ice
100% UV-stable, scratch-resistant polycarbonate after forming.

Pole & Mounting Accessory Design Submission and
Production
4. a) Design for Strength. The poles shall be capable of withstanding a basic wind speed of 45 m/s
or 160 km/hr (3 second gust) when equipped with the actual number of lanterns and the associated
decorative fittings or accessories as confirmed by either the relevant Municipality or DoT.
Full product data shall be submitted, for the Municipality’s approval.
.
b) Notarized Statement. A notarized statement, attested by the UAE Embassy, certifying the
poles and fixtures were built conforming to the manufacturer’s approved drawings and meet the
design data, shall be submitted after completion of manufacture, and prior to delivery of poles or
pole fixtures to site. Pole/pole fixture delivery to project site shall not be accepted without this.
Quality Assurance
5. Either the relevant Municipality or DoT may request standard production model samples, identical
to the proposed products to be installed. The Municipality or DoT may request independent testing
of the sample poles and mounting accessories to verify the performance and compliance with the
specifications. The relevant Municipality or DoT shall be the sole judge regarding the acceptability
of the performance of the poles and accessories. According to the requirements of the Project’s
Contract documents, if required either the relevant Municipality or DoT reserves the right to attend,
or appoint a third party to attend, a factory inspection
Pole and Mounting Accessory Warranty
6. The Consultant/Contractor shall provide a written undertaking of the Warranty from the Luminaire
Supplier(s), accompanied with the written proof of the local representative’s UAE Operating
License and established UAE background, to the satisfaction of either the relevant Municipality or
DoT to warranty the materials and performance, as follows:
a) Provide a written minimum ten (10) year on-site replacement material, fixture finish, and
workmanship. On-site replacement included transpiration, removal and installation of new product.
Finish warranty shall include warranty against corrosion, failure or substantial deteriorations such
as blistering, cracking, peeling, chalking or fading. The warranty shall include for maintained
aesthetic integrity of the pole or mounting accessory, without any partial or complete separation,
dislocation, disjointing, flaring, etc. of any elements of the material assembly with no cost to the
Municipality/DoT.
b) Provide a written minimum ten (10) year replacement warranty for poles and mounting
accessories with no cost to the Municipality/DoT.
c) Provide a written minimum twenty (20) year replacement warranty for all wooden poles and
mounting accessories with no cost to Municipality/DoT.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 4 1 st November 2011 Part A – General Lighting Specification LED Lighting Requirements 1 As part of the overall Sustainable Lighting Strategy for Abu Dhabi, the DMA/DoT requires quality energy efficient technologies and solutions which are LED or equivalent to be put forward where ever possible. Where specific tasks may indeed be proved better performed by an energy-efficient lighting technology other than LED then either the relevant Municipality or DoT will accept their inclusion as an option in the design proposals and view the technical details before making a final decision. Where the total lighting installation needs to meet tight project budgetary constraints, then both LED options and traditional energy-efficient technology fixture options shall be tabled to either the relevant Municipality or DoT with full comparison costings and technical data in order for the final decision to be made. The additional technical specification requirements for LED fixtures necessary to ensure quality solutions are proposed is detailed within this specification alongside the basic lighting specification and design requirements. Solar Lighting Requirements 2 The DMA/DoT strives to be a leader in sustainability and as part of this aim it is required that for every park and public realm lighting project the Consultant shall explore the current viability and options for solar lighting solutions in the marketplace and propose where best it can be offered for incorporation into the project. Particular attention should be paid to areas of the project which might provide specific advantages for having some solar lighting technology and/or their cost of implementation can be mitigated by other factors. These include, but are not limited to, interactive/awareness zones, integrated with local structures, isolated areas without current electrical infrastructure, dedicated sports areas, children’s play areas, sculptures/arts or specific paths. Either the relevant Municipality or DoT may require detailed cost/payback analysis to develop any approved options through to Detailed Design and Tender Issue.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 5 1 st November 2011 General Lighting Requirements 3 The design, specification, calculation, manufacturing, testing, shipment, installation and performance of lighting system shall be in accordance with the applicable requirements of all either the relevant Municipality’s or DoT’s general electrical standards for electrical distribution works, except as specified herein. Copies should be requested from either the relevant Municipality or DoT if not already held. The luminaires shall be designed to operate continuously at the specified ambient temperature and humidity with special attention given to the occasional sand storms and dusty weather in specifying/designing the luminaire body. The manufacturers shall guarantee adherence to this Specification and the performance of their luminaires under all the required design conditions. The Consultant shall be responsible to ensure that the project and product specifications are fully in compliance, without any deviation from this Specification prior to forwarding to either the relevant Municipality or DoT for approval. Any deviation should be brought to the notice of the Municipality/DoT. The Consultant shall ensure in his design the following: integration, coordination, functionality and accessibility of these services. It shall be the Consultant’s responsibility to bring the system to the design & operating and maintenance conditions. The Consultant shall as requested by the relevant Municipality or DoT provide full cost analysis including payback assessments as required for the project and in accordance with the instructions given by the Municipality/DoT. 4 The luminaires shall be provided with suitable optical assemblies for their locations and tasks as indicated on the drawings and shall provide efficient even glare-free illumination with correct cut-off angles as set out in CIE 126-1997 (Guidelines for Minimizing Sky Glow. Commission Internationale de L 'Eclairage / 01-Jan-1997) and the overall requirements for Estidama Communities projects as applicable for the area and zone of the project. The luminaire housings shall be of either extruded aluminium or die cast aluminium with very low copper-content and high corrosive resistance. The finish coating for housing shall be with an anti- corrosive anodized/painting process or equivalent, providing excellent UV and environmental exposure resistance to fading, peeling cracking or corrosion. The control gear/driver(s) shall be integral or remote as applicable, encapsulated/potted or non-potted as applicable for the fixture and protected in a waterproof(IP) environment, enabling access to the gear for easy maintenance requirements. The fixtures shall be CE or UL certified, or comply with equivalent international standards with all certification made available if requested. Construction 6 LED Luminaires Within the Luminaire: The light source shall be high brightness white light emitting Diodes (LEDs) with individual minimum efficacy of at least 75lm/W arranged modularly to provide the required lighting output. All lumen figures shall be Deliver (Hot) Lumens and all fixtures must have certification provided to show compliance with the listed relevant standards and technical requirements of this specification. The LEDs shall be from a reputed manufacturer of LEDs with proven past performance in accordance with ANSI/NEMA/ANSLG C78.377-2008 – (American National Standard for Chromaticity of Solid State Lighting Products) or similar approved International Standard. They shall only be from MacAdam Ellipse Step-2, Step-3 or Step-4 Bins. Step-7 Binning is not acceptable. The CRI ≥80 The LEDs shall be removable/replaceable on site by modular means without any possible risk to maintaining luminaire photometry and without the need to demount the fixtures for sake of future upgrading/maintenance requirements.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 8 1 st November 2011 Whole Luminaire Efficacy: The optimum efficiency of the luminaire shall be confirmed as follows: Minimum luminaire efficacy shall be: ≥ 50llm/cctW (@min50-degC, min95%RH Which is given as Total Luminaire Design(Deliver) Lumen Output (llm) over Total Luminaire Circuit Watts(cctW) at minimum 50-degrees Centigrade Operating Outside Ambient Temperature and minimum 95% Relative Humidity. Luminaire Maximum % Direct Uplight shall be as CIE 126-1997 and as required/allowed for the project for the Estidama application as applicable. Please note the importance of providing the correct lumen output figures for minimum 50degreeC ambient temperature operation of the luminaire. The above figure must not be based on using lumen output given for the standard 25degreeC or 35degreeC ambient lab test results unless stated that they are the same. 7 Conventional (non-LED) Luminaires Within the Luminaire: The light source shall be of a standard proven lamp-type, energy-efficient with minimum lamp efficacy of 60lm/lampW. The lamps shall be from a reputed manufacturer with standard lamp-base type configuration and shall have Class A1, A2 or A3 high-efficiency (hf) electronic control gear specified/provided. Class B1 or B2 Conventional/wire-wound control gear is acceptable only for lamp-wattages above 150W or for any application which is liable to extreme high temperatures; in excess of 50degreeC ambient operation. Allowed lamp types include Compact and Linear Tri-phosphor Fluorescent, Metal Halide, Induction, Plasma and efficient electro-luminescent technologies. Tungsten(GLS), mains or low-voltage Tungsten-Halogen and Xenon lamp technologies are not acceptable for use on either DMA or DoT Projects The CRI ≥80 All lamps and gear shall be removable/replaceable on site without any possible risk to maintaining luminaire photometry, the IP rating, causing any degradation and without the need to demount the fixtures for sake of future upgrading/maintenance requirements.

Different optics shall be proposed to exactly suit the specific applications. Independent laboratory photometric test reports shall be submitted for the luminaire photometric files used in the lighting calculations. For LED fixtures, or for LED components used within conventional fixtures, the testing should conform to IESNA LM-79-08 standards. 9 LED Fixture Thermal Management The LED modules shall be mounted on heavy duty heat sinks to ensure excellent head dissipation. The design of the heat sinks shall be such that there is a direct thermal path from the led junctions to the atmosphere thus providing a thermal transfer effect throughout the life of the luminaire. The heat sinks shall be proprietary and designed by the lighting manufacturer to enable the luminaires to work efficiently in Abu Dhabi climatic conditions. The luminaire shall be provided with a demonstrated ventilation arrangement allowing heat to be dissipated to the atmosphere. The luminaire shall be designed to prevent collection of debris on the heat sinks by proven and stated means. The design shall be such that the luminaire shall be self cleaning in normal operation. The luminaire shall be provided with a heavy-duty rugged cast aluminium adjustable slip fitter mountable to suit the proposed pole. The Contractor shall coordinate with the LED fitting manufacturer and pole/component manufacturer to make sure complete compatibility of the products.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 10 1 st November 2011 10 Ingress Protection The luminaire gear and lamp or LED optical-unit components shall be externally fully rated to the minimum IP(ingress Protection)-rating and IK(Mechanical Strength)-rating as set out below for each specific fixture-type and have proven means of negating internal condensation build-up for their application. All synthetic materials shall be 100% UV Stable, scratch resistant and fixings to be non-standard, vandal resistant requiring special tools. Fixture Type Minimum IP-rating IK-rating Column Fixture IP-65 IK07-10 Bollard IP-65/66 (appropriate to location) IK07-10 In-ground (buried) IP-67(top and bottom) IK08-10 Floodlight IP-66 IK07-10 Bulkhead IP-65 IK07-10 Underwater Fixture IP-68(including all connections) IK10 Specials IP-65-68(to suit type/application) IK07-10 All low-level lighting fixtures must have elements/components and glass suitably temperature rated for touch at <75-degrees in a minimum 50-degree ambient operating environment. Any fixtures proposed to be operated pointed upwards and/or have optical components on the top of fixtures, the fixture design must be suitably IP rated for their installed orientation and allow water and debris not to collect on the glass/synthetic cover. 11 Copper Content All Aluminium Die-cast components shall have a very low copper content of less than 0.1% for corrosion resistance or similar proven methodology of protection. Please note the Municipalities’ and DoT’s Warranty requirements for the luminaire body as set in clause 51. Where different materials are used in isolation, or together with aluminum alloy components, and where these fixtures have specific corrosion resistant properties, suitable information must be provided to either the relevant Municipality or DoT for assessment. 12 Brightness & Glare For avoidance of discomfort and disability glare on projects the requirements of Estidama regarding Communities section LC-R6: Light Pollution Reduction shall be adhered to for the project and location. This includes providing the following information: a) Ensuring the individual fixture source intensities are within Estidama allowances. b) Ensuring the project surface brightness are within Estidama allowances c) Ensuring project threshold and beyond-threshold illuminances are within Estidama allowances.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 11 1 st November 2011 d) Ensuring scheme upward lighting component is within Estidama allowances e) Ensuring Light Trespass vertical illuminances to surrounding properties are within Estidama allowances. f) Ensuring both curfew and non-curfew allowances are checked for all the above within Estidama. Use of a well chosen control philosophy will ensure compliance with both levels. Refer also to clause 13 below. 13 Controls Suitable controls shall be proposed for the scheme to maximize the possibilities for energy saving, reduction in maintenance and increased lamp-life. Daylight linking to ensure no lighting circuits can remain on in daylight hours is statutory for the whole project whilst additional layers of control shall be applied for sports lighting areas, to split essential and non-essential lighting and to meet Estidama curfew and non-curfew allowances. Consideration can be given for control-separation of pathway/transitional lighting circuits from accent/landscaping lighting circuits on different time settings and specific to the area and project requirements. 14 Coloured/RGB Lighting fixtures All proposed fixtures designed for coloured or colour-changing(RGB) lighting applications shall be LED fixtures and utilize LED sources and components where ever possible. In addition pure coloured LEDs shall be utilized where ever possible over rather than white LEDs and coloured filters/diffusers due to the higher losses and thus higher wattage requirements associated with using coloured filters. (refer to clause 42 for more information) Fixture Technical Data - For each type of lighting fixture, data on features, accessories, finishes and the following shall be included: Note. Issue separate supporting documents if required. 15 Provide physical description of lighting fixture including dimensions. 16 Provide details of the control gear/driver(s) including, manufacturer, gear efficiency, catalogue code, fixture imagery, certifications and input watts. 17 Provide luminaire photometric reports; including, luminaire catalogue numbers, luminaire, and full light source (lamp or LED) specification information. Useful life lamp life data and all verification of site lighting performance at that life. 18 Provide documentation of all calculations applied in deriving the proposed LLD and useful life.

Applicable testing bodies are determined by the US Occupational Safety Health Administration (OSHA) as Nationally Recognized Testing Laboratories (NRTL) and include CSA (Canadian Standards Association), ETL (Edison Testing Laboratory), UL (Underwriters Laboratory) and CE Conformance European (Communaut Europ enne / Conformit Europ enne). Japanese electrical standard JET (Japan Electrical Safety & Environment Technology Laboratories). Whole fixture with all components including lamps/LEDs and gear shall be Certified as RoHS Compliant Light Sources Technical Requirements - Within the fixture the light sources shall meet the following requirements: Note. Attach separate supporting documents if required. 20 Operating temperature rating shall be between – 40 o C and minimum +50 o C at a minimum 95% Relative Humidity (RH). 21 Storage (i.e. non-operating/daytime) temperature : all LED components to be designed to tolerate between – 40 o C and minimum +80 o C at a minimum 95% Relative Humidity (RH). 22 Correlated colour temperature (CCT) : 2700-4200K (white light sources only, not applicable for coloured or RGB sources) 23 Colour rendering index (CRI) : ≥ Ra80 (white light sources only) LED Sources - Specific Technical Requirements - Within the fixture the LED sources shall meet the following requirements: Note. Attach separate supporting documents if required. 24 Confirm the actual/final Correlated Colour Temperature (CCT) of light source for White LEDs as part of the luminaire optical package. For RGB or coloured LEDs provide wavelength. Confirm the actual/final Colour-Rendering Index (CRI/Ra) of light source for White LEDs as part of the luminaire optical package. 25 Luminaire manufacturer shall submit reliability reports indicating that the manufacturer of the LED (chip, diode, or package) has performed Joint Electron Devices Engineering Council (JEDEC), or similar International approved equivalent; reliability tests on the LEDs as follows. Factory pre- release test reports shall be provided from the LED manufacturer duly complying to JEDEC JESD22-A108C, or equivalent, for operating life tests at 85 o C Ambient temperature and also for humidity and salt atmosphere corrosion tests. Standards and tests used must be stated.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 13 1 st November 2011 Control Gear Technical Requirements - Within the fixture the control gear: ballasts/drivers shall meet the following requirements: 26 Control gear shall be high-frequency (hf) electronic version and be switchable, dimmable as required and fully compatible with the proposed control philosophy and equipment. Control gear shall have a minimum efficiency of 85%.High-loss wire-wound ballasts and inefficient control gear is not acceptable. Case (Tc o C) Temperature rating -40 o C to +80 o C at 95% Relative Humidity (RH). 27 All Control gear shall be integral to the fixture wherever possible. If integral gear is not possible due to project/design constraints, and thus adjacent control gear housings or remote (group) control gear is specified, the proposed installation method, wiring, protection, maintenance methodology, finishes and locations shall be detailed and presented to either the relevant Municipality or DoT for Approval prior to ordering. 28 Input voltage; capable of 120-277 volt, single phase or as required by the site. 29 Power supplies can be UL Class 1 or II output or similar European CE or International equivalent. 30 Surge protection: Must be tested in accordance to the requirements of IEEE/ASNI C62.41.2-2002, Scenario I Location Category C or International equivalent. 31 Gear shall have a Power Factor (PF) of L: ≥ 0.90. Gear shall comply with FCC 47 cfr part 18 non-consumer RFI.EMI standards or equivalent. Gear shall be RoHS Compliant. LED Drivers – Specific Technical Requirements - Within the fixture the LED driver(s) shall meet the following requirements: 32 Drivers shall have a Total individual luminaire Harmonic Distortion (THD) of: ≤ 20% in accordance with ANSI C82.77 (2002). However the Contractor shall measure the harmonic at the supply point (LV side of the distribution substation) after the installation of all the LED fixtures/circuits and adopt if required, harmonic compensation methods to limit the total harmonics distortion in the supply voltage to maximum 5% as per IEEE 519 Regulations. 33 Driver Case (Tc o C) Temperature rating -40 o C to minimum +80 o C and at a minimum 95% Relative Humidity (RH). Driver/Fixture to have some means of built-in overheat thermal protection in the form of automatic dimming or stepping/holding down of the driver where temperature exceeds operational limits. Thermal cut-out devices which turn the fixture LEDs completely off are not acceptable. The Driver and driver output current must be shown to be fully tested and compatible with the exact LED chips/engine of the luminaire. All information provided and the cost analysis/payback calculations shall be calculated with the exact drive current including the calculation for the life cycle, life and resultant increase or decrease of the energy consumption if applicable.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 14 1 st November 2011 Wiring, Connections & Junction Boxes – In addition to the requirements of either the relevant Municipality’s or DoT’s Electrical Specifications, the following requirements must be met: 34 All Junction boxes, cables, connections or control devices shall be integrated into the landscaping through suitable concealed means in a logical and designed manner by the Consultant. The proposed installation method(s), protection, maintenance methodology, accessibility, finishes and locations shall be detailed and presented to either the relevant Municipality or DoT for Approval prior to ordering. LED Luminaire Requirements - The dedicated luminaire expected useful life (light output) and Depreciation requirements for LED luminaires shall be as follows: 35 LED Useful Life Requirements The useful life of the luminaire in terms of lumen output must be as specified by one of the following two methods. a/ As per LM-79-08 or approved International equivalent. Simplified B20-L70 threshold. A minimum of 50,000 operating hours before reaching the B20-L70 lumen output degradation point with no catastrophic failures. The B20-L70 lumen output must be capable of providing the luminance level and uniformity. b/ Site performance method. A life time of number of hours specified by the site based on expected site lighting useful life must be capable of providing the luminance levels of uniformity. 36 LED Useful life testing and verification procedure Simplified B20-L70 threshold. Perform LM-79-08 (or approved International equivalent) testing on the luminaire at both time intervals of 0 hours and 6,000 hours. The luminaire shall be operated continuously in the appropriate UL 1598/153 environment or equivalent except when it is removed to perform the LM-79 light output tests. If the light output determined at 6,000 hours is ≥ 96% of the light output determined at 0 hours, the luminaire meets the simplified B20-L70 threshold for useful life. 37 LED Site Performance method a/ Perform lumen depreciation testing per LM-80-08 (or approved International equivalent) on the light sources (s) (module/array) for a minimum of 6000 hours (longer testing period is encouraged). Identify the installed (in luminaire) operating temperature of the LED using the Ts point under operating ambient temperature of 50-degreesC. From this interpolated curve, determine the lamp lumen depreciation (LLD) value and useful life that meets the needs of the site defined hours of operation to end of useful life as well as the luminance level and uniformity required.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 15 1 st November 2011 Project Performance Requirement - The following factors shall be applied to determine the performance requirements for all luminaire types: 38 Light Loss Factors (LLF) LLF = LLD x LDD (Lamp Lumen Depreciation x Luminaire Dirt Depreciation) a/ Assume Lamp Lumen Depreciation (LLD) 0.70 for dedicated luminaires except where recommended otherwise by the luminaire manufacturer. Assume the appropriate effects from life/temperature on the lumen output of the luminaire. Note: For LED fixtures the figure used should only match the stated Lumen Depreciation value given by the manufacturer for 50,000-hour operation at minimum 50degreeC ambient temperature. Manufacturer shall provide data to demonstrate the 50,000-hour lumen depreciation factor at the minimum 50degC temperature as required by either the relevant Municipality or DoT. The method of calculation of lumen depreciation for 50,000 hrs shall be reviewed and declared consistent with their data by the LED chip manufacturer. b/ Assume Luminaire Dirt Depreciation (LDD) using appropriate and stated depreciation factors to suit actual environment and resistance properties of the specific fixture. Photobiological Safety The Manufacturer/Supplier shall provide a written undertaking to the satisfaction of either the relevant Municipality or DoT of testing to the following standards: 39 Ensure luminaire complies with Photobiological Safety of lamps and lamp systems in accordance with the requirements of BS EN 62471:2008 or A N S I / I E S N A R P - 2 7 . 3 - 0 . Provide proof of testing and compliance with the standards with certification provided to prove the fixture is classed as “Exempt”.

Precise requirements for the architectural illuminance of buildings, facades and structures cannot be given so specifically because the values are affected by many more variables. However, the general recommendations of the below table are a useful starting point and are DMA/DoT maximum average illuminance limits for design. Better design criteria should be obtained and provided to either the relevant Municipality or DoT on the reflectance of the surface material, its state of cleanliness and the district brightness; it is assumed that the building surface is reasonably matt; specular finishes will require additional special consideration. The simplified procedure comprises of 5 steps:  Determination of required illuminance;  Choice of lamps and floodlights best suited to the project;  Calculation of the number and wattage of floodlights and/or architectural feature lights needed to give the required illuminance;  Determination of best mounting positions for floodlights;  Specification of aiming directions for the floodlights. *Based on reflectance for a white light. Values will need to be adapted for light sources with a defined colour, illuminance shall then be defined in accordance with clause 40 and be decided with site trials/mock-ups. **Typical districts are: Low Brightness – Rural, Medium Brightness – Suburban, High Brightness – Town and City Centres. Also attractive effects are sometimes achieved by using light of different colours at different times and/or in specific locations. The following table gives the factors by which the calculated illuminance based upon white light, has to be increased in order to achieve the same apparent value visually where coloured filters are proposed. These factors take into account the fact that coloured light is more conspicuous but also the transmission losses of different filter colours. Where ever colour is proposed these are only general guidelines and it is always suggested to use actual filter transmission values, physically test and if necessary mock-up the proposal before finalizing the design and fixture specifications. . 43 Coloured Light when using Coloured and RGB LEDs Coloured LEDs, emit coloured light directly from the chip without additional filtering required. As such the values obtained within lighting design software from luminaire photometry can accurately compared against white light fixtures and the resultant illuminance and luminance figures a good guide to effectiveness. Conversion factors do not need to be applied as the outputs in all colours is achieved at 100% of the rated outputs. However it is always suggested to physically test and if necessary mock-up any coloured lighting solutions within the proposal before finalizing the design and fixture specifications. Project Lighting Calculations - The following performance reports of the lighting installation shall be submitted for approval along with the material submittal: 44 Computer Generated Photometric Analysis of Proposed DAY 1 (Defined as the initial illuminance values): This calculation is useful to ascertain the expected measurable light levels on site during the project commissioning period. It should be noted that this is not considered a design calculation for the project. The design calculation is undertaken in accordance with section 45 below. This calculation is considered the DESIGN calculation for the project. a/ Provide average luminance/illuminance measurements and uniformity at grade. Spacing between measurement points shall be as per CIBSE, CIE or IESNA standards or equivalent European or International Standards and standard software settings. b/ Computer calculation should use the LLF values (LLD x LDD). All as calculated under the requirements set out in section 38 above. c/ The photometric data files shall be provided to Consultant and either the relevant Municipality or DoT for verification Quality Assurance 46 Either the relevant Municipality or DoT may request standard production model luminaire samples, identical (including lamp/LED light source and control gear/driver package) to the proposed specified product, to be installed for inspection. The Municipality or DoT may also request independent testing of sample luminaires to verify luminaire performance and compliance with the specifications. Testing shall be conducted as per the applicable IESNA, ANSI or approved International equivalent and international approved methods of products using Solid Stage Lighting (SSL - LED) sources. The relevant Municipality or DoT shall be sole judge regarding acceptability of optical system performance. All testing certificates shall be from a Laboratory certified/approved by UKAS or UL or has ISO 17025 or equivalent certification. According to the requirements of the Project’s Contract documents, if required the relevant Municipality or DoT reserve the right to attend, or appoint a third party to attend, a factory inspection. Warranty Luminaire Warranty - The Consultant/Contractor shall provide a written undertaking of the Warranty from the Luminaire Supplier(s), accompanied with the written proof of the local representative’s UAE Operating License and established UAE background, to the satisfaction of either the relevant Municipality or DoT to warranty the materials and performance, as follows: 47 A written warranty for a minimum five (5) year on-site replacement material, fixture, finishes and workmanship. On-site replacement includes transportation, removal and installation of new

Body and finish warranty shall include warranty against failure or substantial deteriorations such as corrosion, blistering, cracking, peeling, chalking or fading with no cost to the Municipality/DoT. 48 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for defective or non-starting LED source assemblies with no cost to the Municipality/DoT. 49 A written warranty for a minimum five (5) year replacement material warranty on all supplied control gear, ballasts, drivers, power supply units (PSUs) and in-built control components with no cost to the Municipality/DoT. 50 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for on-maintained luminance levels on all light sources (LED package, LED array, or LED module) including, but not limited to the LED die, encapsulate, and phosphor. If the expected useful life of the luminaire system is not maintained, then the manufacturer shall replace the light source(s) or luminaire as needed with no cost to the Municipality/DoT. 51 A written warranty for a minimum ten (10) years against the deterioration of the housing, all external components; such as lenses, gaskets & fastenings, and the fixture finishes including, but not limited to, corrosion, yellowing, blistering, chalking, cracking, peeling or fading with no cost to the Municipality/DoT.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 22 1 st November 2011 Part B – Lighting for Sports Area Use LED Lighting Requirements 1 As part of the overall Sustainable Lighting Strategy for Abu Dhabi, the DMA/DoT requires quality energy efficient technologies and solutions which are LED or equivalent to be put forward where ever possible. Where specific tasks may indeed be proved better performed by an energy-efficient lighting technology other than LED then either the relevant Municipality or DoT will accept their inclusion as an option in the design proposals and view the technical details before making a final decision. Where the total lighting installation needs to meet tight project budgetary constraints, then both LED options and traditional energy-efficient technology fixture options shall be tabled to either the relevant Municipality or DoT with full comparison costings and technical data in order for the final decision to be made. The additional technical specification requirements for LED fixtures necessary to ensure quality solutions are proposed is detailed within this specification alongside the basic lighting specification and design requirements. General Lighting Requirements 2 The design, specification, calculation, manufacturing, testing, shipment, installation and performance of lighting system shall be in accordance with the applicable requirements of all either the relevant Municipality’s or DoT’s general electrical standards for electrical distribution works, except as specified herein. Copies should be requested from either the relevant Municipality or DoT if not already held. The luminaires shall be designed to operate continuously at the specified ambient temperature and humidity with special attention given to the occasional sand storms and dusty weather in specifying/designing the luminaire body. The manufacturers shall guarantee adherence to this Specification and the performance of their luminaires under all the required design conditions. The consultant shall be responsible to ensure that the project and product specifications are fully in compliance, without any deviation from this Specification prior to forwarding to either the relevant Municipality or DoT for approval. Any deviation should be brought to the notice of the Municipality. The Consultant shall ensure in his design the following: integration, coordination, functionality and accessibility of these services. It shall be the Consultant’s responsibility to bring the system to the design & operating and maintenance conditions. The Consultant shall as requested by either the relevant Municipality or DoT provide full cost analysis including payback assessments as required for the project and in accordance with the instructions given by the Municipality/DoT. 3 The luminaires shall be provided with suitable optical assemblies for their locations and tasks as indicated on the drawings and shall provide efficient even glare-free illumination with correct cut-off angles as set out in CIE 126-1997 (Guidelines for Minimizing Sky Glow. The luminaire housings shall be of either extruded aluminium or die cast aluminium with very low copper-content and high corrosive resistance. The finish coating for housing shall be with an anti- corrosive anodized/painting process or equivalent, providing excellent UV and environmental exposure resistance to fading, peeling cracking or corrosion. The control gear/driver(s) shall be integral or remote as applicable, encapsulated/potted or non-potted as applicable for the fixture and protected in a waterproof(IP) environment, enabling access to the gear for easy maintenance requirements. The fixtures shall be CE or UL certified, or comply with equivalent international standards with all certification made available if requested. Construction 5 LED Luminaires Within the Luminaire: The light source shall be high brightness white light emitting Diodes (LEDs) with individual minimum efficacy of at least 100lm/W arranged modularly to provide the required lighting output. All lumen figures shall be Deliver (Hot) Lumens and all fixtures must have certification provided to show compliance with the listed relevant standards and technical requirements of this specification. The LEDs shall be from a reputed manufacturer of LEDs with proven past performance in accordance with ANSI/NEMA/ANSLG C78.377-2008 – (American National Standard for Chromaticity of Solid State Lighting Products) or similar approved International Standard. They shall only be from MacAdam Ellipse Step-2, Step-3 or Step-4 Bins. Step-7 Binning is not acceptable. The CRI ≥60 The LEDs shall be removable/replaceable on site by modular means without any possible risk to maintaining luminaire photometry and without the need to demount the fixtures for sake of future upgrading/maintenance requirements.

The above figure must not be based on using lumen output given for the standard 25degreeC or 35degreeC ambient lab test results unless stated that they are the same. 6 Conventional (non-LED) Luminaires Within the Luminaire: The light source shall be of a standard proven lamp-type, energy-efficient with minimum lamp efficacy of 80lm/lampW. The lamps shall be from a reputed manufacturer with standard lamp-base type configuration and shall have Class A1, A2 or A3 high-efficiency (hf) electronic control gear specified/provided. Class B1 or B2 Conventional/wire-wound control gear is acceptable only for lamp-wattages above 150W or for any application which is liable to extreme high temperatures; in excess of 50degreeC ambient operation. Allowed lamp types include Compact and Linear Tri-phosphor Fluorescent, Metal Halide, Induction, and Plasma technologies. Tungsten(GLS), mains or low-voltage Tungsten-Halogen lamp technologies are not acceptable for use on DMA or DoT Sports Projects The CRI ≥60 All lamps and gear shall be removable/replaceable on site without any possible risk to maintaining luminaire photometry, the IP rating, causing any degradation and without the need to demount the fixtures for sake of future upgrading/maintenance requirements.

Different optics shall be proposed to exactly suit the specific applications. Independent laboratory photometric test reports shall be submitted for the luminaire photometric files used in the lighting calculations. For LED fixtures, or for LED components used within conventional fixtures, the testing should conform to IESNA LM-79-08 standards. 8 LED Fixture Thermal Management The LED modules shall be mounted on heavy duty heat sinks to ensure excellent head dissipation. The design of the heat sinks shall be such that there is a direct thermal path from the led junctions to the atmosphere thus providing a thermal transfer effect throughout the life of the luminaire. The heat sinks shall be proprietary and designed by the lighting manufacturer to enable the luminaires to work efficiently in Abu Dhabi climatic conditions. The luminaire shall be provided with a demonstrated ventilation arrangement allowing heat to be dissipated to the atmosphere. The luminaire shall be designed to prevent collection of debris on the heat sinks by proven and stated means. The design shall be such that the luminaire shall be self cleaning in normal operation. The luminaire shall be provided with a heavy-duty rugged cast aluminium adjustable slip fitter mountable to suit the proposed pole. The Contractor shall coordinate with the LED fitting manufacturer and pole/component manufacturer to make sure complete compatibility of the products.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 27 1 st November 2011 9 Ingress Protection The luminaire gear and lamp or LED optical-unit components shall be externally fully rated to the minimum IP(ingress Protection)-rating and IK(Mechanical Strength)-rating as set out below for each specific fixture-type and have proven means of negating internal condensation build-up for their application. All synthetic materials shall be 100% UV Stable, scratch resistant and fixings to be non-standard, vandal resistant requiring special tools. Any fixtures proposed to be operated pointed upwards and/or have optical components on the top of fixtures, the fixture design must be suitably IP rated for their installed orientation and allow water and debris not to collect on the glass/synthetic cover. 10 Copper Content All Aluminium Die-cast components shall have a very low copper content of less than 0.1% for corrosion resistance or similar proven methodology of protection. Please note the Municipalities’ and DoT’s Warranty requirements for the luminaire body as set in clause 47. Where different materials are used in isolation, or together with aluminum alloy components, and where these fixtures have specific corrosion resistant properties, suitable information shall be provided to the relevant Municipality for assessment. 11 Brightness & Glare For avoidance of discomfort and disability glare on projects the requirements of Estidama regarding Communities section LC-R6: Light Pollution Reduction shall be adhered to for the project and location. This includes providing the following information: a) Ensuring the individual fixture source intensities are within Estidama allowances. b) Ensuring the project surface brightness are within Estidama allowances c) Ensuring project threshold and beyond-threshold illuminances are within Estidama allowances. d) Ensuring scheme upward lighting component is within Estidama allowances e) Ensuring Light Trespass vertical illuminances to surrounding properties are within Estidama allowances. f) Ensuring both curfew and non-curfew allowances are checked for all the above within Estidama. Use of a well chosen control philosophy will ensure compliance with both levels. Refer also to clause 12 below.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 28 1 st November 2011 12 Controls Suitable controls shall be proposed for the sports activity/area to maximize the possibilities for energy saving, reduction in maintenance and increased lamp-life. Daylight linking to ensure no lighting circuits can remain on in daylight hours is statutory, whilst, if applicable, additional layers of automatic control shall be proposed to be applied for any sports lighting to tailor the lighting to only when sports activities are taking place. Also thought shall be given and a solution shall be proposed, to split essential and non-essential lighting and to meet Estidama curfew and non-curfew allowances. Fixture Technical Data - For each type of lighting fixture, data on features, accessories, finishes and the following shall be included: Note. Issue separate supporting documents if required. 13 Provide physical description of lighting fixture including dimensions. 14 Provide details of the control gear/driver(s) including, manufacturer, gear efficiency, catalogue code, fixture imagery, certifications and input watts. 15 Provide luminaire photometric reports; including, luminaire catalogue numbers, luminaire, and full light source (lamp or LED) specification information. Useful life lamp life data and all verification of site lighting performance at that life. 16 Provide documentation of all calculations applied in deriving the proposed LLD and useful life. 17 Provide safety certification and file number as required for the luminaire family which shall be listed, labelled, or identified per the National electric code (NEC). Applicable testing bodies are determined by the US Occupational Safety Health Administration (OSHA) as Nationally Recognized Testing Laboratories (NRTL) and include CSA (Canadian Standards Association), ETL (Edison Testing Laboratory), UL (Underwriters Laboratory) and CE Conformance European (Communaut Europ enne / Conformit Europ enne). Japanese electrical standard JET (Japan Electrical Safety & Environment Technology Laboratories). Whole fixture with all components including lamps/LEDs and gear shall be Certified as RoHS Compliant Light Sources Technical Requirements - Within the fixture the light sources shall meet the following requirements: Note. Attach separate supporting documents if required. 18 Operating temperature rating shall be between – 40 o C and minimum +50 o C at a minimum 95% Relative Humidity (RH).

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 29 1 st November 2011 19 Storage (i.e. non-operating/daytime) temperature : all LED components to be designed to tolerate between – 40 o C and minimum +80 o C at a minimum 95% Relative Humidity (RH). 20 Correlated colour temperature (CCT) : 4200-6000K 21 Colour rendering index (CRI) : ≥ Ra60 LED Sources - Specific Technical Requirements - Within the fixture the LED sources shall meet the following requirements: Note. Attach separate supporting documents if required. 22 Confirm the actual/final Correlated Colour Temperature (CCT) of light source for LEDs as part of the luminaire optical package. Confirm the actual/final Colour-Rendering Index (CRI/Ra) of light source for LEDs as part of the luminaire optical package. 23 Luminaire manufacturer shall submit reliability reports indicating that the manufacturer of the LED (chip, diode, or package) has performed Joint Electron Devices Engineering Council (JEDEC), or similar International approved equivalent; reliability tests on the LEDs as follows. Factory pre- release test reports shall be provided from the LED manufacturer duly complying to JEDEC JESD22-A108C, or equivalent, for operating life tests at 85 o C Ambient temperature and also for humidity and salt atmosphere corrosion tests. Standards and tests used must be stated. Control Gear Technical Requirements - Within the fixture the control gear: ballasts/drivers shall meet the following requirements: 24 Control gear shall be high-frequency (hf) electronic version and be switchable, dimmable as required and fully compatible with the proposed control philosophy and equipment. Control gear shall have a minimum efficiency of 85%. High-loss wire-wound ballasts and inefficient control gear is not acceptable. Case (Tc o C) Temperature rating -40 o C to +80 o C at 95% Relative Humidity (RH). 25 All Control gear shall be integral to the fixture wherever possible. If integral gear is not possible due to project/design constraints, and thus adjacent control gear housings or remote (group) control gear is specified, the proposed installation method, wiring, protection, maintenance methodology, finishes and locations must be detailed and presented to either the relevant Municipality or DoT for Approval prior to ordering. 26 Input voltage; capable of 120-277 volt, single phase or as required by the site.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 30 1 st November 2011 27 Power supplies can be UL Class 1 or II output or similar European CE or International equivalent. 28 Surge protection: Must be tested in accordance to the requirements of IEEE/ASNI C62.41.2-2002, Scenario I Location Category C or International equivalent. 29 Gear shall have a Power Factor (PF) of L: ≥ 0.90. Gear shall comply with FCC 47 cfr part 18 non-consumer RFI.EMI standards or equivalent. Gear shall be RoHS Compliant. LED Drivers – Specific Technical Requirements - Within the fixture the LED driver(s) shall meet the following requirements: 30 Drivers shall a Total individual luminaire Harmonic Distortion (THD) of: ≤ 20%. In accordance with ANSI C82.77 (2002). However the Contractor shall measure the harmonic at the supply point (LV side of the distribution substation) after the installation of all the LED fixtures/circuits and adopt, if required, harmonic compensation methods to limit the total harmonics distortion in the supply voltage to maximum 5% as per IEEE 519 Regulations. 31 Driver Case (Tc o C) Temperature rating -40 o C to minimum +80 o C and at a minimum 95% Relative Humidity (RH). Driver/Fixture to have some means of built-in overheat thermal protection in the form of automatic dimming or stepping/holding down of the driver where temperature exceeds operational limits. Thermal cut-out devices which turn the fixture LEDs completely off are not acceptable. The Driver and driver output current must be shown to be fully tested and compatible with the exact LED chips/engine of the luminaire. All information provided and the cost analysis/payback calculations shall be calculated with the exact drive current including the calculation for the life cycle, life and resultant increase or decrease of the energy consumption if applicable. Wiring, Connections & Junction Boxes – In addition to the requirements of the relevant Municipality’s or DoT’s Electrical Specification, the following requirements must be met: 32 All Junction boxes, cables, connections or control devices shall be integrated into the landscaping through suitable concealed means in a logical and designed manner by the Consultant. The proposed installation method(s), protection, maintenance methodology, accessibility, finishes and locations shall be detailed and presented to either the relevant Municipality or DoT for Approval prior to ordering.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 31 1 st November 2011 LED Luminaire Requirements - The dedicated luminaire expected useful life (light output) and Depreciation requirements for LED luminaires shall be as follows: 33 LED Useful Life Requirements The useful life of the luminaire in terms of lumen output must be as specified by one of the following two methods. a/ As per LM-79-08 or approved International equivalent. Simplified B20-L70 threshold. A minimum of 50,000 operating hours before reaching the B20-L70 lumen output degradation point with no catastrophic failures. The B20-L70 lumen output must be capable of providing the luminance level and uniformity. b/ Site performance method. A life time of number of hours specified by the site based on expected site lighting useful life must be capable of providing the luminance levels of uniformity. 34 LED Useful life testing and verification procedure Simplified B20-L70 threshold. Perform LM-79-08 (or approved International equivalent) testing on the luminaire at both time intervals of 0 hours and 6,000 hours. The luminaire shall be operated continuously in the appropriate UL 1598/153 environment or equivalent except when it is removed to perform the LM-79 light output tests. If the light output determined at 6,000 hours is ≥ 96% of the light output determined at 0 hours, the luminaire meets the simplified B20-L70 threshold for useful life. 35 LED Site Performance method a/ Perform lumen depreciation testing per LM-80-08 (or approved International equivalent) on the light sources (s) (module/array) for a minimum of 6000 hours (longer testing period is encouraged). Identify the installed (in luminaire) operating temperature of the LED using the Ts point under operating ambient temperature of 50-degreesC. From this interpolated curve, determine the lamp lumen depreciation (LLD) value and useful life that meets the needs of the site defined hours of operation to end of useful life as well as the luminance level and uniformity required. Project Performance Requirement - The following factors shall be applied to determine the performance requirements for all luminaire types: 36 Light Loss Factors (LLF) LLF = LLD x LDD (Lamp Lumen Depreciation x Luminaire Dirt Depreciation) a/ Assume Lamp Lumen Depreciation (LLD) 0.70 for dedicated luminaires except where recommended otherwise by the luminaire manufacturer. Assume the appropriate effects from

Note: For LED fixtures the figure used should only match the stated Lumen Depreciation value given by the manufacturer for 50,000-hour operation at minimum 50degreeC ambient temperature. Manufacturer shall provide data to demonstrate the 50,000-hour lumen depreciation factor at the minimum 50degC temperature as required by the client. The method of calculation of lumen depreciation for 50,000 hrs shall be reviewed and declared consistent with their data by the LED chip manufacturer. b/ Assume Luminaire Dirt Depreciation (LDD) using appropriate and stated depreciation factors to suit actual environment and resistance properties of the specific fixture. Photobiological Safety The Manufacturer/Supplier shall provide a written undertaking to the satisfaction of either the relevant Municipality or DoT of testing to the following standards: 37 Ensure luminaire complies with Photobiological Safety of lamps and lamp systems in accordance with the requirements of BS EN 62471:2008 or A N S I / I E S N A R P - 2 7 . 3 - 0 . Provide proof of testing and compliance with the standards with certification provided to prove the fixture is classed as “Exempt”. Schedule of Sports Area Lighting Design Levels The Consultant and Contractor shall follow the following lighting design guidelines for all External Sports areas for Municipality or DoT Projects: 38 Undertake all lighting design and lighting calculations to the following DMA/DoT Design Standards: The Contractor shall conduct a Field Performance test of the lighting installation(s) immediately after energisation of the system in the presence of the Engineer. The test results shall meet the lighting requirements identified in the above specifications and below table. Either the relevant Municipality or DoT will take appropriate actions if the specified lighting levels/design intent are not achieved and the Contractor will have to undertake remedial action to address the problems at his cost and without delay to the Contract. All Lighting Levels to following standard International Class classifications as follows. NOTE. Class III shall be followed unless specifically required otherwise by the Project Brief:  Class I - Top Level Competition.  Class II - Intermediate Level Competition.  Class III - Lower Level Competition, Supervised Training & Unsupervised play.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 34 1 st November 2011 * Where More than one Class must be catered for then the use of multiple fixtures, separate circuits and controls shall be implemented to ensure the different illumination, uniformity and glare requirements can be met. ** Em is the Maintained Illuminance Level (specification level) and is the design illuminance level, below which the lighting shall not be allowed to fall during the period to planned maintenance. 39 Sports Lighting Methodology The Illuminance, Uniformity and Glare requirements for sports activities are given in the above table. For detailed lighting design and calculation criteria for all sports lighting calculations, International Sports lighting guidance as listed under Clause 4 shall be followed. The simplified procedure comprises of 6steps:  Determination of required illuminance, uniformity and Glare Rating from the Table in Clause 37.  International Sports Lighting Guidance for determination of specific Design and Calculation criteria.  Choice of lamps and luminaires best suited to the sport and the area.  Calculation of the number and wattage of fixtures to give the required illuminance and meet lighting criteria.  Determination of best mounting positions for luminaires;  Specification of aiming directions for the luminaires. Project Lighting Calculations - The following performance reports of the lighting installation shall be submitted for approval along with the material submittal: 40 Computer Generated Photometric Analysis of Proposed DAY 1 (Defined as the initial illuminance values): This calculation is useful to ascertain the expected measurable light levels on site during the project commissioning period. It should be noted that this is not considered a design calculation for the project. The design calculation is undertaken in accordance with section 41 below. a/ Provide average luminance/illuminance measurements and uniformity at grade. Spacing between measurement points shall be as per CIBSE, CIE or IESNA standards or equivalent European or International Standards and standard software settings. b/ Computer calculations should use of the following applicable LLF value (in accordance with the methodology set out in section 36 above): using variables 1.0 for both LLD and for LDD. c/ The photometric data files shall be provided to either the relevant Municipality or DoT for verification.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 35 1 st November 2011 41 Computer Generated Photometric Analysis of Proposed FUTURE DATE (Defined as assuming numerous thousands of hours of operation and using stated design/deliver illuminance values). This calculation is considered the DESIGN calculation for the project. a/ Provide average luminance/illuminance measurements and uniformity at grade. Spacing between measurement points shall be as per CIBSE, CIE or IESNA standards or equivalent European or International Standards and standard software settings. b/ Computer calculation should use the LLF values (LLD x LDD). All as calculated under the requirements set out in section 36 above. c/ The photometric data files shall be provided to Consultant and either the relevant Municipality or DoT for verification. Quality Assurance 42 Either the relevant Municipality or DoT may request standard production model luminaire samples, identical (including lamp/LED light source and control gear/driver package) to the proposed specified product, to be installed for inspection. The Municipality or DoT may also request independent testing of sample luminaires to verify luminaire performance and compliance with the specifications. Testing shall be conducted as per the applicable IESNA, ANSI or approved International equivalent and international approved methods of products using Solid Stage Lighting (SSL - LED) sources. The relevant Municipality or DoT shall be sole judge regarding acceptability of optical system performance. All testing certificates shall be from a Laboratory certified/approved by UKAS or UL or has ISO 17025 or equivalent certification. According to the requirements of the Project’s Contract documents, if required either the relevant Municipality or DoT reserves the right to attend, or appoint a third party to attend, a factory inspection. Warranty Luminaire Warranty - The Consultant/Contractor shall provide a written undertaking of the Warranty from the Luminaire Supplier(s), accompanied with the written proof of the local representative’s UAE Operating License and established UAE background, to the satisfaction of either the relevant Municipality or DoT to warranty the materials and performance, as follows: 43 A written warranty for a minimum five (5) year on-site replacement material, fixture, finishes and workmanship. On-site replacement includes transportation, removal and installation of new product. Body and finish warranty shall include warranty against failure or substantial deteriorations such as corrosion, blistering, cracking, peeling, chalking or fading with no cost to the Municipality/DoT. 44 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for defective or non-starting LED source assemblies with no cost to the Municipality/DoT.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 36 1 st November 2011 45 A written warranty for a minimum five (5) year replacement material warranty on all supplied control gear, ballasts, drivers, power supply units (PSUs) and in-built control components with no cost to the Municipality/DoT. 46 For LED fixtures a written warranty for a minimum five (5) year replacement material warranty for on-maintained luminance levels on all light sources (LED package, LED array, or LED module) including, but not limited to the LED die, encapsulate, and phosphor. If the expected useful life of the luminaire system is not maintained, then the manufacturer shall replace the light source(s) or luminaire as needed with no cost to the Municipality/DoT. 47 A written warranty for a minimum ten (10) years against the deterioration of the housing, all external components; such as lenses, gaskets & fastenings, and the fixture finishes including, but not limited to, corrosion, yellowing, blistering, chalking, cracking, peeling or fading with no cost to the Municipality/DoT.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 37 1 st November 2011 Part C – Lighting Poles & Mounting Accessories General 1 All lighting poles and mounting accessories shall be selected along with the luminaires to match the overall landscaping and furniture Masterplan and finishes. Poles and accessories shall be made up of cast aluminium, extruded aluminium, wood, steel or stainless-steel. The finishes colour and designs of the poles/accessories shall be as agreed with either the relevant Municipality or DoT for the project. Where required by design conditions structural reinforcing steel cores shall be used to reduce deflection of pole for accessories’ weight requirements. If the steel core is in contact with any aluminium materials, the manufacturer shall ensure that bi-metallic corrosion is prevented by means approved by either the relevant Municipality or DoT. All poles and accessories shall be linked by standard components, function and design. Pole & Mounting Accessory Materials 2 a) Foundations. Structural analysis shall be submitted to show that the foundation design meets the load of the given pole type in its “Fully Loaded” state. Unless otherwise stated it is assumed the pole will sit above ground on a 100mm bed on non shrink grout. A Special design detail shall be submitted by the Contractor to install poles above any tunnel/underpass structures. The design details shall be submitted for either the relevant Municipality’s or DoT’s review and approval. b) Service Hatches, Each pole shall have a service hatch approximately, 200mm from ground level where the connection of cables can be made between the outside network and the pole and accessories. The service hatch shall be accessible without removing any cover plate or cladding from the pole base. The cover shall be fixed by two screws. The service hatch or hand hole cover shall fixed with hinges made of corrosion resistant materials such as stainless steel grade 316(A4), brass, hot-dip galvanized steel, etc. as applicable based on the pole and cover plate material and shall be lockable by means submitted for either the relevant Municipality’s or DoT’s review and approval. c) Foundation conduits. Electric conduits shall be installed through foundation and shall enter the poles from base plate. d) Steel work. All steel work that is non stainless-steel shall be manufactured out of BS grade S355 steel. Hot dipped galvanizing (100 Microns minimum coating thickness) surface treatment shall be applied to both internal and external surfaces. All additional fixtures/accessories shall be on steel attachments of BS Grade S275 with hot dipped galvanizing (100 microns minimum). Base plate shall be manufactured as specified on the Drawings. Where steelwork is in contact with aluminium work, the manufacturer shall ensure that bi-metallic corrosion is prevented by means approved by either the relevant Municipality or DoT. e) Aluminium work. Poles’ and accessory’s aluminium shall be made up of extruded aluminum alloy (6063/6082-T6) which shall have an anodized protective coating finish to 25 microns. The colour of the anodized finish shall be as approved by either the relevant Municipality or DoT. Any

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 38 1 st November 2011 transition rim shall be of cast aluminum alloy of grade LM6 having coating of minimum 100 microns of polyester powder coating, type PE-SDF matching the approved colour of the anodized extruded aluminium. f) Wood. Wooden poles and mounting accessories shall be from a proven sustainable source and suitable for use in the UAE environment. All materials and finishes shall be guaranteed against cracking and fading and be 100% UV-stable. g) Fixing Bracketry and Base Plate Covers. Pole/mounting brackets and base plate covers (where applicable) shall be manufactured out of BS grade S275 Steel. This shall have high strength, be easily machinable able to handle an array of finishes. All steel components shall be hot-dip galvanized to a minimum thickness of 100microns and painted by means to be submitted to either the relevant Municipality or DoT for approval. h) Fasteners. All fasteners supplied shall be made of corrosion resistant materials such as stainless steel;- Grade 316, brass, hot-dip galvanized steel etc, based on the materials with which it will be in contact. Bi-metallic contact shall be properly designed to avoid any galvanic or bi-metallic corrosion. i) Electric Equipment. M8 x30 mm long threaded stud carrying two nuts and two washers shall be provided as an earth point. It shall be located within the service hatch. The electrical termination cutouts shall be supplied in accordance with either the relevant Municipality’s or DoT’s Standards and requirements and as shown on the Drawings. j) Copper Content. All Aluminium Die-cast components shall have a very low copper content of less than 0.1%. Assembly 3. a) Assembly of Poles, Pole fixtures and Fixtures. All poles and fixtures shall be complete with all accessories and all necessary component assembly undertaken at the factory. The final assembly of pole fixtures, fixtures and components shall be ready for installation at site without any works required other than using suitable fixing tools. b) Additional Assembly. Provisions shall be made where necessary and stated for the project on a pole for enabling the fixing of other accessories such as fabric or electric banners, signage or CCTV cameras heads by others after the installation of poles. These provisions shall allow for future additional accessories to be added without having to remove the existing installed accessories, luminaire brackets or the like. The provisions shall be such as to ensure the clean, aesthetic look is maintained and shall allow for complete dismantling, when not in use, without leaving behind any clamps, lugs, etc.. c) Pole Base Cladding. Where a decorative elements shall be used for the cladding at the base of a pole it shall be made from laser-cut, anodized or PE-SDF powder-coated aluminium sheeting and UV-stabilized, scratch-resistant polycarbonate incorporating LED lighting as shown on the drawings. LED strip shall be hidden behind the polycarbonate sheet. The number and type of LED shall be as advised and approved by either the relevant Municipality or DoT and all lighting equipment must meet LED standards . LED wattage shall be finalized on product testing and clear adhesive 3M VHB or equivalent, 1mm thick film shall be applied to aluminum prior to laser cutting. Pattern shall be laser cut through both. Otherwise, adhesive shall bond aluminum to 6mm satin ice 100% UV-stable, scratch-resistant polycarbonate after forming.

Lighting Specification For Parks, Public realm and Architectural Lighting Version 0 Page 39 1 st November 2011 Pole & Mounting Accessory Design Submission and Production 4. a) Design for Strength. The poles shall be capable of withstanding a basic wind speed of 45 m/s or 160 km/hr (3 second gust) when equipped with the actual number of lanterns and the associated decorative fittings or accessories as confirmed by either the relevant Municipality or DoT. Full product data shall be submitted, for the Municipality’s approval. . b) Notarized Statement. A notarized statement, attested by the UAE Embassy, certifying the poles and fixtures were built conforming to the manufacturer’s approved drawings and meet the design data, shall be submitted after completion of manufacture, and prior to delivery of poles or pole fixtures to site. Pole/pole fixture delivery to project site shall not be accepted without this. Quality Assurance 5. Either the relevant Municipality or DoT may request standard production model samples, identical to the proposed products to be installed. The Municipality or DoT may request independent testing of the sample poles and mounting accessories to verify the performance and compliance with the specifications. The relevant Municipality or DoT shall be the sole judge regarding the acceptability of the performance of the poles and accessories. According to the requirements of the Project’s Contract documents, if required either the relevant Municipality or DoT reserves the right to attend, or appoint a third party to attend, a factory inspection Pole and Mounting Accessory Warranty 6. The Consultant/Contractor shall provide a written undertaking of the Warranty from the Luminaire Supplier(s), accompanied with the written proof of the local representative’s UAE Operating License and established UAE background, to the satisfaction of either the relevant Municipality or DoT to warranty the materials and performance, as follows: a) Provide a written minimum ten (10) year on-site replacement material, fixture finish, and workmanship. On-site replacement included transpiration, removal and installation of new product. Finish warranty shall include warranty against corrosion, failure or substantial deteriorations such as blistering, cracking, peeling, chalking or fading. The warranty shall include for maintained aesthetic integrity of the pole or mounting accessory, without any partial or complete separation, dislocation, disjointing, flaring, etc. of any elements of the material assembly with no cost to the Municipality/DoT. b) Provide a written minimum ten (10) year replacement warranty for poles and mounting accessories with no cost to the Municipality/DoT. c) Provide a written minimum twenty (20) year replacement warranty for all wooden poles and mounting accessories with no cost to Municipality/DoT.
