2.      Traffic Control Signals


2.1LM Asset Reference Number


           An “LM” asset reference number identifies each traffic control signal
           installation. This number is shown in the lower right corner of the drawing
           immediately to the right of the drawing number. The LM asset number must
           also be shown on all other documents in a suitable location.

2.1.1New Assets
           New assets will require that new “As Constructed” asset drawings are
           produced. MRWA will organise the new LM asset number and allocate the
           asset drawing numbers.

2.1.2Existing Assets
           An existing asset will already have been assigned an “LM” asset number and
           have existing (“A” electrical and “B” marking) asset drawings. These asset
           drawings numbers must be maintained throughout the life of the asset and
           should not be changed. This will allow changes to the site that occur over time
           to be easily recorded in the amendments column of the drawing. It is therefore
           the asset drawing/s (not the design drawings) that should be updated if an asset
           is modified. However, design/construction drawings may be added as a
           reference drawing within the Asset drawing.
           Asset numbers must not be duplicated.

2.2Asset Reference Number and Drawing Layout

2.2.1Title Block and References
           Traffic control signal asset drawings will have a title block layout that provides
           a discrete (eg LM001) “LM” asset reference number in the lower right corner
           of the drawing and immediately to the right of the MRWA drawing number.
           The drawing set will generally include an “A” and a “B” drawing. The “A”
           drawing will contain the electrical installation details whilst the “B” drawing
           will contain the road marking and signage information.

2.2.2AutoCAD File Name
           The AutoCAD file name format for each drawing will be LM###A.dwg and
           LM###B.dwg where ### is the three digit asset reference number. Should
           more than one drawing be required then the file name would be extended to
           include the sheet number (ie LM###AS1.dwg, LM###AS2.dwg) were S1 and S2
           are sheet 1 and 2 respectively.

2.3LM “A” Electrical Drawing

2.3.1General
           The LM “A” drawing contains details relating to all electrical infrastructure,
           the site configuration and the Traffic (phase) Movement Diagram.

2.3.2Feature Matrix
           The following table provides a quick reference to the features that need to be
           shown on the A and B asset drawing. Comments and reference to example
           drawings are provided within the table.

2.3.3Traffic Movement Diagram
           A Traffic movement diagram shall be located in the lower left corner of the
           LM ‘A’ drawing, detailing the phases with which the signals operate. Each
           phase shall be labelled as A, B, C, etc., according to the programmed operation
           of the signals. Alternative phases shall be labelled by addition of a number
           behind the phase number (Alt B1 and Alt B2).
           Signal group numbers shall be shown within each phase corresponding to the
           controller outputs. The movement numbers shall be shown against lanterns in
           the main body of the drawing.

2.3.4Disconnected Services
           Over time intersections will undergo modifications. Some equipment may be
           disconnected (eg vehicle detection loops) or become redundant (eg where the
           pits cable routes get moved). To avoid the asset drawing becoming cluttered
           with obsolete information it is desirable not to show disconnected services.
           However, where conduits or equipment are installed for future modifications
           then a suitable note should be added to the body of the drawing. Otherwise
           disconnected services should not be shown.

2.3.5Underground Post to Pit Connection Table
           Signal poles will either be wired as a ring main or pit system. If the site has a
           pit system installed then the asset drawing must contain a pit to pole
           connections table similar to the following:

2.3.6Traffic Signal Posts and Numbering
           Traffic signal posts should be numbered in a clockwise direction starting from
           the controller.

2.3.7Lantern Aspect Size and Types
           Lantern aspect sizes will be 200mm or 300mm. The size and direction of each
           lantern shall be shown on the LM “A” drawing.
           Vehicle filter lanterns, pedestrian lanterns and cycle lanterns shall be shown by
           symbols as shown on drawing 8320-0400.

2.3.8Detection Loops
           All detection loops for vehicles, bicycles and red light cameras shall be shown.
           Starting in an anti-clockwise direction from the northern most loop on the
           Western leg of the intersection, the loops (except Red Camera loops) should be
           allocated a loop number designated by L1 for the first loop, L2 for the second
           loop etc, until all loops are numbered in keeping with the programmed loop
           allocations. A diagram detailing the loop feeder cable route is also required to
           be detailed on the drawing.
           (A layout of the detector loop arrangement and connection to the loop pits is
           indicated on Drawing 9748-1114).

2.3.9Pedestrian Detection
           Pedestrian push buttons shall be shown and marked with a PB number that will
           be paired with one on the opposite kerb side. Symbols for standard (non audio)
           and audio-tactile push buttons should match those shown on the standard
           symbols drawing.

2.3.10Illuminated Flashing No Right Turn Signals
           Illuminated flashing NO RIGHT TURN signals shall be shown. A minimum
           of two signals shall be displayed for each direction of travel and attached to the
           dual primary and the secondary signal posts.

2.3.11Rail Crossing
           Rail crossings shall be shown when the crossing is electrically co-ordinated
           with the traffic signal movements. The equipment to be shown on the “A” asset
           drawing will include boom gates, loops, conduits and controllers. The traffic
           movement diagram shall show phases for operation of the boom gates.

Conduit runs to the rail sensors shall be shown on the drawing. Wiring and
           termination schematics shall be provided on a separate sheet similar to the
           example shown in Section 2 – Appendix B.

2.3.12Advance Flashing Warning Signals
           Advance Flashing Warning Signals comprise a standard diamond shaped
           signals ahead warning sign with a standard white on red PREPARE TO STOP
           sign on a rectangular yellow background, with two alternately flashing yellow
           signals located in the upper corners of the sign.
           Starting in a clockwise direction from the controller each sign shall be
           allocated a number designated by S1 for the first sign, S2 for the second sign
           and continuous until all signs are numbered.

2.3.13Land Boundaries
           Land boundaries must be shown.

2.3.14Typical Drawings
           Typical examples of LM “A” drawings are shown in Section 2 – Appendix A

2.4LM “B” Road Marking and Signs Drawing

           Regulatory, warning signs and painted road markings shall be shown on the
           LM “B” drawing. Details shall include:
           •      Stop lines and stop signs
           •      Give Way signs
           •      Lane widths
           •      Lane separation lines (continuous and broken) and centrelines
           •      Pavement arrows
           •      Turning guidelines
           •      Pedestrian walk guidelines
           •      Hazard boards
           •      Guardrails
           •      Site specific marking and signing (yellow hazard gridline across rail
                  crossing, bus bay, guard crossing)
           •      Posts supporting signs
           •      Traffic signal posts (post position only)
           •      Reflectorised Raised Pavement markers (RRPM’s)
           •      Regulatory traffic warning signs
           •      Advanced Flashing warning signals
           •      Street name tags

The following signs need not be shown:
           •      Major directional signs
           •      Fencing
           •      Guide signs
           •      Tourist signs
           •      Information signs
           •      Signs not owned by MRWA

2.4.1MRWA Traffic Signal Area
           Historically, the MRWA traffic signals area was defined on the “B” drawing as
           the area between the No Standing signs closest to the signal intersection.
           Whilst some existing “B” drawing may still show this area it is no longer
           required to be detailed on new (or updated) “B” drawings.

2.4.2Dimensions & Sign Reference
           Where there is no distinguishing feature’s that assists location of the sign or
           marking then chainage dimensions to the nearest 0.5m should be shown.

2.4.3Typical Drawings
           Typical examples of LM “B” drawings are shown in Section 2 – Appendix A

2.5Site Documentation

           The provision of the following documentation together with the As
           Constructed drawings is compulsory;
           • Cable Chart – detailing (ring main or pit) cable connections.
           • Conflict Chart – classifying the severity of conflicts for each signal group
                and detailing in a matrix the conflicts between all signal groups.
           • Detector Chart – details the detector triggers (loops, pedestrian
                pushbuttons, rail detectors etc) and assigns demand functions, extension
                functions and other operational characteristics to these.
           • Timing Chart – containing BST (basic sequence timing) details.
           • Phase Sequence Chart – containing details of green display phases and
                signal group overlaps.
           • Intergreen and Pedestrian Times Design Chart – details timings for
                intergreen, all reds and pedestrian phases.
           • Scats Masterlink/Flexilink Chart – details interface parameters for a
                SCATS Masterlink mode and characteristics of Isolated and Flexilink
                operational modes.

• Site Inventory Report – containing basic equipment list and quantities and
                commission date.
           The provision of the following documentation together with the As
           Constructed drawings is compulsory when the particular elements have been
           installed;
           • AWFS Design and Timing Record – details design calculations for AWFS
                timing operation.
           • Diamond Filter Notes – details operational set-up of installation.
           • Railway Controller Interface Circuit – schematic circuit of MRWA and
                Railway interface at rail crossings.

   11         “C” to “D” Phase change, before ECO Green, will use “A” Phase ECO Time for AWFS.
   12         “E” to “D” Phase change will force “A” Phase demand to service AWFS. with ECO time.

                               Additional notes for Single Diamond FILTER
This site operates to Single Diamond standard with the following exceptions:

•        Filtering is always permitted on the A-B approach (signal group 3) during "A".

         - The SGP3 Red arrow will be held red during:
                 . "A" phase late start interval following B, E, E1 and E2.
                 . The pedestrian 1 Walk period .

         - The controller prevents local demands for "C" phase to inhibit the movement from "A" to "C", as the SGP2 is
         not permitted to overlap from "A" to "C".

         - Loop 3 places a demand for "E1" during "A" phase subject to the presence time on DET 3, to avoid a funny
         shut down situation ("A" to "E1") the controller will go from "A" to "E" phase.

          - Loop 3 extends "A" phase ( approach A3 ) until the presence timer has timed off.

•        Filtering is always permitted on the A-C approach (signal group 4) during "A".

         - The SGP4 Red arrow will be held red during:
                 . "A" phase late start interval following C, E, E1 and E2.
                 . The pedestrian 1 Walk period.

         - The controller prevents local demands for "B" phase to inhibit the movement from "A" to "B", as the SGP1 is
         not permitted to overlap from "A" to "B".

         - Loop 9 places a demand for "E2" during "A" phase subject to the presence time on DET 9, to avoid a funny
         shut down situation ("A" to "E2") the controller will go from "A" to "E" phase.

         - Loop 9 extends "A" phase ( approach A4 ) until the presence timer has timed off.

Notes on SGP7 Left Turn:

Signal Group 7 is green during B,D,E & E1 Phases but overlap only permitted
from E - E1 phases. SGP7 closes down between phases B,D & E and remains Red at the start of those phases to permit
right turn filter traffic from the opposing lane (loop11).
Delayed start of SGP7 is subject to Special Timer 10.

  • 4. 2. Traffic Control Signals 2.1LM Asset Reference Number An “LM” asset reference number identifies each traffic control signal installation. This number is shown in the lower right corner of the drawing immediately to the right of the drawing number. The LM asset number must also be shown on all other documents in a suitable location. 2.1.1New Assets New assets will require that new “As Constructed” asset drawings are produced. MRWA will organise the new LM asset number and allocate the asset drawing numbers. 2.1.2Existing Assets An existing asset will already have been assigned an “LM” asset number and have existing (“A” electrical and “B” marking) asset drawings. These asset drawings numbers must be maintained throughout the life of the asset and should not be changed. This will allow changes to the site that occur over time to be easily recorded in the amendments column of the drawing. It is therefore the asset drawing/s (not the design drawings) that should be updated if an asset is modified. However, design/construction drawings may be added as a reference drawing within the Asset drawing. Asset numbers must not be duplicated. 2.2Asset Reference Number and Drawing Layout 2.2.1Title Block and References Traffic control signal asset drawings will have a title block layout that provides a discrete (eg LM001) “LM” asset reference number in the lower right corner of the drawing and immediately to the right of the MRWA drawing number. The drawing set will generally include an “A” and a “B” drawing. The “A” drawing will contain the electrical installation details whilst the “B” drawing will contain the road marking and signage information. 2.2.2AutoCAD File Name The AutoCAD file name format for each drawing will be LM###A.dwg and LM###B.dwg where ### is the three digit asset reference number. Should more than one drawing be required then the file name would be extended to include the sheet number (ie LM###AS1.dwg, LM###AS2.dwg) were S1 and S2 are sheet 1 and 2 respectively.   • 5. 2.3LM “A” Electrical Drawing 2.3.1General The LM “A” drawing contains details relating to all electrical infrastructure, the site configuration and the Traffic (phase) Movement Diagram. 2.3.2Feature Matrix The following table provides a quick reference to the features that need to be shown on the A and B asset drawing. Comments and reference to example drawings are provided within the table. Each phase shall be labelled as A, B, C, etc., according to the programmed operation of the signals. Alternative phases shall be labelled by addition of a number behind the phase number (Alt B1 and Alt B2). Signal group numbers shall be shown within each phase corresponding to the controller outputs. The movement numbers shall be shown against lanterns in the main body of the drawing. 2.3.4Disconnected Services Over time intersections will undergo modifications. Some equipment may be disconnected (eg vehicle detection loops) or become redundant (eg where the pits cable routes get moved). To avoid the asset drawing becoming cluttered with obsolete information it is desirable not to show disconnected services. However, where conduits or equipment are installed for future modifications then a suitable note should be added to the body of the drawing. Otherwise disconnected services should not be shown.   • 7. 2.3.5Underground Post to Pit Connection Table Signal poles will either be wired as a ring main or pit system. If the site has a pit system installed then the asset drawing must contain a pit to pole connections table similar to the following: Pit/Controller Post Controller 1, 2, 12 A 3, 4, 5 B 6, 7, 8 C 9, 10, 11 2.3.6Traffic Signal Posts and Numbering Traffic signal posts should be numbered in a clockwise direction starting from the controller. 2.3.7Lantern Aspect Size and Types Lantern aspect sizes will be 200mm or 300mm. The size and direction of each lantern shall be shown on the LM “A” drawing. Vehicle filter lanterns, pedestrian lanterns and cycle lanterns shall be shown by symbols as shown on drawing 8320-0400. 2.3.8Detection Loops All detection loops for vehicles, bicycles and red light cameras shall be shown. Starting in an anti-clockwise direction from the northern most loop on the Western leg of the intersection, the loops (except Red Camera loops) should be allocated a loop number designated by L1 for the first loop, L2 for the second loop etc, until all loops are numbered in keeping with the programmed loop allocations. A diagram detailing the loop feeder cable route is also required to be detailed on the drawing. (A layout of the detector loop arrangement and connection to the loop pits is indicated on Drawing 9748-1114). 2.3.9Pedestrian Detection Pedestrian push buttons shall be shown and marked with a PB number that will be paired with one on the opposite kerb side. Symbols for standard (non audio) and audio-tactile push buttons should match those shown on the standard symbols drawing. 2.3.10Illuminated Flashing No Right Turn Signals Illuminated flashing NO RIGHT TURN signals shall be shown. A minimum of two signals shall be displayed for each direction of travel and attached to the dual primary and the secondary signal posts. 2.3.11Rail Crossing Rail crossings shall be shown when the crossing is electrically co-ordinated with the traffic signal movements. The equipment to be shown on the “A” asset drawing will include boom gates, loops, conduits and controllers. The traffic movement diagram shall show phases for operation of the boom gates.   • 8. Conduit runs to the rail sensors shall be shown on the drawing. Wiring and termination schematics shall be provided on a separate sheet similar to the example shown in Section 2 – Appendix B. 2.3.12Advance Flashing Warning Signals Advance Flashing Warning Signals comprise a standard diamond shaped signals ahead warning sign with a standard white on red PREPARE TO STOP sign on a rectangular yellow background, with two alternately flashing yellow signals located in the upper corners of the sign.
