Description of the interventions

   To facilitate access to education for all at-risk boys and
    girls in target communities, and to reduce school drop
    out rates.

   To start community conversations about domestic
    violence and to empower youth and other community
    members to take steps to prevent gender based violence
    in their communities.
Targets
 The project will be implemented in 3 rural communities within two
  provinces, Kratie and Prey Veng.
    Beneficiaries:

    3 Youth Star Volunteers aged 23-30 (approx one is women)

    Community youth/Youth club aged 15-24 (approx. 45% are
    women)
    Adults aged 35-50 (approx 35% are women);

    Community youth (school drop outs, primary and secondary
     school students) and community people
              3,000 people will be involved in this project
Results
 Increased boys’ and girls’ enrollment and retention rates in primary
and lower secondary schools in the target communities.
 Changes in parental attitudes towards boys’ and girls’ education
and keeping them in school.
 A decrease in under-age marriages in the target communities and
better enforcement of the marriage law (age requirements) by local
officials.
 Zero tolerance communities empowered to find local solution for
preventing domestic violence.
 Changes in attitudes towards domestic violence and a reduction in
domestic violence in target communities.

  7. 02/16/12 Ensuring that at-risk boys and girls have access to education and reduction school drop out rates: A . Youth Star Volunteers conduct a community mapping and baseline survey to identify children not enrolled in school and students at risk of dropping out of school. B . Youth Star vols visit parents of out of school children to negotiate their entry into school, and help to find solutions to their constrains. Youth Star vols organize formal and informal remedial classes for the students at risk of dropping out of school. The volunteers also organize older student to coach and tutor younger students who are at risk and organize mobile library to improve reading and change behavior of youth to reading when they have free time. C . Working with Youth Clubs and children’s clubs provides critical support and motivation to at-risk students. D. As under-age marriage of young girls are a frequent cause of their dropping out of school, volunteers organize capacity building for young boys and girls through which they learn about their basic rights, sexual rights, and the gain the skills to negotiate with their parents. E. A youth led community walk and campaign on education with raise awareness in the community about the benefits of education to young girls and boys. An expected result of this is that parents will change their attitudes towards girl’s and boy’s education and the community will see it as their collective responsibility to ensure that all children get at least a primary education. Youth mobilizing communities to act on preventing gender based violence in their communities: A . Youth Club are empowered to lead zero tolerance campaigns for the prevention of domestic violence in their communities through training provided by Youth Star Vols on domestic violence, domestic violence law, communication, campaign organization and community mobilization. B. Youth Club members prepare an action plan for the campaign, including a community walk and community meeting. C. Youth Star volunteers organize a competition for best posters and slogans. D. Through a youth led zero tolerance campaign, dramas on the impact of domestic violence script and enacted by young people for their parents and local officials. E. Individual community members may make voluntary pledges to not commit acts of violence. F . A survey of community members conducted by volunteers after the campaign solicits key message people have retained from the campaign, as well as feedback and suggestion for future action. As a result of these interventions we expect that participants will have broken the silence on the sensitive issue of domestic violence, that they will have a higher level of awareness and understanding of DV its various forms, that some will have changed attitudes regarding DV, they will have identified needs and steps that they can take to become zero tolerance communities, and that a number of community leaders and brave community members will have stepped and taken the pledge.

  12. 02/16/12 We attach great importance to monitoring the impact of our work and evidence of success would be to achieve the following in the communities we will be working in within one year: Objective: - KPI 1: an increased awareness on gender-based issues; - KPI 2: a decrease in domestic and gender-based violence; - KPI 3: a decrease in school dropouts; - KPI 4: an increase in girls finishing primary education and enrolling for secondary education. - KPI 5: 3 youth clubs will have been set up with at least 15 members each. KPI 6: As a result of the training youth clubs will initiate at least one community-wide activity/campaign, i.e. role-plays or community walks. We would measure indicators and monitor progress through a qualitative and quantitative pre- and post testing for comparative purposes. This will include baseline surveys to capture information on attitudes and perceptions, levels of awareness and knowledge, as well as relevants statistics. The surveys will include questionnaires, semi-structured interviews and focus group discussions. We expect the evaluation to measure changes in awareness and attitudes regarding gender –based violence more widely. In addition we will also conduct the following forms of evaluation: - Monthly and quarterly reports from our volunteers; - Six-weekly supervision visits, quarterly field monitoring reports and regular consultation with community partners by program officers; - Quarterly reflection by beneficiaries; - Volunteer end-of-service evaluations; - Quarterly, six-monthly, and annual reflection reviews by staff; and   At the end of the grant period Youth Star will submit a full evaluation report .
