GOALS/OBJECTIVES OF THE COLLEGE LIBRARIES
GOALS:
The College Libraries commit to be:
1. An information center that provides quality service concerned with the
enhancement of its collection, facilities and staff and serves as a catalyst in
disseminating quality information needed by its users.
2. A library that is interconnected with other libraries.
OBJECTIVES:
General:
Assist its clientele, especially the students, in their academic and personal
development, through the provision of updated resources and services in order to
effectively participate in the attainment of the institutional mission & objectives, to be
more responsive to information demands.
Specific:
1. To aid the institution in carrying out its objectives through continuous
development of its collection.
2. To support the total program of the school by acquiring and making available
library materials and services.
3. To instill reading habits and develop in students independent research work,
critical analysis of books and other library resources.
4. To complete a full-service electronic & automated library system to achieve a
digital electronic access library.
The College Libraries are open at:
Monday - Friday 7:00-5:00 pm NO Noon Break
Saturday: 8:00-5:00pm NO Noon Break

 Library Guidelines
Admission to the Libraries
A student must:
1. Have a valid school I.D. pinned properly,
2. Have a valid library I.D. and Borrowers Card
3. Be in school uniform during uniform days.
4. Students without prescribed uniform should abide the proper
dress code.
Guidelines and Policies
1. Library ID is non-transferable. Students caught using the
Library ID of another will mean confiscation of Library ID &
suspension of library privileges for one (1) week. Second &
third offense would mean submission of name to the DSSA
for proper action.
2. The NO LIBRARY ID, NO BORROWING must be observed at all
times.
3. Writing on books, mutilation or tearing of pages of a book,
and STEALING of library materials are strictly prohibited.
Violators will be suspended from their library privileges and
will be reported to the DSSA for proper sanction.
4. As a rule, a book for overnight use is loaned from 3:30-
4:45PM & should be returned on or before 8:30 AM the
following class day.
5. Bags, folders, notebooks and personal books are not to be
brought inside the Circulation Section. However, the Library
shall not be responsible for any lost of personal belongings of
users.
6. Special services will be accorded to people with disability
(PWD); library materials needed by a PWD will be delivered
to the ground floor, provided she/he follows Library Policies.
7. Withdrawing Library Materials from the Periodical Sections;
books from the Reserve Section& General Reference Section
for home use, and books brought out for home use before
the scheduled time of overnight will mean confiscation of
library ID & suspension of library privileges for one week.
8. A Week before final exam, all library materials borrowed
must be returned. Reading during such time shall only be
restricted inside the library, using the School ID and test
permit.
9. NO CHARGING of any electrical gadgets like laptops,
mobile phones, etc. within the Library premises. The library is
a WIFI-FREE ZONE ONLY. Students are responsible for bringing
their fully charged laptop, mobile phones, etc. to school
every day.
10. A Student who refuses or fails to settle outstanding library
accounts shall not be permitted to use library facilities.
Who May Avail of the Library Services
1. Bonafide students, faculty members, administrators and
personnel of the state college
2. Students of other institution of higher learning provided they
have Referral Letter duly signed by the Librarian
3. Other users within the locality provided that they have VALID
OFFICIAL IDs
4. The Alumni of the state college who is an active member.
Loaning Privileges & Policies
1. A Student may borrow a maximum of 3 books of different
titles at one time for overnight on school days; a maximum
of 5 books of different titles at one time for overnight before
the weekends. A borrower is responsible for the proper use
and safety of all library materials charged to his/her name.
2. Reserved books maybe borrowed for room use only for a
maximum of 1 hour & can be renewed for another hour if
there is no prior request for them.
3. Fiction books can be borrowed for a maximum of 3 days.
*Students can still borrow non-fiction books even if
they have already borrowed fiction books. They only have to
inform the person on-duty at the charging Area.
4. General reference, periodicals, & theses are for room use
only.
5. For Theses/Dissertations; only the content of the abstract
may be photocopied but has to be accompanied by a
library staff, depending on her availability.
6. For students who have thesis, they are allowed to borrow 3
to 5 books for 1 week, provided said books are not in
demand.
For Faculty and Staff:
1. Faculty & staff may borrow books for photocopying
purposes only &/or for overnight use & can be renewed if
there are no prior request for them. This applies to books
from the reference & Filipiniana section excluding books on
reserve.
2. Faculty and staff should borrow books or any library
materials personally; letter of authorization is not entertained.
3. They may borrow books for class use provided the book is in
multi-copies. For limited copies, they may borrow for
overnight use only. The needs of the students must not be
sacrificed over faculty/Personnel needs.
How to Borrow & Return Library Materials (Books, Serials, Multimedia & Researches)
A. Overnight/ Fiction Books
1. Consult the OPAC(Online Public Access Catalog)
2. If the book is available, get the book/books from the
shelves, sign the book card & present your Library ID at
the Circulation Counter for the processing of said
material.
3. Wait until your borrower’s card will be stamped
OVERNIGHT.
B. Room Use/Photocopy
1. All books and periodicals to be borrowed for room use or
for photo-duplication must be properly processed at the
Circulation Counter before using said material.
2. Users who would like to photo-duplicate a Library
Material shall be given 30 minutes grace period after
which, an overdue fine of P1.00 per minute will be
charged.
3. Only abstracts of Research Materials (thesis &
dissertations) are allowed to be photo-copied.
C. For Multimedia Materials
1. Multimedia materials are available for viewing at the
AVR at the ground floor.
2. All materials in this section are for ROOM USE only.
3. Mutilation or damage of AVR materials shall be dealt
with accordingly
D. Returning Procedure of Overnight/ Home Use Books
1. Proceed to the Circulation Counter and present book/s
& borrower’s card to the Staff in-charge.
2. Wait until your borrower’s card will be marked RET & with
the initial of the staff in-charge.
Library Fines
FINES FOR OVERDUE BOOKS
Overnight loan books Php 10.00/book/day
For photo-
duplication/Room-use
loan books
Php 1.00/book/ with grace period
of 5 minutes (the time of counting
starts after the 5 minutes grace
period).
A fee of Php 5.00 is charged for the replacement of
lost/mutilated borrower’s card.
 Library Services
1. Referral Services
When there is a need for library materials that is not
available in KASC libraries, the researcher is referred to other
libraries. KASC students/ Faculty/ Personnel are furnished with a
request letter prepared by the Director for Libraries addressed to
the librarian of the institution where the researcher wishes to visit.
KASC Libraries reciprocate this service by allowing qualified
researchers from other institutions to use our library resources.
2. Photocopying Services
The photocopying service is available at the library. The
photocopying machine in manage by a private business.
3. Promotional Services
It is important that the library promotes its services to all its
potential clients, so that it is well used and its value appreciated. It
involves the following activities:
 Displays, Current Awareness Bulletin, Index to Periodicals,
Library Orientation
4. Securing Clearance
The following must obtain a library clearance:
a. Faculty members (permanent, casual, & part time)
every end of the semester.
b. Faculty members, non-teaching staff & administrators
who are resigning or applying for a leave of absence,
or are separated from the college.
c. Students who are: 1. applying for honorable dismissal;
2. graduating; 3. And all KASC students every end of
the semester.
5. Services & Policies to Outside Researchers
KASC libraries recognize their commitment to provide library
resources and services to the KASC community; however, in the
name of community services and interlibrary services, the college
libraries extend the use of their resources by accommodating
students from other schools, colleges and universities, researches
from agencies and private individuals from Kalinga or neighboring
municipalities. This privilege however is governed by some
requirements and restrictions as follows:
For student researchers
1. They must present a referral letter coming from
the librarian of the school they came from
and/ or authorized representative.
2. They must present their recent school ID.
3. Use of library materials is limited to room use
only.
For other researchers
1. They must present valid official ID.
2. Use of library materials is limited for room use
only.
Restrictions:
1. Non-compliance of the above.
2. Misdemeanor on the part of the researcher.
3. The library is being utilized fully by KASC populace.
4. When the librarian deems it necessary.
6. Internet/ E-Library Services & Policies
It's an electronic or online library where one can have access to
books, journals, novels, articles, or any other information over the internet.
KASC Libraries are Philippine E-Lib Portals and a subscriber of ce-Logic; e-
books and e-journals from authorized databases can be accessed at the
Internet Section.
The internet is an international computer network that makes e-mails
and information from computers in places such as educational institutions,
government agencies be available to all. It has a wealth of information;
being an unregulated medium however, it may contain invalid, outdated
or offensive material. The library has no control of the internet and its
resources, and assumes no responsibility for quality, accuracy, or suitability
of any internet resource. It should be reminded to students that many
times information they need are found in the library’s books, periodicals
and databases.
 Policies and Procedures:
1. The internet room is designated for academic use. Computers are
to be used for academic purposes, including class assignments
and course-related research.
2. To sign up for a session, students must present valid School ID to the
Circulation Counter. The internet in-charge will record time of
session and will assign students to a computer available. Students
are not allowed to move from one computer to another without
the consent of the internet in-charge.
3. Computers are available on a first come, first served basis.
4. Internet users are expected to perform their own searches. The
internet in-charge will provide limited instruction on the basics of
the internet and computer use.
5. Internet users must observe the library’s policies pertaining to
conduct. Private conversations are to be kept to a minimum.
6. Internet users must inform the internet in-charge before
DOWNLOADING ANY KIND OF MULTIMEDIA FILES (Music, Movies,
CAI, Etc.) or must inform the internet in-charge before inserting any
storage device for proper assistance and to prevent any virus
infection/transfers.
7. Accessing PORNOGRAPHIC SITES, GAMES are strictly prohibited;
SOCIAL NETWORKING SITES can only be accessed on a designated
time of the day.
8. Food and drinks are not allowed inside the internet room, no
standby.
9. Internet users must return the keyboard, mouse and chairs in their
proper places after use.
10. Internet users must turn off computers properly or ask the internet in-
charge for proper assistance before leaving the Internet Section.
11. Printing information retrieved on the internet in the library must be
paid to the Internet In-Charge.
12. Material may be printed or saved to a zip drive or CD. Materials
saved to the hard drive will not be retained once the computer
shut down.
Ethical use:
The Internet Computer may not be used for:
1. Harassment of other users;
2. Destruction of or damage to equipment, software, or data
belonging to the Library or other users;
3. Unauthorized copying of copyright protected material;
4. Accessing offensive or pornographic materials.
 Unethical use or violation of the above rules may
result in loss of internet access privileges.
7. Multimedia Services & Policies
The Library aspires to deliver the needs of the academic community
taking into consideration all formats available in the market. The AVR has
a collection of CD-ROMs, documentaries and movies.
Policies:
1. For class viewing of DVD/CD-ROM, the concerned faculty member
makes the necessary reservation for the use of the AVR.
2. The Librarian must be informed concerning the plan of utilizing the
Audio-visual room 3 days before the planned time schedule of the show.
3. The concerned faculty member must fill up the Audio-Visual Booking
Form 3 days before utilizing it.
8. Other Resources: Newspapers and Current Periodicals
The Periodical Section is the “Information Powerhouse” through which
current information found in journals, newspapers, government publications
and other serial literature are organized and made available for use. The
section aims to provide the users with the various indexing tools available
and to teach users the fundamental searching techniques in locating
information from periodical sources.
Orientation
 Library Sections
Reference Section:
It is where encyclopedias dictionaries, atlases, almanacs, etc. are
placed; these books are usually referred to the specific piece/s of
information. They are not meant to be read completely. Reference books
are for ROOM USE ONLY.
Circulation Section:
Books in this section are usually to be read completely. They can be
read inside the library or can be borrowed for overnight.
Filipiniana Section:
Books in this section are authored by Filipino authors and/or books
about the Philippines.
Cordillera Section:
A collection of books which is about the local Heritage, History, and
Culture of the Cordilleras. They are part of the Reserved Section.
Reserved Section:
Books which are in demand and limited of copies. Books in this section
are for ROOM USE ONLY/ and for photo duplication, with a maximum
period of 30 minutes.
Periodicals Section:
It houses the journals, magazines, newspaper and etc. collection.
These materials are also for ROOM USE ONLY.
Educational Media Section / AVR
Located at the Main Library ground floor, where students learn
through multi-media materials.
E-Library/Internet Section
Also at the Main Library 2nd floor. Collections are stored in electronic
media formats, accessible through the internet via computers; where
students can surf e-books & the internet.
Office of the Director and Technical Section
It is where the library collections are process before they are place in the
book shelves.

  • 3. High school library GOALS/OBJECTIVES OF THE COLLEGE LIBRARIES GOALS: The College Libraries commit to be: 1. An information center that provides quality service concerned with the enhancement of its collection, facilities and staff and serves as a catalyst in disseminating quality information needed by its users. 2. A library that is interconnected with other libraries. OBJECTIVES: General: Assist its clientele, especially the students, in their academic and personal development, through the provision of updated resources and services in order to effectively participate in the attainment of the institutional mission & objectives, to be more responsive to information demands. Specific:
  • 4. 1. To aid the institution in carrying out its objectives through continuous development of its collection. 2. To support the total program of the school by acquiring and making available library materials and services. 3. To instill reading habits and develop in students independent research work, critical analysis of books and other library resources. 4. To complete a full-service electronic & automated library system to achieve a digital electronic access library. The College Libraries are open at: Monday - Friday 7:00-5:00 pm NO Noon Break Saturday: 8:00-5:00pm NO Noon Break COLLEGE LIBRARY  Library Guidelines Admission to the Libraries A student must: 1. Have a valid school I.D. pinned properly, 2. Have a valid library I.D. and Borrowers Card 3. Be in school uniform during uniform days. 4. Students without prescribed uniform should abide the proper dress code. Guidelines and Policies 1. Library ID is non-transferable. Students caught using the Library ID of another will mean confiscation of Library ID & suspension of library privileges for one (1) week. Second & third offense would mean submission of name to the DSSA for proper action. 2. The NO LIBRARY ID, NO BORROWING must be observed at all times. 3. Writing on books, mutilation or tearing of pages of a book, and STEALING of library materials are strictly prohibited. Violators will be suspended from their library privileges and will be reported to the DSSA for proper sanction. 4. As a rule, a book for overnight use is loaned from 3:30- 4:45PM & should be returned on or before 8:30 AM the following class day. 5. Bags, folders, notebooks and personal books are not to be brought inside the Circulation Section. However, the Library shall not be responsible for any lost of personal belongings of
  • 5. users. 6. Special services will be accorded to people with disability (PWD); library materials needed by a PWD will be delivered to the ground floor, provided she/he follows Library Policies. 7. Withdrawing Library Materials from the Periodical Sections; books from the Reserve Section& General Reference Section for home use, and books brought out for home use before the scheduled time of overnight will mean confiscation of library ID & suspension of library privileges for one week. 8. A Week before final exam, all library materials borrowed must be returned. Reading during such time shall only be restricted inside the library, using the School ID and test permit. 9. NO CHARGING of any electrical gadgets like laptops, mobile phones, etc. within the Library premises. The library is a WIFI-FREE ZONE ONLY. Students are responsible for bringing their fully charged laptop, mobile phones, etc. to school every day. 10. A Student who refuses or fails to settle outstanding library accounts shall not be permitted to use library facilities. Who May Avail of the Library Services 1. Bonafide students, faculty members, administrators and personnel of the state college 2. Students of other institution of higher learning provided they have Referral Letter duly signed by the Librarian 3. Other users within the locality provided that they have VALID OFFICIAL IDs 4. The Alumni of the state college who is an active member. Loaning Privileges & Policies 1. A Student may borrow a maximum of 3 books of different titles at one time for overnight on school days; a maximum of 5 books of different titles at one time for overnight before the weekends. A borrower is responsible for the proper use and safety of all library materials charged to his/her name. 2. Reserved books maybe borrowed for room use only for a maximum of 1 hour & can be renewed for another hour if there is no prior request for them. 3. Fiction books can be borrowed for a maximum of 3 days. *Students can still borrow non-fiction books even if they have already borrowed fiction books. They only have to inform the person on-duty at the charging Area. 4. General reference, periodicals, & theses are for room use only. 5. For Theses/Dissertations; only the content of the abstract may be photocopied but has to be accompanied by a library staff, depending on her availability. 6. For students who have thesis, they are allowed to borrow 3 to 5 books for 1 week, provided said books are not in demand.
  • 6. For Faculty and Staff: 1. Faculty & staff may borrow books for photocopying purposes only &/or for overnight use & can be renewed if there are no prior request for them. This applies to books from the reference & Filipiniana section excluding books on reserve. 2. Faculty and staff should borrow books or any library materials personally; letter of authorization is not entertained. 3. They may borrow books for class use provided the book is in multi-copies. For limited copies, they may borrow for overnight use only. The needs of the students must not be sacrificed over faculty/Personnel needs. How to Borrow & Return Library Materials (Books, Serials, Multimedia & Researches) A. Overnight/ Fiction Books 1. Consult the OPAC(Online Public Access Catalog) 2. If the book is available, get the book/books from the shelves, sign the book card & present your Library ID at the Circulation Counter for the processing of said material. 3. Wait until your borrower’s card will be stamped OVERNIGHT. B. Room Use/Photocopy 1. All books and periodicals to be borrowed for room use or for photo-duplication must be properly processed at the Circulation Counter before using said material. 2. Users who would like to photo-duplicate a Library Material shall be given 30 minutes grace period after which, an overdue fine of P1.00 per minute will be charged. 3. Only abstracts of Research Materials (thesis & dissertations) are allowed to be photo-copied. C. For Multimedia Materials 1. Multimedia materials are available for viewing at the AVR at the ground floor. 2. All materials in this section are for ROOM USE only. 3. Mutilation or damage of AVR materials shall be dealt with accordingly D. Returning Procedure of Overnight/ Home Use Books 1. Proceed to the Circulation Counter and present book/s & borrower’s card to the Staff in-charge. 2. Wait until your borrower’s card will be marked RET & with the initial of the staff in-charge. Library Fines FINES FOR OVERDUE BOOKS Overnight loan books Php 10.00/book/day For photo- duplication/Room-use loan books Php 1.00/book/ with grace period of 5 minutes (the time of counting starts after the 5 minutes grace
  • 7. period). A fee of Php 5.00 is charged for the replacement of lost/mutilated borrower’s card.  Library Services 1. Referral Services When there is a need for library materials that is not available in KASC libraries, the researcher is referred to other libraries. KASC students/ Faculty/ Personnel are furnished with a request letter prepared by the Director for Libraries addressed to the librarian of the institution where the researcher wishes to visit. KASC Libraries reciprocate this service by allowing qualified researchers from other institutions to use our library resources. 2. Photocopying Services The photocopying service is available at the library. The photocopying machine in manage by a private business. 3. Promotional Services It is important that the library promotes its services to all its potential clients, so that it is well used and its value appreciated. It involves the following activities:  Displays, Current Awareness Bulletin, Index to Periodicals, Library Orientation 4. Securing Clearance The following must obtain a library clearance: a. Faculty members (permanent, casual, & part time) every end of the semester. b. Faculty members, non-teaching staff & administrators who are resigning or applying for a leave of absence, or are separated from the college. c. Students who are: 1. applying for honorable dismissal; 2. graduating; 3. And all KASC students every end of the semester. 5. Services & Policies to Outside Researchers KASC libraries recognize their commitment to provide library resources and services to the KASC community; however, in the name of community services and interlibrary services, the college libraries extend the use of their resources by accommodating students from other schools, colleges and universities, researches from agencies and private individuals from Kalinga or neighboring municipalities. This privilege however is governed by some requirements and restrictions as follows: For student researchers 1. They must present a referral letter coming from the librarian of the school they came from and/ or authorized representative.
  • 8. 2. They must present their recent school ID. 3. Use of library materials is limited to room use only. For other researchers 1. They must present valid official ID. 2. Use of library materials is limited for room use only. Restrictions: 1. Non-compliance of the above. 2. Misdemeanor on the part of the researcher. 3. The library is being utilized fully by KASC populace. 4. When the librarian deems it necessary. 6. Internet/ E-Library Services & Policies It's an electronic or online library where one can have access to books, journals, novels, articles, or any other information over the internet. KASC Libraries are Philippine E-Lib Portals and a subscriber of ce-Logic; e- books and e-journals from authorized databases can be accessed at the Internet Section. The internet is an international computer network that makes e-mails and information from computers in places such as educational institutions, government agencies be available to all. It has a wealth of information; being an unregulated medium however, it may contain invalid, outdated or offensive material. The library has no control of the internet and its resources, and assumes no responsibility for quality, accuracy, or suitability of any internet resource. It should be reminded to students that many times information they need are found in the library’s books, periodicals and databases.  Policies and Procedures: 1. The internet room is designated for academic use. Computers are to be used for academic purposes, including class assignments and course-related research. 2. To sign up for a session, students must present valid School ID to the Circulation Counter. The internet in-charge will record time of session and will assign students to a computer available. Students are not allowed to move from one computer to another without the consent of the internet in-charge. 3. Computers are available on a first come, first served basis. 4. Internet users are expected to perform their own searches. The internet in-charge will provide limited instruction on the basics of the internet and computer use. 5. Internet users must observe the library’s policies pertaining to conduct. Private conversations are to be kept to a minimum. 6. Internet users must inform the internet in-charge before DOWNLOADING ANY KIND OF MULTIMEDIA FILES (Music, Movies, CAI, Etc.) or must inform the internet in-charge before inserting any storage device for proper assistance and to prevent any virus infection/transfers. 7. Accessing PORNOGRAPHIC SITES, GAMES are strictly prohibited; SOCIAL NETWORKING SITES can only be accessed on a designated time of the day.
  • 9. 8. Food and drinks are not allowed inside the internet room, no standby. 9. Internet users must return the keyboard, mouse and chairs in their proper places after use. 10. Internet users must turn off computers properly or ask the internet in- charge for proper assistance before leaving the Internet Section. 11. Printing information retrieved on the internet in the library must be paid to the Internet In-Charge. 12. Material may be printed or saved to a zip drive or CD. Materials saved to the hard drive will not be retained once the computer shut down. Ethical use: The Internet Computer may not be used for: 1. Harassment of other users; 2. Destruction of or damage to equipment, software, or data belonging to the Library or other users; 3. Unauthorized copying of copyright protected material; 4. Accessing offensive or pornographic materials.  Unethical use or violation of the above rules may result in loss of internet access privileges. 7. Multimedia Services & Policies The Library aspires to deliver the needs of the academic community taking into consideration all formats available in the market. The AVR has a collection of CD-ROMs, documentaries and movies. Policies: 1. For class viewing of DVD/CD-ROM, the concerned faculty member makes the necessary reservation for the use of the AVR. 2. The Librarian must be informed concerning the plan of utilizing the Audio-visual room 3 days before the planned time schedule of the show. 3. The concerned faculty member must fill up the Audio-Visual Booking Form 3 days before utilizing it. 8. Other Resources: Newspapers and Current Periodicals The Periodical Section is the “Information Powerhouse” through which current information found in journals, newspapers, government publications and other serial literature are organized and made available for use. The section aims to provide the users with the various indexing tools available and to teach users the fundamental searching techniques in locating information from periodical sources.

Orientation  Library Sections Reference Section: It is where encyclopedias dictionaries, atlases, almanacs, etc. are placed; these books are usually referred to the specific piece/s of information. They are not meant to be read completely. Reference books are for ROOM USE ONLY. Circulation Section: Books in this section are usually to be read completely. They can be read inside the library or can be borrowed for overnight. Filipiniana Section:
  • 11. Books in this section are authored by Filipino authors and/or books about the Philippines. Cordillera Section: A collection of books which is about the local Heritage, History, and Culture of the Cordilleras. They are part of the Reserved Section. Reserved Section: Books which are in demand and limited of copies. Books in this section are for ROOM USE ONLY/ and for photo duplication, with a maximum period of 30 minutes.
  • 12. Periodicals Section: It houses the journals, magazines, newspaper and etc. collection. These materials are also for ROOM USE ONLY. Educational Media Section / AVR Located at the Main Library ground floor, where students learn through multi-media materials. E-Library/Internet Section Also at the Main Library 2nd floor. Collections are stored in electronic media formats, accessible through the internet via computers; where students can surf e-books & the internet. Office of the Director and Technical Section It is where the library collections are process before they are place in the book shelves.
