ELECTRONIC GOVERNMENT

2. E-GOVERNMENT: It is understood as a combination of information
and communication technologies with public administration
capacity to bring services closer to citizens.
Characterized by four stages:
•Virtual presence
•Government-user interaction
•Virtual transaction
•E-democracy with virtual attendance

A system of governance where citizens can have services three hundred and sixty-
five days a year, 24 hours a day without walls, allowing the free exercise of citizens’
political will, who urge a better bureaucratic performance of public administration,
in order to establish the scope to which the Government contribute in the
fulfillment of its offer to the citizens, governance exercise, even voting and
citizenship consultation. (Alvarez, 2013)
3. • UNEFA experienced during 2000 and 2010, an intensive growth of its
registration and teaching staff, this accelerated growth generated a
structural problem.
• The great challenge is to build lifelong learning proposals that allow
knowledge empowerment by the ones that can make decisions with
a vision which obliges to find efficient mechanisms supported by
telematics networks to establish fluent interactions among counties
head offices staffs and strategic directions staff located at the
headquarters based virtual attendance for a real University e-
Government.
• The aim of this research is to present the process and results of an
interactive network of collective intelligence design for life-long
training intended for UNEFA’s students and teachers in the, which
articulates in dynamic, comprehensive and contextualized manner
lifelong learning with collaborative work among University and
industries.
THE PROBLEM
4. • The purpose of this project is the incorporation of a
technology package in applied science to the design,
manufacturing, engineering and management processes for
products life cycle assisted by computer
(CAD/CAM/CAE/PLM).
• Giving life to ideas, turning them into functional and virtual
products to impulse the consolidation and integration of
University-Industry in a productive University, with a virtual
attendance intention and the professional development of
teachers and engineering students training.

5. UNEFA SUPPORT CENTER FOR RESEARCH PROJECTS
This Center serves as support to Creator project and
is the resident element for software licenses used
for program's design functionality like CAD, CAM
Sciences, CAE and PLM implementation in parts
and assemblies modeling that make up a
parameterized and matricide industrial product life
cycle via computer with virtual presence.
6. CREATOR PROJECT CURRICULAR GUIDELINES
1. Research development and its possible applications, with related
elements to virtual learning platforms.
2. Knowledge of different types of computational platforms that
support the offered programs.
3. Different research approaches in accordance to their
characteristics and tendencies.
4. Relevancy and co-responsibility with cultural and citizenship
development.

7. Program Objectives
General Objective:
To use the program functionalities for design and its application to
sciences CAD, CAM, IT CAE and PLM for pieces shaping that conform a
parameterized and matricide product life cycle for industrial use via
computing through virtual presence.
Specific objectives:
1.To describe the processes of design computer assisted methods.
2.To define concepts linked to design assisted by computer
3.To analyze the use of an interface, geometry selection, functions
and models for geometry, functions and models edition.
4. To identify the CAD system functionalities to shape the target of
design in the shaping of pieces.
5. To use the interface of geometry sketches creation in tune with
other tools.
6. To run the digital assembly of pieces in functional sets.
8. ACHIEVEMENTS OF THIS PROJECT
New ways for professional training, on-line and virtual presence
Strong bonds have been developed by UNEFA and the Industry
Innovate ways for constructing new knowledge and experiences.
Widening opportunities for learning in virtual environments.
