4. 1. INTRODUCTION - RUSSIAN AGRICULTURE SECTOR AFTER JOINING WTO
In the end of December 2013, almost one year and a half has passed since Russia joined the World Trade
Organization. Despite of pessimistic forecasts, Russian agro sector was not under pressure from importers.
Growth of import share hasn’t exceeded the level of 5% as compared with 2011 and 2012. However, it was
observed slowing down of meat industry development especially in pig-breeding field. Russian farmers are
facing the negative profitability because of import duties decrease for pork, beef and poultry meat. The
situation caused closing of several meat-packing plants.
There are also some problems with several agricultural machinery plants which are also still under threat of
closing. Sale volumes of certain machinery types decreased by 40% in year 2013 despite of protective
measures taken by government.
But in general, it’s clear that WTO membership hasn’t got the destructive effect on Russian agro sector.
