 No one benefits more from protecting the
value of the fishery than the legitimate
fisherman
 No one cares more about protecting this
region from IUU than the Pacific domestic
industry who has nowhere else to go
 In an ideal world – the fundamental role of
the industry in combatting IUU would be
voluntary compliance
