Frank Capaci - Bio



                                       Frank is responsible for providing project management and technical
                                   training support services to SPAWAR Systems Center, Atlantic (SSC-A), a
                                   role he has held since 1995. His efforts directly support the
                                   Electromagnetic Environmental Effects (E3) and Spectrum Management
                                   (SM) Navy Training System Plan (NTSP) and the development of related
                                   training programs. Frank possesses a Masters of Education Degree in
                                   Interdisciplinary Studies in Curriculum and Instruction from National-
                                   Louis University, a Bachelor’s Degree in History form Chaminade
                                   University of Honolulu and an Associate of Science Degree in Electronics
                                   Technology from Gavilan College. Frank entered the civilian workforce
                                   as a DoD contractor following a distinguished career in the United States
                                   Navy. He has over 39 years of experience with 17 years dedicated to
                                   SPAWAR Systems Center, Atlantic.

• What’s been accomplished in support of E3/Spectrum Training?
   – Created Spectrum Management (SM) / Electromagnetic Compatibility (EMC) Collaborative Learning Sites on NKO.
   – Developed SM/EMI/E3 Navy Tactical Tasks (NTAs) and incorporated them within the Universal Navy Task List Library.
   – Updated E3/SM NTSP to align Manpower, Personnel, Training and Education (MPT&E) to Mission Requirements.
   – Developed Electromagnetic Spectrum Usage (EMSU) Road Map.
   – Established Electromagnetic Spectrum (EMS) Training on NKO under the Department of Navy (DON) Training Link.
   – Conducted Spectrum Human Performance Requirements Review (HPRR) to address Fleet training improvements.
   – Conducted E3/Spectrum Job, Duty, Task, Analysis (JDTA) Workshop.
   – Entered JDTA data into the Automated Information Management System/Content Planning Module (AIMS/CPM).
• What we’re doing?
   – Developing EMSU RM O+T Plan Revision 2.0. (Target Release Date – Dec 2012).
   – Conducting Weekly CNO Drumbeat Meetings to execute EMSU RM Action Items.
   – Working with CNO/NETC to Develop 2 New Spectrum Management Courses (Journeymen & Master Level Courses)

 While we currently dominate the undersea
  domain, cyberspace and the electromagnetic
  spectrum present a different set of challenges
  and a lower barrier to entry for our potential
  adversaries.

                         STRENGTHENING THE INFORMATION INFRASTRUCTURE,
                         presented by RDML Jerry Burroughs, PEO C4I.

RDML Burroughs – General comments made:
•   Must manage and ensure EW Spectrum Operations ‐‐ C2 of Spectrum.
•   Navy must change and address spectrum usage.
•   He called out the 4 pillars that comprise the EM Spectrum Usage Roadmap – Assured Spectrum
    Access, Real Time Spectrum Operations, Strategic Acquisition Engineering and Outreach and
    Training.
•   When the Admiral was talking about the EM Spectrum Usage Roadmap, he left his script,
    looked at the audience and told them that the EM Spectrum Usage Roadmap is a very
    comprehensive document and addresses A2AD – denied EME.
      ‒ He recommended that the audience obtain a copy and read it.

            Support the Information Dominance Vision by delivering
  assured access to the electromagnetic spectrum when and wherever required to
        operate spectrum dependent systems in the maritime environment.

Navy Training System Plan (NTSP) – Summary


• The Electromagnetic Environmental Effects (E3) / Spectrum Management (SM) NTSP
   – Identifies requirements to support the Navy’s E3/Spectrum Supportability (SS) Program and provides
     training information related to ships, submarines, aircraft, and shore stations.
• The primary goal of the Navy’s E3/SS Program is:
   – Enhance force performance by correcting, preventing, and controlling degradation to the war fighting
     capability caused by the interaction of the Electromagnetic Environment (EME) with Navy equipment,
     systems, platforms and personnel;
   – Control Electromagnetic Interference (EMI) and perform SM to enable spectrum-dependent systems to
     perform their functions in the intended EME without causing or suffering unacceptable interference.
• Training Supports Navy Tactical Tasks (NTAs):
   – Training concept is based on duties and responsibilities to accomplish fleet (NTA 5.5.6 Perform
     Spectrum Management and NTA 5.5.6.1 Control Electromagnetic Interference (EMI)) E3/SM and
     acquisition (NTA 5.5.6.2 Assess Electromagnetic Environmental Effects) mission requirements.
   – Training concept supports Mission, System and Human Performance Requirements.
• Support the Electromagnetic Spectrum Usage (EMSU) Road Map (RM)
   – Training exemplifies the Outreach & Training Goal within the “U.S Navy’s Information Dominance
     Roadmap for Electromagnetic Spectrum Usage (EMSU),” published April 2011.
• It is a non-equipment NTSP
    – Not associated with any equipment acquisitions, installations, or schedules

  • 3. Frank Capaci - Bio Frank is responsible for providing project management and technical training support services to SPAWAR Systems Center, Atlantic (SSC-A), a role he has held since 1995. His efforts directly support the Electromagnetic Environmental Effects (E3) and Spectrum Management (SM) Navy Training System Plan (NTSP) and the development of related training programs. Frank possesses a Masters of Education Degree in Interdisciplinary Studies in Curriculum and Instruction from National- Louis University, a Bachelor’s Degree in History form Chaminade University of Honolulu and an Associate of Science Degree in Electronics Technology from Gavilan College. Frank entered the civilian workforce as a DoD contractor following a distinguished career in the United States Navy. He has over 39 years of experience with 17 years dedicated to SPAWAR Systems Center, Atlantic. Navy E3/Spectrum Training In Review • Where’s E3/Spectrum Training going? – Deliver a high-performing, competency based, and mission-focused force to meet the full spectrum of joint operations. – Provide a career continuum of training, education, and experiential learning and development. – Deliver agile, innovative, and flexible training solutions to meet the demands of the Maritime Strategy. – Implement E3/Spectrum Awareness Training into the Defense Acquisition Workforce Improvement Act (DWIA) Certification process. • What’s been accomplished in support of E3/Spectrum Training? – Created Spectrum Management (SM) / Electromagnetic Compatibility (EMC) Collaborative Learning Sites on NKO. – Developed SM/EMI/E3 Navy Tactical Tasks (NTAs) and incorporated them within the Universal Navy Task List Library. – Updated E3/SM NTSP to align Manpower, Personnel, Training and Education (MPT&E) to Mission Requirements. – Developed Electromagnetic Spectrum Usage (EMSU) Road Map. – Established Electromagnetic Spectrum (EMS) Training on NKO under the Department of Navy (DON) Training Link. – Conducted Spectrum Human Performance Requirements Review (HPRR) to address Fleet training improvements. – Conducted E3/Spectrum Job, Duty, Task, Analysis (JDTA) Workshop. – Entered JDTA data into the Automated Information Management System/Content Planning Module (AIMS/CPM). • What we’re doing? – Developing EMSU RM O+T Plan Revision 2.0. (Target Release Date – Dec 2012). – Conducting Weekly CNO Drumbeat Meetings to execute EMSU RM Action Items. – Working with CNO/NETC to Develop 2 New Spectrum Management Courses (Journeymen & Master Level Courses) – Managing Spectrum Management and Electromagnetic Compatibility (EMC) Collaboration Sites on NKO. 4 4

Department of Navy Posture  While we currently dominate the undersea domain, cyberspace and the electromagnetic spectrum present a different set of challenges and a lower barrier to entry for our potential adversaries.  Our FY2013 budget submission furthers our goal to operate effectively in cyberspace and fully exploit the electromagnetic spectrum.  Key investments support development of a common operational picture of cyberspace and the electromagnetic spectrum.  These investments also support robust defense of our networks and improve our Statement of Admiral Jonathan Greenert ability to use non-kinetic effects to defend our Chief of Naval Operations before the ships from attack, conduct offensive Congress on FY2013 Department of Navy Posture on 16 March 2012 operations, and conduct superior command and control. 6 6
  • 7. Electromagnetic Spectrum Usage Roadmap Recent Publicity – Industry Day STRENGTHENING THE INFORMATION INFRASTRUCTURE, presented by RDML Jerry Burroughs, PEO C4I. RDML Burroughs – General comments made: • Must manage and ensure EW Spectrum Operations ‐‐ C2 of Spectrum. • Navy must change and address spectrum usage. • He called out the 4 pillars that comprise the EM Spectrum Usage Roadmap – Assured Spectrum Access, Real Time Spectrum Operations, Strategic Acquisition Engineering and Outreach and Training. • When the Admiral was talking about the EM Spectrum Usage Roadmap, he left his script, looked at the audience and told them that the EM Spectrum Usage Roadmap is a very comprehensive document and addresses A2AD – denied EME. ‒ He recommended that the audience obtain a copy and read it. 7 7

Navy Training System Plan (NTSP) – Summary • The Electromagnetic Environmental Effects (E3) / Spectrum Management (SM) NTSP – Identifies requirements to support the Navy’s E3/Spectrum Supportability (SS) Program and provides training information related to ships, submarines, aircraft, and shore stations. • The primary goal of the Navy’s E3/SS Program is: – Enhance force performance by correcting, preventing, and controlling degradation to the war fighting capability caused by the interaction of the Electromagnetic Environment (EME) with Navy equipment, systems, platforms and personnel; – Control Electromagnetic Interference (EMI) and perform SM to enable spectrum-dependent systems to perform their functions in the intended EME without causing or suffering unacceptable interference. • Training Supports Navy Tactical Tasks (NTAs): – Training concept is based on duties and responsibilities to accomplish fleet (NTA 5.5.6 Perform Spectrum Management and NTA 5.5.6.1 Control Electromagnetic Interference (EMI)) E3/SM and acquisition (NTA 5.5.6.2 Assess Electromagnetic Environmental Effects) mission requirements. – Training concept supports Mission, System and Human Performance Requirements. • Support the Electromagnetic Spectrum Usage (EMSU) Road Map (RM) – Training exemplifies the Outreach & Training Goal within the “U.S Navy’s Information Dominance Roadmap for Electromagnetic Spectrum Usage (EMSU),” published April 2011. • It is a non-equipment NTSP – Not associated with any equipment acquisitions, installations, or schedules 9

Navy Tactical Tasks (NTAs) - Mission-Focused, Capability- Based & Human Performance Driven E3/SS Policy Mission NTA 5.5.6 – Perform Spectrum Management DODD 1322.18 DODD 3222.2 FRP To plan, coordinate, manage and control use of the DODI 4650.01 Joint Training electromagnetic spectrum through operational planning, Operation Acquisition CJSCI 3170.01 engineering, and execution. The objective of spectrum CJSCI 3500.01 management is to enable spectrum dependent systems to CJSCI 3500.02 perform their functions in the intended environment without UNTL causing or suffering unacceptable interference or degradation. Military Training 13 Original Measures / Added 26 NEW Tasks Tasks NTA 5.5.6.1 – Control Electromagnetic Interference (EMI) To control Electromagnetic Interference (EMI) by performing Problem Identification, Characterization, and Resolution. This includes supporting and sustaining EMC, Electromagnetic Pulse (EMP), Radiation Hazards (RADHAZ) Surveys, and implementing required corrective actions. METL With 8 NEW MEASURES NTA 5.5.6.2 – Assess Electromagnetic Environmental Effects (E3) To assess Electromagnetic Environmental Effects (E3) in order to ensure reliable, safe and mission capable operations. This applies to electrical and Communications-Electronics (C-E) equipment, systems, subsystems, devices, ordnance, and fuels within their intended operational electromagnetic environment (EME), including effects on personnel.
