3. Frank Capaci - Bio
Frank is responsible for providing project management and technical
training support services to SPAWAR Systems Center, Atlantic (SSC-A), a
role he has held since 1995. His efforts directly support the
Electromagnetic Environmental Effects (E3) and Spectrum Management
(SM) Navy Training System Plan (NTSP) and the development of related
training programs. Frank possesses a Masters of Education Degree in
Interdisciplinary Studies in Curriculum and Instruction from National-
Louis University, a Bachelor’s Degree in History form Chaminade
University of Honolulu and an Associate of Science Degree in Electronics
Technology from Gavilan College. Frank entered the civilian workforce
as a DoD contractor following a distinguished career in the United States
Navy. He has over 39 years of experience with 17 years dedicated to
SPAWAR Systems Center, Atlantic.

RDML Burroughs – General comments made:
• Must manage and ensure EW Spectrum Operations ‐‐ C2 of Spectrum.
• Navy must change and address spectrum usage.
• He called out the 4 pillars that comprise the EM Spectrum Usage Roadmap – Assured Spectrum
Access, Real Time Spectrum Operations, Strategic Acquisition Engineering and Outreach and
Training.
• When the Admiral was talking about the EM Spectrum Usage Roadmap, he left his script,
looked at the audience and told them that the EM Spectrum Usage Roadmap is a very
comprehensive document and addresses A2AD – denied EME.

9. Navy Training System Plan (NTSP) – Summary
• The Electromagnetic Environmental Effects (E3) / Spectrum Management (SM) NTSP
– Identifies requirements to support the Navy’s E3/Spectrum Supportability (SS) Program and provides
training information related to ships, submarines, aircraft, and shore stations.
• The primary goal of the Navy’s E3/SS Program is:
– Enhance force performance by correcting, preventing, and controlling degradation to the war fighting
capability caused by the interaction of the Electromagnetic Environment (EME) with Navy equipment,
systems, platforms and personnel;
– Control Electromagnetic Interference (EMI) and perform SM to enable spectrum-dependent systems to
perform their functions in the intended EME without causing or suffering unacceptable interference.
• Training Supports Navy Tactical Tasks (NTAs):
– Training concept is based on duties and responsibilities to accomplish fleet (NTA 5.5.6 Perform
