In order to maximise the benefits of regional integration and look for new opportunities for competitiveness, policymakers, the private sector and development partners need access to accurate and comprehensive data on intra and inter-regional trade in Africa with respect to agricultural goods. It is in this context that CTA and the International Food Policy Research Institute (IFPRI) are launching the “African Agricultural Trade Status Report”, which examines the current status, trends and outlook in African trade performance, making an important contribution towards data and analysis of developments both at regional and at continental levels. The Report, which is released in conjunction with the Briefing, builds on the work by the Regional Strategic Analysis and Knowledge Support System (ReSAKSS) of CAADP and the African Growth and Development Policy Modeling Consortium (AGRODEP) trade and also reflects the CTA’s commitment to advancing knowledge and sharing of best practices relating to agricultural trade. Introduction African agriculture, development and CAADP African agriculture is at a crossroads. It is widely recognised as the most important sector in the continent with the potential to lift millions out of chronic poverty, food insecurity and hunger. Yet, for decades ag- riculture has stagnated, suffering from underinvestment, poor policies and incoherent strategies. Mean- while, more than 250 million Africans remain food insecure. Governments in Africa spend less than 7% of their national budgets on agriculture despite the fact that 75% of poor people live in rural areas. Women farmers and smallholder farmers remain particularly under-supported. CAADP is a recently-ignited process dating back to 2003. It is an attempt to do something about agri- cultural productivity and growth, and aims to transform policy and practice, as to improve, coordination, knowledge and ways of working. CAADP: A Model for Development Policy and Partnership in Africa_2009

WHO IS THE CAADP RESULTS FRAMEWORK FOR? The CAADP Results Framework will be useful in connecting within and across levels, sectors and thematic areas. State and non- state institutions including civil society, private sector institutions and development partners will find the Results Framework to be an important tool in pursuing results-based planning and implementation. It will be an important basis for developing effective alliances and partnerships. The CAADP Results Framework is an integral part of the country CAADP implementation process, therefore, as in the country CAADP implementation process, national level players and stakeholders take central responsibility in the implementation of the CAADP Results Framework. At regional and continental level, internalisation and use of the CAADP Results Framework will be led by the Regional Economic Communities (RECs) and the NEPAD Planning and Coordination Agency (NEPAD Agency) and the African Union Commission (AUC). The Results Framework, in this regard, also provides key parameters and scope to advance collaboration and partnerships with local and international partners. ODA and FDI partnerships as well as bilateral and multilateral initiatives such as the New Alliance for Food Security, Grow Africa, GAFSP and others should align with the CAADP Results Framework. 1.3 TIME FOR BOLD DECISIONS AND ACTIONS TO DELIVER RESULTS AND IMPACT Whilst CAADP implementation over the last 10 years has brought out lessons around issues of RESULTS and IMPACT, there is growing critical demand for information on what kind of actions are required to deliver the desired results and impact. This has brought to the fore transformative issues (i.e. change in behaviour and mind-set leading to change in systemic capacity and ability). For Africa to accelerate the pace towards this transformation, CAADP stakeholders have identified some of the critical aspects in terms of: a) what to continue doing; b) what to stop doing; and c) things to start doing, as follows: a) Examples of good things that are happening and should continue to happen as identified by African stakeholders include: Africans should sustain their renewed attention to agriculture as a priority sector; increased investments into the agricultural sector; improving and sustaining an enabling environment for private sector; renewing their vigour and attention to gender equality and focus on the youth; sustaining regional efforts towards integration; developing and making use of African-owned country- led initiatives to unleash the continent’s development potential; and continuing to nurture the peer learning culture that is emerging among Africans. b) Examples of bad things that Africans should stop doing as identified by African stakeholders include: Africans should stop playing beggar in the global food system; stop selling arable land for fuel at the expense of agriculture and local people’s livelihood; stop paying lip service to agricultural investment; publi

Sustaining CAADP Momentum

African Ministers of Agriculture met at FAO Headquarters in Rome, Italy on 9th June 2002 under the auspices of the FAO Regional Conference for Africa. The purpose of their special follow-up session was to review an earlier draft of this document – the Comprehensive Africa Agriculture Development Programme (CAADP) - prepared by FAO in co-operation with the NEPAD Steering Committee. Extracts from the report of their meeting are produced as Annex 1. It can be seen that the Conference welcomed and endorsed the CAADP and agreed on the need to quickly operationalise it; it offered guidance to member governments on a wide range of aspects of operationalisation and action to revitalise African agriculture. What follows is the full CAADP document after some adjustment to reflect some comments received on the version presented to the Ministers, including their desire to see research included as a pillar for action. Clearly, a programme on agriculture must remain open to continuing improvement and also be open to interpretation for each of Africa’s sub-regions in order to best address that continent’s diversity. This document therefore offers a broad frame of priorities from which more precise strategies and programmes can be derived for operationalisation. Africa is a rural continent and agriculture is extremely important to it. For the region as a whole, the agricultural sector accounts for about 60 percent of the total labour force, 20 percent of total merchandise exports and 17 percent of GDP. The latest figures (for 1997-99) show that some 200 million people – or 28 percent of Africa’s population – are chronically hungry, compared to 173 million in 1990-92. While the proportion of the population facing hunger is dropping slightly, the absolute numbers are rising inexorably. During the 1990’s, declines in the number of hungry people have been registered in only 10 countries. At the end of the 1990’s, 30 countries reported that over 20 percent of their population was undernourished and in 18 of these, over 35 percent of the population was chronically hungry. As of 2001, about 28 million people in Africa were facing food emergencies due to droughts, floods and strife, of which some 25 million needed emergency food and agricultural assistance. To reflect its particularly difficult situation, the World Food Programme - which accounts for two-fifths of international food aid - has spent US$12.5 billion (45 percent of its total investment since its establishment) in Africa and 50 percent of its investment in 2001. Food aid indicates considerable external dependency: in 2000 Africa received 2.8 million tons of food aid, which is over a quarter of the world total.
