Assessments: An Explanation
Need an explanation of your property assessment notice?

The 2015 assessment notices were mailed on May 5th, 2015. By state law all real estate must be
reassessed each odd-numbered year to reflect its true market value. True market value is based on
the sale prices of similar properties in the same or similar neighborhoods.
In every reassessment, some property values go up, some go down and some values stay the same.
Everyone's property does not change to the same degree and some homes and neighborhoods are
going to see more changes than others. Going back over the past two reassessment cycles there
were mostly large decreases in value across the board. The current 2015 reassessment shows those
decreases either are much less, or have stopped altogether with property values rebounding in
several areas.
So that property owners can better prepare for the tax bills that will come in November, the
assessment notices contain an estimated 2015 tax amount and the actual tax amount from 2014. The
estimated tax rates are set by the individual taxing districts, not the Assessor's Office. Contact
information for each of the taxing districts is included with the assessment notices for property
owners who have questions about the tax rates.
If you have any questions concerning the value of your property, please call the number listed below
for information. You may also schedule a meeting with the appraisal staff to review the appraised
value and verify the information in the Assessor's records. Meetings will be scheduled with owners
or their authorized representative by appointment only. A request for a meeting must be made
within (15) fifteen days from receipt of notice by calling the telephone number listed below, between
8:00 AM and 5:00 PM, Monday through Friday. All meetings must be completed prior to July 1st.
Please provide the Parcel Number and Neighborhood number from the Change of Assessment
Notice when calling for an appointment. You may appeal to the St Louis City Board of Equalization,
whether or not you schedule an informal meeting, but correcting any errors at the informal meeting
will save time and money for you, the City, and the State.
Forms for appeal to the Board of Equalization must be requested in person, by phone, or by writing

Final date for filing appeals (as established by Missouri Statute) is the second Monday in July (July
13th). The Board will conduct hearings by appointment beginning July 1st, and will remain in session
(except Saturday, Sunday and Holidays) until August 21st.
