Curriculum development is a process of improving the curriculum. Approaches for curricula: Analysis Selecting Formation Review Curriculum development is significant because it Takes contents and shapes into plan for effective teaching and learning Provide a map to achieve outputs Provide appropriate learning activities and assessments secondary education In British India, the structure and curricula of secondary education were mandated by British colonial rule After independence, Pakistan then developed its own Boards of Intermediate and Secondary Education (BISE) which were tasked with developing and conducting final examinations at the ends of grades 9 to 12 Admission requires completion of middle school Consists of two years education (grades 9 and 10) followed by two years of higher-secondary education Compulsory subjects include Urdu, English, Islamic education (civics for non-Muslim students), and Pakistan studies along with both required and elective courses in the specific stream. The exams are conducted by one of the Boards of Intermediate and Secondary Education (BISE). Curriculum Domain at Secondary Level\ According to the Constitution of Pakistan, curriculum development is the domain of the federal government. Curriculum development up to intermediate level is the responsibility of the Curriculum Wing of the Ministry of Education. Textbooks are developed by the provincial Textbook Boards strictly in accordance with the curriculum developed by the committees. Developed after extensive analysis of the previous curriculum in order to bring desired changes in teaching and learning. Assessment patterns (development and evaluation ) together with recommendations for teacher training were included in the curriculum

The new Sustainable Development Goal No. 4 upholds inclusive education as indisputable platform for sustainable development. This keynote discourse addresses the importance of inclusive education for sustainable development to experts, practitioners, policy makers and beneficiaries. The paper keys into current literature trend and extends the motto of the Inclusive Community Education Development Association: ‘community is the answer’ with the rider, ‘what is the question?’. Traditional challenges posed by rigid conceptual and theoretical approaches to education for sustainable development are moderated with available navigational tools for practitioners in support of the current agenda on outreach plans, policies and projects. The way forward includes sense for purpose, mapping new paths, innovative dialogue, strengthening of policies, clear strategies and advocacy. Recommendations proffered include the need to alleviate challenges and utilize opportunities in the implementation of conventions, policies and programmes on inclusive education for sustainable development.

This presentation was given at the 5th World Forum for Lifelong Learning in Madrid 27 September 2017, in a panel/roundtable on lifelong learning and distance education, chaired by Alejandro Tiana Ferrer, rector for UNED and host for the Forum. After having listened to my co-presenters and in the plenary before our roundtable plus material from my own presentation, I suggested the following input to the conclusions from the Forum: 1. We, believers in Lifelong Learning should mobilise for inclusive integrated lifelong learning in a digitalised world 2. We should suggest the direction to be, within the framework of Education 2030 SDG 4, inclusion and education as a public good, social justice as a point of departure. 3. Collaboration among all stakeholder, and this is also the lifeblood for having success for Education 2030.

While education is more popular than ever, huge gaps have to be tackled to achieve quality education for all, Trends and cases in different parts of the world will be highlighted. What is the impact of Open Education Resources, OER, and ODE? And how ICDE can contribute to a future oriented, collaborative platform for global educational achievements? MOOCs is discussed as a possible enabler for a new pedagogy. Education and learning is probably that single phenomenon that has the greatest impact on humans and societies, in particular in a long-term perspective (OECD 2014). Grand challenge number one is to breach the trend preventing developing countries, in particular South of Sahara, taking part in the global knowledge revolution. Everyone aspiring for higher education should have the right to affordable access. This is grand challenge number two. And it cannot be met without open education and technology enhanced learning. Three messages: • Senior management in education needs to innovate from within to open up education. • Governments must take firm decision on holistic policies for open and distance education. • Stakeholders should team up meeting the two grand challenges through open education and technology enhanced learning.
