40 months ago the Municipality embarked on a process of developing a “wall to wall”
public transport plan. The following were the planning objectives:

Promotion of a liveable city
Rectify and enhance spatial structure
Quality of Service that is Acceptable to Car Users
Reduce the overall impact of transport on the environment
Have a Positive Impact on the City's Economy
