dividual was selected. Their stories were truly in-
spiring, and it was an honor to be able to recognize
such outstanding individuals. In addition to the
awards, an elegant dinner and dancing completed
the evening.

summer! Our summer started
with Commissioning Week at
the US Naval Academy in An-
napolis during the last week in
May. We attended the Gradua-
tion/Commissioning Ceremony
where over 1000 Midshipmen
were conferred their diplomas
and either the rank of Ensign in the Navy or 2nd
Lieutenant in the Marine Corps. President Obama
was the guest of honor and congratulated each mid-
shipman personally, despite a steady, cold rain. Two
former Spruance Division Sea Cadets were among
the graduates: Ensign Joshua Kotler, son of Council
Members Jon and Anita Kotler, graduated in the top
10%, and was one of only 11 graduates to be selected
for the Medical Corps. He is attending Georgetown
University School of Medicine. Our son, Ensign
Adam Drucker, is a surface warfare officer, and is
currently serving aboard our Council’s adopted
ship, the USS Jason Dunham (DDG-109), stationed
in Norfolk. He is the division officer in charge of
combat electronics. Josh and Adam have been class-
mates since Pre-Kindergarten, and it was truly a
thrill to see them both graduate together from the
Academy.
On June 14th, our Council sponsored the Sea
Services Enlisted Person of the Year Ball, at the Hyatt
Regency Pier 66 Pier Top. This event is usually part
of Fleet Week Port Everglades, but since the Navy
ships did not arrive this year, we decided to make it
a separate event honoring the local comands. When
Event Chairman Abi Montes visualized this event,
he wanted it to be like the Academy Awards, where
the servicemen and women being honored would
feel like movie stars! I think Abi and his committee
definitely succeeded. Thirteen exceptional Sailors,
Marines and Coast Guardsmen from the local com-
mands were honored. A representative from each
command introduced their respective Enlisted Per-
son of the Year, and spoke briefly about why that in-

Our July Summer Picnic at the Beach was a “go”,
despite the rainy weather. Members of the Broward
County Council & Broward Navy Days joined us for
a joint celebration, highlighted by live music, delicious
food and lively conversation. Special thanks go to the
Wikbergs and the Pearsons for setting everything up,
and to Bill Wikberg, Nels Pearson and Gary Pirtle who
braved the elements to grill the steaks and chicken in
the pouring rain! It was great to get to know new
members Brian & Peg Turner. No one let the rain
dampen their spirits, and the evening was a great suc-
cess.
Thanks to donations from many of our Council
members, 28 Spruance Division Sea Cadets who
would otherwise not have been able to afford the cost,
were able to attend Recruit Training this summer.
Many other Cadets attended Advanced Trainings all
over the U.S., made possible by your donations. You
will hear all about the Cadets’ summer experiences at Sea Cadet Night, held jointly with the Broward County
Council, on Wednesday, September 18th, 6pm at the Coral Ridge Yacht Club. I hope you will plan to attend.
Save the date on Saturday, October 12th! Our Council is celebrating the 238th birthday of the US Navy by
sponsoring the 2nd Annual Pursuit of Honor, Courage & Commitment 5K Run/Walk to benefit the Wounded
Warrior Project & Fort Lauderdale Sea Cadets at 7:30 am. I hope you will plan to attend and walk or run the beau-
tiful course on Hollywood Beach. If you can’t participate, please make a donation to these two great causes! We
need your support!

CDR Diego Hernandez was born in Providence, RI, and grew up in Colombia, South America,
and in West Palm Beach, FL. He graduated from the US Naval Academy in 1991 with a BS in Aero-
space Engineering.
Immediately upon graduation, he completed Naval Nuclear Power training and joined the
submarine fleet in San Diego, CA aboard the USS PASADENA (SSN 752) where he qualified in
submarines. Subsequent sea tours included Navigator and Operations Officer on the USS
TREPANG (SSN 674), Engineer Officer on the USS TOLEDO (SSN 769), and Executive Officer on-
board USS RHODE ISLAND (SSBN 740)(G).
From August 2009 to February 2012 he commanded the USS WYOMING (SSBN 742)(G) in
Kings Bay, GA, where he lead his crew on 3 strategic deterrent patrols, the timely completion of
the largest Extended Refit Package ever undertaken in Kings Bay, and the first ever integration of
females into a US Navy submarine wardroom.
Shore assignments during his career include Flag Aide to RDML Charles J. Beers, COMSUB-
GRU TEN in Kings Bay, GA, Submarine Officer Assignment officer at the Bureau of Navy Per-
sonnel in Millington, TN, and Military Analyst at Office of the Secretary of Defense Program
Analysis and Evaluation (OSD-PA&E) at the Pentagon.
His personal awards include the Defense Meritorious Service Medal, Navy and Marine Corps
Meritorious Service Medal, Navy and Marine Corps Commendation Medal (six awards), Navy
and Marine Corps Achievement Medal (three awards) as well as various unit and campaign level
awards.
CDR Hernandez holds a Masters in Public Administration from Harvard University’s
Kennedy School of Government and is a designated Joint Service Officer.
He currently resides in Alexandria, VA with his wife Jennifer and their son Lucas (3). He has
two other children, Annie (12) and Sam (10), who reside with their mother in Jupiter, FL.

Rear Admiral Korn serves as Commander of the Seventh Coast Guard District headquartered in
Miami, Florida. As District Commander, he is responsible for all Coast Guard operations in the Southeast
United States and the Caribbean Basin including Florida, Georgia, South Carolina, Puerto Rico, the U.S.
Virgin Islands and over 15,000 miles of coastline. In addition, the Seventh District shares operational
borders with 34 Foreign Nations and Territories.
Prior to assuming command of the Seventh District, Rear Admiral Korn served as Assistant Com-
mandant for Acquisition and Chief Acquisition Officer (CAO), following a two-year assignment as the
service’s Program Executive Officer (PEO). As CAO, he directed efforts across all Coast Guard acquisi-
tion programs and related procurement management, contracting, and research and development ac-
tivities to execute the service’s approximately $30 billion acquisition investment portfolio.
In his previous assignment as PEO, he oversaw the execution of all Coast Guard acquisition programs
and projects, which provides for the sustainment, modernization and recapitalization of surface, air,
command and control, and logistics assets for the Coast Guard’s multiple maritime missions.
He served in a variety of operational and staff tours during his career, including Chief of Staff of the
Eighth Coast Guard District, the first Commander of Coast Guard Sector Corpus Christi, Commanding
Officer of Air Station Corpus Christi, Chief of Search and Rescue for the Eighth Coast Guard District,
Commanding Officer of Air Station New Orleans, and Engineering Officer of both Air Station Houston
and Aviation Training Center Mobile. He also served as the Chief, Inventory Management Branch at the
Aircraft Repair and Supply Center (AR&SC). He attained pilot qualifications on the HH-52A, HH-3F,
HH-60J, HH-65A/B and the HU-25 and attained a Civilian Airline Transport Rating.
A native of northern New Jersey, Rear Adm. Korn graduated from the U.S. Coast Guard Academy
in 1979 with a Bachelor of Science in ocean engineering. He received a master’s degree in industrial ad-
ministration from Purdue University’s Krannert School of Management in 1989. He also completed the
Advanced Management Program at the National Defense University in 2000, receiving a Chief Infor-
mation Officer’s Certificate and is a 2004 graduate of the Naval War College Fleet Seminar Program.
His military awards include two Legions of Merit and six Coast Guard Meritorious Service Medals.

When you think about a Beach Party, a sunny day comes to mind. Well, that was not the case on Saturday July
13th, when over 50 people, showing true Sea Service spirit, braved the elements on a stormy and rainy after-
noon to attend our traditional Summer Beach Picnic.
Special thanks go to Bill and Jane Wikberg and Nels and Lisbeth Pearson for organizing another successful
social event with participation from Broward Council and Broward Navy Days. At the picnic we welcomed new
Council members Brian and Peg Turner, both retired naval officers. We must give special recognition to Nels
Pearson, Gary Pirtle and Bill Wikberg, who battled and beat the storm at the grill and had our steaks and
chicken ready for us all to enjoy. What a delicious meal! All in attendance enjoyed the evening’s conversation
and fellowship.

On August 8, Chuck Black and Lynn Elsasser hosted an open house
at their place of business in the Flagler Arts and Technology Village
(FAT Village), an ever growing Arts community located in downtown
Fort Lauderdale.
The occasion was to celebrate the launch of the new phase of their
company, a transition from Signs by Tomorrow to Image360. This will
allow them access to a wide national resource with the most advanced
technology in graphics, signage and display.

Spruance Division/Radford Training Ship held our Annual Awards Banquet at Tropical Acres on June 8th
. Special
thanks to Barbara and Leo Greenfield for hosting the event at Tropical Acres. We had 175 Cadets, Parents, Staff, and
guests in attendance. The Most Improved League Cadet is Alec Cooper. The Most Improved Sea Cadet is Giovanni
Soto. The Fred Topper League Cadet of the Year is Zachary Beller. The Tom Clarke Sea Cadet of the Year is PO1 Isaac
Stratton. The George Thorne Leadership Award is presented to CPO Devin Davis. The Lou Besterda Instructor of the
Year is John Serko. The Lou Besterda Officer of the Year is Ens. Paul Paguaga. A very Special “Over the Top Award” is
presented to X.O. LT Jorge Perez.

Jacob Wallace will be the Master at Arms. Four new Staff Members were added to the Spruance Team, Simone Ramos
will assist with Ribbons and Awards, Alan Wenzel will assist with small boat operations, CWO Guy Rush, USCG ,
Fixed Wing Maintenance Officer at Air Station Miami will be the new Operations Officer, and IS1 Sean Hall, USN,
Intel Specialist at US Southern Command will be the Assistant Ops Officer. Welcome Aboard Shipmates!
The Cadets of Spruance Division began their exciting summer training sessions immediately after school ended.
League Cadets attended Orientation in Groveland, FL.; many were away from home for the first time. Twenty Eight
Sea Cadets attended Recruit Training at the Palm Beach Sheriff’s Eagle Academy, under the watchful eyes of LT Jorge
Perez, LT Tim Diener, Midshipman Ryan McDaniel, and several of our senior Cadets who provided assistance as Staff
Cadets. Other training opportunities this summer included Submarine training at Kings Bay, GA, Master At Arms
Training, Sea Bee Training, Aviation Training at NAS Jacksonville, Scuba Training, Field Operations in Michigan, Sea-
manship Training, Marksmanship Training, and a brand new Training opportunity for Photo Journalism School in
New London, CT. What a Summer! This is why the motto of the Sea Cadet Program is that “It is an adventure of a life-
time”!
LCDR Starr worked alongside Master Sergeant Abbi Montes, USMCR, and Fort Lauderdale Navy League Council
members to host the Annual Sailor of the Year/Enlisted Person of the Year Awards Dinner, held at the Hyatt Pier 66
Hotel. 13 Sailors Marines and Coastguardsmen from 13 local area Commands were recognized for being “the Best of
the Best” in their Commands. LCDR Starr represented the Cadet Corps at the Change of Command of Coast Guard
Sector Miami, at CG Base Miami Beach, and the Change of Command and retirement of Coast Guard District 7 RADM
Baumgartner, who was relieved by RADM Korn, at the Coast Guard Air Station Miami. LCDR Starr also participated
in the retirement ceremony of Coast Guard District 7 Command Master Chief Lou Kitchen, who retired after 32 years
of Service, and also participated in the retirement ceremony of CG Sector Miami Command Master Chief Mark Mello,
and attended the Change of Command of the CG Aids to Navigation Team, in Fort Lauderdale.
Upcoming events include a 9/11 ceremony, Sea Cadet Night at the Coral Ridge Yacht Club, Side Boys for the US
Southern Command Navy Birthday Celebration, and most importantly, our Annual Fund Raiser, 5K Race to be held
Oct 12 on Hollywood Beach. Funds raised will be shared with the Wounded Warrior Project.
We held an open house for new potential recruits in August, at the end of our first Drill, and had over 40 parents
and potential Cadets learn about our Program. They will now go through our screening process. We have a total ships
company of 133 Cadets and Staff. We have made arrangements with the Veterans Post next door, for the Cadets to use
their parking lot as a “Grinder” for morning PT. Our Male Cadets will have the use of their hall to change into their
uniforms following PT. This will save almost 40 minutes of our Training Time, where before we could only have 4/5
Cadets change at one time.
We are looking forward to another Fantastic year for our Cadets, as they become the mature Leaders of Tomor-
row.

2013 NATIONAL NAvy LEAGUE CONvENTION, LONG BEACh, CALIFORNIA

A great week in Long Beach we heard some encouraging words and now let’s see
what actions develop. I feel we are on our way to better management, financial controls,
and a more openness of all of our future actions, and a new fresh team at the National
level.
First, I want to thank everyone who attended from the Florida Region. I sincerely
appreciate your efforts. We had six councils represented from the Florida Region: St.
Augustine Council (2),Bill Dudley, Dave Sullivan; Tampa Council (3), Joe Daigneault,
Lil Hanson, & Myself; Sarasota Council (2), Gerard & Frances St. Germain; Mayport
Council (2), Bill & Betty Howard; Fort Lauderdale Council (4), Chuck Black, Rudy &
Louise B. Oetting, Simone Ramos; Cape Canerval (2), Larry & Lillian Bertsch. Second,
I wish to welcome our New National Leaders, Jim Offutt, National President and Bill
Dudley National Vice President Field Operations. Third, I want to mention that our
Councils received the lion’s share of National Awards: 9 Councils received National
Recognition, 3 Councils were designated as Outstanding, Tampa, Mayport, and Sarasota;
5 Councils were designated Meritorious-
Broward, Daytona Beach, Key West, Space Coast
and Treasure Coast; 1 Council received Honor-
able Mention- Sun Coast; 1 Council was recog-
nized for their Newsletter- Sarasota; 3Councils
were recognized for Retention, Jacksonville,
Treasure Coast, & Sun Coast. I received an award for 7th In Nation for Recruiting
Skip Witunski. (32 new members). Congratulations to all! Now, let’s all focus on
Membership and Retention. We want to have a positive year at year end. We have
lots of effort to put forth but we can do it.
Our Florida Region got approved as presented: New National Directors-Skip
Witunski, Chris Paddock, John Vargo, Chuck Black, Bill Dudley, Mike McGrath,
Bob Price, Simone Ramos, Gerard St. Germain, Todd Dunn, Joe Daigneault, Shelley
Beck, Pat Dumont, Dolph Dumont, Diane Wright, Rudy Oetting, & Betty Howard
& Joe Giambrome (Alternate).
The main focus of the convention was on National Navy League. 1. Gover-
nance: Decisions were made to eliminate the Steering Committee and replace it
with a new Executive Committee of 21 members. The Board of Directors will be decrease in size from over 200 down to
122. The Area Presidents will be eliminated and retitled as Regional Vice Presidents. 2. Finances: At present we have 100
million in assets and a net worth of $50 million. the last two years we have operated at about a 15-20% net loss, we need
to raise revenues and look at programs. Ashort -term hiring freeze was instituted at the National Level, as well as a tight-
ening of expenditures for the rest year. We will have a new 5-10
year Strategic Plan. 3. Membership and Retention: We all need to
be at a positive growth rate at the end of the year and make a con-
centrated effort on our to increase membership in our own coun-
cils. 4.Training: We are working on 5 modules to have on-line
training and to get that up so new Councils members can go on
line on their time frame to take the training they need, remember
the National Staff is down to 29 we can’t do all at once but we
have listed 5 to start. We also have to strive to have all of our
members to have email addresses is saves on postage and can see
new messages and sooner and each council can be more respon-
sive. We are also updating our Mission Statement check our web-
sites for new updates at www.navyleague.org and
www.floridanavyleague.org.
I thank each and every one of you for all you do every day for the
Navy League! I think we haven’t yet grown to our full potential,
but activity bring progress, and the more we do the more we are noticed. On a side note, we had a young Sea Cadet
attend the convention for the Fort Lauderdale unit. His name is Seaman Apprentice Nico Skinner. He accompanied his
mother, Simone Ramos, to the convention. Nico is attending two Sea Cadet Trainings this summer, one is in San Diego. I
heard that he is quite the Chef. He may be the only Sea Cadet to attend a national convention in recent years. I wish all
the best for him as he climbs the ranks of the Sea Cadets. Hats off to Key West Council they are gearing up for 6 USCG
Fast Response Cutters Commissioning’s at Sunset with the 1st one in Nov. of this year.

OPERATION hOmECOmING

On Saturday, Sept. 7th WWII
Veterans were flown to Washing-
ton DC for one day to visit and re-
flect at their WWII Memorial,
Arlington National Cemetery, and
the US Marine Corps Memorial
(Iowa Jima). Some historical land-
marks were discussed with the
Veterans including the Penta-
gon,White House, Washington
Monument and Lincoln Memo-
rial.
It was certainly a very powerful and emotional experience that moved many to tears including the Veterans.
As the announcement was made that they are making their way through the concourse the cheering, music and
the excitement began. The wonderful thing was that the Veterans were not aware what was about to take place
and that they would receive a ¨Welcome Home¨ they never received before.
They were stunned and some in tears to see the Palm Beach County Fire Rescue´s Pipes and Drums Corps,
Honor Guard members from various departments, JROTC units, Boy and Girl Scouts, dignitaries, news media,
US Military Vets Motorcycle Club members, school students and teachers, church members, West Palm Beach
Sea Cadets and hundred´s of people they have never met before and shook their hands and expressing a heartfelt
¨Thank You¨!
It was pointed out to us that a 92 year old Veteran said the following: ¨I have never felt appreciated my entire
life. Not until that day. And I shook more hands at the airport than I probably have my entire life. I never thought
I mattered. Not until that day.¨
While making my way to my car I had the honor to shake hands of a WWII Veteran in a wheelchair that was
escorted by a Guardian. I cannot express the gratitude I felt when he held my hand with tears in his eyes thanking
