  1. The southern precinct is 14 years old, and is currently located in Edgewood. The department is looking to relocate between Joppatown and Edgewood. This is so the department can assist the community in a more productive manner, as the community changes so must the department.
  2. The southern precinct is a local law enforcement. It services the Edgewood and Joppatown areas. However it also works together with other departments such as the Aberdeen police department, Havre De Grace sheriffs office, and also with Baltimore County Police department. They work together with these surrounding departments so that they can be successful in catching criminals and reducing crime.
  3. This is the organizational chart for Harford County. As you can see the southern precinct is under the direction of Major J. Dennison in Police services. Within the department itself, deputies are under the direction of Captain D. Verzi (pronounced veer-zi`) Chain of command within the department is as follows…
  4. As you can see, patrol officers are at the bottom of the chain, however, any of the officers within this chain also patrol areas they are assigned to.
  5. There are a total of 74 Sworn deputies in the Southern Precinct, as you can see they consist of 64 Caucasian males, 6 Caucasian females, 3 African American males and just one Asian female.
  6. This department uses both the traditional and new ways of policing. While they still practice random routine patrolling, they also use the approach of directed patrol. As in some areas directed patrol is more effective. They have continued to use the differential response to calls for service, as this has been shown to be effective when they take more pressing calls first.
  7. According to Corporal David Kopp of the southern precinct, the goals and objectives of the department lies mostly in their mission statement, which is; With courage, honor, and integrity we protect the rights and dignity of all citizens. In partnership with our communities, we strive to preserve the peace and provide for a safe environment for all. Other goals as stated by corporal Kopp, include diminishing the gang and drug activity, which is the main issue in the Edgewood area.
  8. The Deputies in the community do their best to protect the citizens within the community. But they cannot do this alone and need the assistance from members of the community. There are community meetings held to put in place programs to prevent crime. Some of these include the following;
  9. Neighborhood watch is not effective in my community because the members of the community do not participate. They are either the ones doing the crimes or they are the ones too afraid to report crimes in fear of being harmed. However the neighborhood watch in the community behind mine is effective to a point. Most people do not venture into their neighborhood because they know the people who live there are watching and will report them. The D.A.R.E program is effective in educating young children of the effects of using, and distributing drugs. Most of the children who are educated do not associate with drugs. Therefore cutting down on drug activity. Metro Crime Stoppers is a program throughout the state and is effective in bringing in a lot of wanted criminals.
  10. Maurice Darryl Prioleau v. State of Maryland is a case where , Detective Stach had witnessed drug activity and arrested the suspect Evans. The other suspect Prioleau had fled, when Prioleau was caught and brought to Detective Stach, he simply greeted the suspect by saying “what’s up? Maurice” Although this is a question it is in no way a form of interrogation. The officer did not have to read the suspect his Miranda rights because the officer did not question the suspect he simply greeted the suspect. The officer did not intend to receive an incriminating statement from the suspect by greeting him this way.
  11. It was difficult to find an article in which an officer has made an unethical decision. This is a good thing as it shows that officers in my area are doing their job properly and have good ethics. However I did find one article to where a the Sheriff’s office had suspended a Major for allegations of improper conduct. This article did not specify what the Major had done that was unethical. The major is suspended until the results of the investigation is over. The department did right in suspending the Major, but what did he do that the public cannot know about? Depending on the situation the Major could have just made a mistake. If not then this behavior must be controlled. The department may do this by offering programs and making these programs mandatory for their Deputies. (Daggerpress LLC, 2009) & ( Corporal Kopp D. 2010)
