a) Implementation studies for Nyanza, Huye, Bugesera and Nyamagabe Local
Urban Development Plan all under separate contracts
Strategy defines the role of the public sector in pro-actively facilitating and accel-
erating the Urbanization process for Economic Transformation and provides an
overarching framework for 8 sector strategies, including the Housing, Infrastruc-
ture Development, Sanitation, Environmental, Transport, Energy, Environment &
Natural Resources, and the ICT sector strategies.
In the proposal and recommendation made, the use of spatial information as a tool
for enhancing Land Information and Administration for service improvement
within the land office were realized
2. Training of Land office staff in use GIS for Urban Planning and land management
was also part of the component in the projects.
Development of Digital base map of the towns mentioned and a thorough
analysis of existing situation both in terms of social and economic assess-
ment as well as spatial investigations covering area ranging from 500ha-
1500ha
Collecting significant information about the residents of the towns with a
view of development a fiscal cadastre
Developing detailed physical development plans, housing models, designs
for all services and utilities and costing each component
It also involved projection of the project in terms housing needs, service
projection and tie the all information to the phasing of the project
It also involved coming up with an implementation strategy that showed
the specific actions to be done, who should do them and the likely source
of funding under municipal funding
The project involved participative approach where all the stakeholders’ especially
local authorities are involved.
In all the participation process devloped allowed the Local Mayor in charge of Fi-
nance and Economic affars to present the project to all stakeholders and District
Councils
b) Implementation studies( detailed plan) for Musanze Secondary City
Coordinated the study towards review and updating of Musanze master plan and
carrying out detailed urban development studies for the implementation of the
same. The study involved redefining the Vision of the District in line with second
generation EDPRS so that it becomes a pole for green economic growth. As one
of the six secondary cities identified under EDPRS II Musanze studies reflected
the desires of the country as well as that of the locals in assigning urbanization as
a driver of economic transformation and sustainability in green growth.
Participatory planning, slum upgrading, affordable housing, tourism development
were among the Key some of the issues addressed
The plan sort to create urban opportunities for youth and women through inclu-
sive sustainable green growth;
Within the project we received enormous technical assistance from UN-Habitat
representative in the use of GIS for City wide planning and its application as a
trans formative tool in land Management. Other Organization that were on board
include GGGI.
c) Elaboration of kaborondo Master Plan in Kayonza District
Teamed with other professional and elaborated the master plan of Kaborondo
centre. Kabarondo is the gateway to Akagera national Park as well as part of the
town to along the road to Rusumo, the border with Tanzania. Due to these fac-
tors Kabarondo is rapidly developing and therefore a master plan to guide its de-
velopment was paramount.
d) Development of strategies and elaboration of master plan for the airport
Belt in Bugesera
3. Led research efforts examining the development of strategies and elaboration of
sustainable land use planning of the Bugesera Airport Belt. The study covered a
total of 147sqkm which is the area for the new international airport that is to be
built from the start by the Government. As the entry point to Rwanda the belt in-
volved coordination with many Government agencies
e) Team Leader Development of Simplified Street Addressing Maps of
structured Zones of Karongi, Rubavu and Rusizi
This was a competitive tender won by GISTECH consultants where I was
the team leader: Project Involved;

I have been employed by government of Rwanda as from October 2008 as Tu-
tor in Engineering Survey Kicukiro College of Technology. The college
provides training solutions to students in various Technical areas, who are
awarded a diploma at the end of three years. I am personally based at the civil
Engineering department, I was responsible for:
Conducting research, preparing lecturing materials, conducting lectures, set-
ting and marking examinations for diploma Civil Engineering where Survey-
ing and Cartography is a unit.

CORE COMPETENCE
Lecturing Experience: Three years lecturing experience at tertiary institution in areas of
land/Engineering surveying, Land use Planning, GIS, Geographical Positioning System
(GPS) and physical planning. And have a passion in the use and application of modern sur-
veying techniques in areas of land management.
Research Experience: has been exposed to research in areas dealing with surveying and
urban Land management, modeling of terrain through DTM and DEM and surveying
projects requiring use of modern surveying techniques. Currently doing research in Role of
GEOICT in Urban Governance, A case study of Kigali City.
4. Modern technology: Very Conversant in the use GIS, CAD, SPSS, ms office software and
Global Positioning Techniques as well as Total Station, levels and related Surveying equip-

Project management: Three years hand-on experience in management and implementation
of Government funded projects related to development contexts. This incorporates experi-
ence in preparation of Bid proposals, Supervision and coordination of the awarded projects,
presentation to stakeholders and general project management.
Training/Capacity Building: Having worked as a lecture and conducted training, I have
experience and potential in carrying out trainings especially short courses.
