AUSTIN GENERATION RESOURCE PLANNING TASK FORCE
REGULAR MEETING MINUTES (Wednesday, September 9, 2009)
The Austin Generation Resource Planning Task Force convened in a regular meeting on
Wednesday, September 9, 2009 in Room 1029 at City Hall in Austin, Texas from 3:00 to 5:00 pm
and in Room 1027 at City Hall in Austin, Texas from 5:00 to 7:00 p.m.
Chair Phillip Schmandt called the meeting to order at 3:05 p.m.
Task Force Members in Attendance:
Chair Phillip Schmandt, Cary Ferchill, Chris Herbert (arrived at approx. 3:20 p.m.), Matt
Johnson, Mike Sloan, Cyrus Reed, Ron Rogerson, John Sutton, and Roger Wood

1. CITIZEN COMMUNICATION: GENERAL
None.
2. APPROVAL OF MINUTES
Motion to approve minutes of Task Force meeting on September 2, 2009 was approved on
John Sutton’s motion, Roger Wood’s second on an 8-0 vote.
3. PRESENTATION
Presentation by Pace Consulting on risk analysis of portfolio scenarios. Requests for
additional information to be provided by Pace and/or Austin Energy are: total costs (in
dollars) associated with each scenario, portfolio cost distributions for each year through
2020, natural gas projections distribution, clarification on the use of off-system sales in risk
analysis and results of all scenarios without including off-system sales, and emission results
and water usage requirements for all scenarios.
4. NEW BUSINESS
a. Discussion on scenarios posed by Task Force members and results from the Austin
Energy Resource Portfolio Simulator. Scenarios requested to be evaluated by Austin Energy
include: all scenarios with off-system sales included, all scenarios without off-system sales
included, Cyrus Reed scenario with more DSM and renewables to gradually replace FPP,
Mike Sloan scenario with early wind investment and high distributed solar PV investment to
replace FPP, Mike Sloan scenario with all wind generation to replace current resources, and

Roger Wood scenario to add 200 MW of DSM to replace other generation in least cost
manner.
b. Discussion on information requests to date. Motion to not approve the submission to
Austin Energy of Mike Sloan’s questions on transparency passed on Phillip Schmandt’s
motion, Chris Herbert’s second on an 8-1 vote. Submission to Austin Energy of Mike
Sloan’s questions on biomass and Webberville contract buyout provisions, FPP operating
costs, and taking FPP temporarily out of service passed on Phillip Schmandt’s motion,
Cyrus Reed’s second on a 9-0 vote. Task Force requested Austin Energy staff to post all
documents that have been provided to and generated by the Task Force online to be
accessible for the Task Force and Austin Energy customers.
5. FUTURE AGENDA ITEMS
A presentation by low-income/affordable housing representatives, discussion with Austin
Energy staff on scenarios posed by Task Force, and discussion of submission of scenarios to
Pace Consulting were items requested to be placed on next week’s agenda.
Next meeting scheduled for Wednesday September 16, 2009 from 3:00-5:00 p.m. in
Room 1029 of City Hall.
