Desk research - to identify the issues, service pathways, existing literature on drivers and any tools or other guidance available Creation of a draft guide - in a way that helps councils think about the productivity of that service in their area a) what are the key service pathways within the area? b) what does productivity look like for this service/what drives effective services/what are the cost drivers? c) which questions might you need to ask to understand how effective the service pathway is? d) what national data exists (financial/unit cost measures and non-financial) to help answer these questions; and what sort of local data might be used? e) which other sources of information/tools are available to help users consider their productivity? The guide would be used as a starting point for the users to start thinking about productivity and help them continue work to explore possible unit cost metrics. The guides will be accessed from within LG Inform. See Appendix 2 of an example of the elements which might be contained within the guide. Thereafter these guides could be developed further with officers’ groups and professional bodies. Consultation with officers - to create a ‘launch version’ of the guide to go on LG Inform
The service areas which we plan to cover for the launch of LG Inform are as below. They represent a combination of big spending services, services that cover two-tier areas, and some smaller, corporate services. Adult social care – ADASS/DH Children's services - Audit Commission work with the London Borough of Hammersmith and Fulham Waste Finance – possibly CIPFA Workforce and skills - Audit Commission and the LGA research and analysis team Corporate services Leisure and cultural services
Identifies robust indicators – for any identified during the work we can ensure LG Inform collects these to allow benchmarking Can’t compare, but… - although authorities can’t easily compare their detailed productivity work with each other, it does allow them to measure their own productivity year on year, and so gauge whether there are increases in expenditure or performance and how these might relate to delivery decisions they have made Safe area – not directly comparable, but helps them to ask questions about their performance and productivity Ultimately not comparable – at least in the first instance, children’s services work demonstrated this
