This document outlines the criteria for selecting the best performing cooperative development councils. It lists eligibility requirements including being in operation for at least 3 years and having relevant cooperative programs. Councils must submit documentation like development plans and reports. Selection is based on an evaluation across 5 categories relating to organization, programs, networking, social responsibility, and recognition. Organization and programs each account for 30-50 points, while networking, social responsibility, and recognition make up the remaining 20 points. Criteria within each category assess factors such as membership levels, elections, meetings, activities conducted, partnerships, and community involvement. The council that receives the highest total points following this evaluation process will be selected as best performing.
