State of the Map Asia (SotM-Asia) is the annual regional conference of OpenStreetMap (OSM) organized by OSM communities in Asia. First SotM-Asia was organized in Jakarta, Indonesia in 2015, and the second was organized in Manila, Philippines in 2016. This year’s conference, third in the series, was organized in Kathmandu, Nepal on September 23 – 24, 2017 at Park Village Resort, Budhanilkantha, Kathmandu, Nepal. We brought nearly 200 Open Mapping enthusiasts from Asia and beyond to this year’s SotM-Asia. The event provided an opportunity to share knowledge and experience among mappers; expand their network; and generate ideas to expand map coverage and effective use of OSM data in Asian continent. We chose ‘from creation to use of OSM data’ as the theme of this year’s conference, emphasizing on the effective use of OSM data. We also brought together a government panel from four different countries in this year’s SotM-Asia. We believe this event will deepen the bond and enhance collaboration among OSM communities across Asia. More information about the conference can be found on: http://stateofthemap.asia.

Using representations and data that are digital, we can create images about what happens where and when in cities, including mobility patterns that remained unaccounted until now. If properly analysed, big data for mobility can radically improve the socioeconomic and environmental analysis of public and sustainable transport. This session will discuss how big data is affecting mobility in terms of new travel behaviour and transport planning. At the user level, the relations between social networks, social media usage and travel behaviour in EU countries will be discussed. Scientific insight on the social media usage of millennial students in EU countries to understand their impact on social activities and mobility in urban areas will be presented. At the planer level, responses to changes in mobility patterns or unaccounted needs given by the analysis of public transport smart data will be presented. Advances on an integrated accessibility index will be discussed as a way for policy makers to improve current transport planning practices. Yet, big data in transport is not immune from some problems, especially those relating to statistical validity, bias and incorrectly imputed causality. This point will be discussed alongside liability, since Big data is gathered and manipulated by many different stakeholders. The proposed panel discussion therefore aims to provide to the audience a clear understanding on ways in which big data affects travel behaviour and transport planning, while accounting for data quality and pan European standardisation aspects.

Why are cities smart? Answering means defining what we mean by a smart city. Do smart cities: Use technology to make the city operate more efficiently? Have centralized control centers to monitor and manage infrastructure and services? Or do they use technology to increase public participation? A really smart city does all three. Since most discussion centers on the first two, this presentation focuses on public participation. The first thing to realize about public participation is that information technologies, especially social media and applications, have vastly increased the ability of people to participate in all types of activities - including almost everything a city does. Public participation includes: providing input, analyzing data, collaborative planning, educating themselves and others, and taking action. Public participation is especially good because residents have detailed local knowledge and fresh perspective. They can provide political support and the participation process helps create people willing to take action. Many information technology applications have been developed to support public participation. The presentation describes the main categories of public participation applications and illustrates these categories with examples. So, another way to look at the question might be: How are cities smart? The answer is: when they actively involve the public in managing the city, provide open data to increase understanding, use applications to harness public energy efficiently, and recognize that if they don’t do it, someone else will.

Abstract: The arrival of web-based mapping from Google and others has revolutionised, in the space of only five years, the way many people interact with maps and map data. And the success of projects such as Wikipedia highlight how collation of small amounts of information from large numbers of people - an approach called 'crowdsourcing' - can challenge traditional models of data collection and ownership. Bringing these concepts together is OpenStreetMap, a collaborative project to create a free editable map of the world. Well-established enterprises such as the Ordnance Survey are coming under increased pressure from this new model, and large companies such as MapQuest and Microsoft are starting to use and invest in it. Martin Lucas-Smith, Webmaster in the Department, and one of two main developers of the leading UK-wide cycle journey planner website, CycleStreets, will discuss OpenStreetMap, its use within a wide range of systems (from cartography, routing, and even its central role helping deal with the Haiti disaster) and discuss the challenges it poses to traditional forms of cartography and data collection.
