Despite the name, duct tape is not for ducts. Over time, the adhesive on duct tape deteriorates and will come apart. The tape should be removed, evaluated for repair and then the pipe joints should be properly sealed with the correct material.
Not only is it unsafe because it was not covered, but it should be GFCI protected as well.
This could affect the flow of air around the a/c unit. If the air cannot freely flow around the unit it could cause the unit to over heat and shorten the life of the compressor.
