PRISON OF MONTERROSO (LUGO).
Education implies a complex interactive and multi-disciplinary process between
the person and the society.
To educate in and for a society that creates opportunities for the personal development, promotes
the participation of all the people by means of formation, work, culture, and guarantees the basic
rights, in short, it facilitates a decent life. Educating, socialising a person who is freely
compromised with him/ herself and with that society in the respect of the basic rights and liberties.
In this framework, the privative penalties of freedom have certain goals and duration. To make the
most of this time to “re-educate and re-socialise” imprisoned people and intervene in each of the
areas which facilitate the integration, is, perhaps, one of the highest compromises and
responsibilities of the society and the Spanish penitentiary system: to create cohabitation,
educational and formative work, therapeutic and cultural spaces that make possible their
preparation for life in freedom.

• Almost 50 nationalities
• About 30 years old
• Low educational level
• Low level of work formation
• Deficient work habits

TITLE III OF THE TREATMENT
Art. 59
1. The penitentiary system consists on the amount of activities directly aimed at the
achievement of the re-education and social re-habilitation of the convicts.
2. The treatment intends to make the inmate a person with the intention and
capacity to live respecting the penal Law, as well as satisfy his necessities.

PRINCIPLES OF PROCEEDING*
The proceeding of a penitentiary professional in any position has to necessarily fulfill the three following
requirements:
1st.-To treat the offenders with the respect and consideration demanded by the human
rights, that is, to treat them in a human and decent way.
2nd.- To guarantee the accomplishment of each of their rights that belong to them as
inmates of a prison.
3rd.-To demand from them the same treatment of respect and consideration both
towards the rest of the inmates and the other people related to the penitentiary
work, as well as the accomplishment of their duties.

CULTURAL INTERVENTION
PERMANENT CENTRE FOR ADULTS
– More than 120 offenders take part either going to the school centre or by mail.
– Different educational levels are taught: basic education (literacy teaching, Spanish as a
foreign language, encouragemet to read, ESO) and even University studies through the
UNED.
– A library with more than 12,000 books is available.
– Due to the increasing number of foreign offenders( nowadays, more than 70%), and since
many of them don’t understand Spanish, we try to foster their access to school so that they
can learn some basic knowledge about our language and in this way, to have access to
other resources.
– Coordination of different International Cooperation Projects in permanent education of
adults (Grundtvig).

The following courses of professional formation were offered in 2008/09:
• Gardener

• Food handlers
• Socio-work insertion
• Computer programming
• About 15/20 inmates are selected to take part in each of the courses. These courses last
three hundred hours on average. Thus, each year, the number of inmates that participate
in courses of professional, occupational formation exceeds one hundred inmates

A descriptive exposition that reflects, or at least, tries to reflect a social reality in
prison, a job which is always in evolution, imperfect, dynamic, alive and unfinished.

PROGRAMME OF TRAINING AND EMPLOYMENT PROFESSIONAL-TRAINING INTERVENTION PRODUCTIVE WORK ACTIVITY: PAID WORK The following courses of professional formation were offered in 2008/09: • Gardener • Painter • Tiling welder • Welder of stainless steel • Office automation • Iron Worker • Crane operator • Food handlers • Socio-work insertion • Computer programming • About 15/20 inmates are selected to take part in each of the courses. These courses last three hundred hours on average.
