III. CONGRESS NCGG 2012 is a three-day conference: the first day will be an

the next two days will be the session proper with four plenary
presentations and 12 simultaneous panels.

The four plenary presentations will tackle different areas related
to the Congress’s main theme. The 12 simultaneous panels will
feature student presenters who will submit conference papers
based on the following general study areas: local government
and decentralization, people empowerment and citizen
participation, education, health, environment, human rights,
good governance and anti-corruption, gender equality and equal
access, labor policy, and poverty and development. The
Congress Organizing Committee may consider papers with
topics other than those indicated above if, in its judgment, the
papers will further enrich the discussion on the main theme.
