Build and operate a single nationwide network to deliver
network and internet connectivity to all Government MDAs.
Be the provider of all internet bandwidth and space segment
(satellite) to all Government MDAs.
Be the provider of transversal infrastructure and services to all
Federal Government MDAs, e.g. manage Government Data
Centers and databases, Identity Management, IP-telephony
and other solutions.

14. Current Challenges
• Uncoordinated patch work of local area networks with varying levels of functionality
• Only 30% proper coverage of all offices within the complexes
• ZERO cross functional connectivity (i.e - connections between MDAs housed in the
complexes)
• ZERO cross functional connectivity between Federal Secretariat complexes and
Secretariats at the states or geo-political zones
• Multiple and separate internet connections operated and managed by multiple
vendors within Federal Secretariat alone leading to wasteful multiple procurement,
fiscal accountability and supplier management processes
• Uncoordinated service delivery and support, training of manpower and capacity
planning
• ZERO network and Information Security and too many loopholes (over 60) for cyber
attacks to steal or tamper with Government information

Galaxy is careful not to invest in infrastructure in locations already
covered by private sector, rather we’ll lease or buy capacity
18. The Evolution of Opportunities in the
Public Sector
Private Sector companies should move up on the value chain;
commodity and middle-man business will end.
Data and network security guidelines must be implemented.
Interoperability is key to the development of electronic
Governance.
Nationwide rollout of NICEP project, so no need to duplicate
