Original Project Alternates
•   Storefront system
•   Porcelain floor tile in restrooms
•   Side lights at all office doors
•   Two external windows in back stairwell
•   Remove tile flooring at building entry & stain floor
•   Construct four offices on 2nd floor in lieu of open area
•   Install new roof and insulation

Contingency Allowance: $50,000
Signage Allowance: $5,000
Competitive Sealed Proposal Process
 Chapter 252, Local Government Code
 Allows Request for Best and Final Offers
 Allows negotiation with Offerors
 Allows the submission of revisions after proposals are
  submitted and before the award of the contract
 Contract awarded to the Offeror whose proposal is
  determined to be the most advantageous/best value
 Award based on the relative importance of price and
  the other evaluation factors included in the request for
  proposals

 Requested Best and Final Offers
    Informed proposers that all prices were above budget
    Included new roof and storefront in base bid
    Reduced contingency budget to $25,000 and removed
     $5,000 signage allowance
    Requested value engineering recommendations
 Five of six proposers provided BAFO
 Team evaluated BAFO based on original criteria
 Team requests Council ratification of COSADC
  recommendation and authorization of COSADC
  president to negotiate & execute agreement
